Internet Installation and Monthly Access 15 September 2021

1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and in conjunction with FAR Part 13 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

2. Solicitation Number: FA301621U0263 is issued as a Request for Quote (RFQ).

3. This solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular

(FAC), No. 2021-05 effective 10 March 2021.

4. NAICS: The North American Industrial Classification Systems (NAICS) Code for this requirement is

NAICS 517311 - Wired Telecommunications Carriers, with a Size Standard of 1,500 Employees.

5. Required line item number(s) and items, quantities, and units of measure.

For this requirement the Contractor shall engineer, install, furnish and test a one (1) Gbps of commercial internet access circuit, in building 1375, located on 3375 Corporal Johnson Rd, JBSA Fort Sam Houston, TX. In addition, the Contractor shall provide a proposed project schedule reflecting a timeline to complete all activities needed to provide the fully operational internet access circuit no later than (NLT) 60 days after date of contract (ADC) in accordance with the provided Statement of Need (SON) entitled “Commercial Internet Access”, dated 19 March 2021.

See Attachment 2 – “Bid Schedule RFQ FA301621Q0063” for line items and descriptions.

a. The Government intends to award a firm-fixed price contract for the commercial, one (1) Gbps, High-speed Internet Install and Monthly Access on behalf of the METC, JBSA-Fort Sam Houston, TX.

b. Contractor shall complete the Bid Schedule (Attachment 2) and include the unit, extended and total prices for each CLIN in the schedule. The total price shall include quoted price unit and extended prices to include discounts for each CLIN. (Do not list shipping and delivery charges separately.)

c. Note: Quotes should include the quoter's best pricing, inclusive of all discounts, as there may not be another opportunity to offer further discounts.

6. This is a full and open competition solicitation for the Commercial, one (1) Gbps, high speed internet access circuit, in building 1375, located on 3375 Corporal Johnson Rd, JBSA Fort Sam Houston, TX. All responsible/capable sources are courage to participate.

7. Date(s) and place(s) of delivery and acceptance and FOB point:

a. FOB: Destination

b. Inspection & Acceptance: By the Government

c. Place of Delivery/Performance: Bldg. 1375, 3375 Corporal Johnson Road, Fort Sam Houston, TX.

d. Installation: 30 Days after date of contract (ADC)

e. Access Period: One (1) Base year plus four (4) Option Year periods. Access period will begin following the completion/acceptance of the installation.

8. The provision at FAR 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition, in addition to the following:

a. Notice to the Quoter. In the event issues pertaining to this RFQ package cannot be resolved to the satisfaction of the Contracting Officer (CO), the CO reserves the right to withdraw or cancel this RFQ requirement at no additional cost to the Government. In the event the Government cancels this solicitation, the Government has no obligation to reimburse the quoter for any costs.

b. Quotation Preparation Instructions and Format Instructions. To assure the timely and equitable evaluation of quote, vendor must follow the instructions contained herein. Documents submitted in response to this RFQ must be fully responsive to and consistent with the requirements of this solicitation, SON and Government standards and regulations pertaining to the SON.

c. The Government will award a fixed-firm price contract resulting from this RFQ to the quoter whose quote conforms the solicitation and is the most advantageous (Best Value) to the Government for performance of all tasks required as identified in the SON, price and other factors considered. Factors to be considered are:

Factor 1: Price.

Factor 2: Installation Work Schedule.

d. The quoter agrees to hold the quoted prices for 90 calendar days from the date specified in Section 15 below, “Vendor response date”.

e. Quoters shall provide one (1) electronic quote consisting of three (3) Sections:

Section 1: Administrative;

Section 2: Price;

Section 3: Proposed Installation Work Schedule Completion.

f. All quotes must be in English and submitted electronically to the POCs listed in Section 15, “Vendor response to this RFQ”.

g. All information, except for document numbers, page number, etc., shall be provided in a page image area with no less than one (1) inch margin.

h. Text. Text type for the quote and volumes shall be Times New Roman or Arial 10-point font.

i. Tables and graphics can be a reduced size as long as they remain legible (All volumes).

Volume Preparation.

A. Section 1 - Administrative. Contractor must have active registration in the System for Award

Management (SAM). Quoters shall ensure that their quote reflects quoter's entity name, address, DUNS number, CAGE code, Federal Tax ID, points of contact (POCs) authorized to communicate with the Government on the quoter's behalf, name of person(s) quoting, email Addresses, phone

Medical Education and Training Campus (METC) numbers and the RFQ number. Please provide the same information for prospective subcontractor(s), if applicable. The subcontractor will then be validated as to their current SAM status.

Note: This RFQ includes fillable provisions (See attachment 4 requiring contractor completion; therefore, a completed copy of attachment 4 must be included with your quote.

B. Section 2 - Price (Bid Schedule). Quoters shall complete the Bidding Schedule Worksheet provided as Attachment 2 to this RFQ. All prices in the Pricing Worksheet shall be rounded to two

(2) decimal places, and all extended amounts must equal the unit price multiplied by the unit quantity.

C. Section 3 - Proposed Installation Work Schedule. Quoters shall provide a proposed installation work schedule to include a proposed project completion date.

E. It is the quoter's responsibility to check betaSAM for amendments issued against this RFQ and respond accordingly.

F. Quoters are strongly advised to submit their quotes well in advance of the closing date and time to mitigate the risk of technical difficulty and ensure that the complete quote is timely received.

Late submissions, modifications, revisions, and withdrawals of quoters will be handled in accordance with FAR 52.212-1(f). Hard copies of the quote are not required and will not be accepted.

9. The provision at FAR 52.212-2, Evaluation - Commercial Items, applies to this acquisition, in addition to the following:

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

Factor 1 - Bid Schedule (Price).

The criteria for Factor 1 has been met when a complete bid schedule worksheet, attachment 2, is received. The Government may determine that a quote is unacceptable if option prices are significantly unbalanced.

Evaluation of options(s) shall not obligate the Government to exercise the option(s). The total price for evaluation consists of the base and all option periods.

Factor 2 - Work Schedule Plan.

The criteria for Factor 2 has been met when the quoter's provides an installation work schedule that includes a proposed project completion date for the required one (1) Gbps commercial circuit, The schedule shall reflect a timeline to complete all activities needed in order to provide a fully operational internet access circuit as specified in the SON.

The technical factors and sub-factors will receive one of the ratings listed below:

Ratings.

Acceptable Factor meets the minimum requirements of the solicitation.

Not Acceptable Factor does not meet the minimum requirements of the solicitation.

Only rated as “Acceptable” ratings will be eligible for award.

NOTE: The Government will review quotes received to determine if they are complete and IAW the RFQ requirements. A complete quote is one that meets all of the terms, conditions and specifications in the RFQ. The quoter must provide all documents listed and comply with all RFQ instructions in order for their quote to be considered "complete". Incomplete quotes may be considered ineligible for award.

If three (3) or fewer quotes are received, the Government will consider all quotes for acceptability. If more than three (3) quotes are received, the Government will consider the three (3) lowest priced quotes for acceptability. However, the Government reserves the right to evaluate additional quotes for acceptability, if deemed to be in the best interest of the Government.

Basis for Award.

IAW FAR 13.106-2(b)(3), the Government will conduct comparative evaluations of quotes and award a fixed-firm price contract resulting from the RFQ to the quoter whose quote conforms the solicitation for the Commercial, Hardwired, one (1) Gbps High-Speed Internet Installation and Monthly Access as identified in the SON, price and other factors considered, and represents the most advantageous (Best Value) to the Government.

10. The provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, applies to this acquisition, see Volume Preparation (Section A) above.

11. The provisions in FAR 52.212-4, Contract Terms and Conditions - Commercial Items applies to this acquisition.

12. In addition to the applicable clauses in FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applicable clauses and provisions are identified in Attachment 4 “Additional Clauses and Provisions RFQ FA301621U0263).

13. There are NO contract financing arrangements requirements for this acquisition. Installed components will required standard product warranty.

14. The Defense Priorities and Allocations System (DPAS) and assigned rating, are not applicable to this acquisition.

15. Quotes. Contractor documents in response to this RFQ shall be provided via email to the POCs listed below no later than (NLT) 11:00 AM (CDT), 24 September 2021.
