STATEMENT OF NEED (SON)

FOR

JOINT BASE SAN ANTONIO (JBSA)

FORT SAM HOUSTON (FSH) BLDG 1375

Commercial Internet Access 13 September 2021

1. GENERAL INFORMATION: The Contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, supervision, other items, and non-personal incidental services necessary to furnish, install, test, and provide hardwired commercial internet capability (dedicated fiber optic internet access) for Department of Combat Medics (DCMT) at 3375 Corporal Johnson Rd, Bldg. 1375, Joint Base San Antonio (JBSA) - Fort Sam Houston, TX 78234.

1.1. DESCRIPTION OF NEED: This is acquisition is for an annual base internet access contract plus four (4) additional option renewal years. Currently, the Medical Education and Training Campus (METC) hosts the largest CONUS Pearson Vue testing center (240 devices).

Pearson Vue testing is a requirement for completion of military medical student training and critical to mission success. The Defense Health Agency (DHA) (Lead, Service Delivery Management Branch Business Operations for the Chief Information Officer (CIO)/Deputy Assistant Director Information Operations (DAD IO/J-6) has advised J-7 DHA Information Technology and Multimedia Branch (ITMB) to route the approval for commercial circuit through JBSA FSH Telecommunications process.

1.1.1. COMMERCIAL INTERNET BLDG 1375: The Contractor shall engineer, install, furnish and test a one (1) Gbps of commercial internet access circuit, in building 1375, located on 3375 Corporal Johnson Rd, JBSA Fort Sam Houston, TX. In addition, the Contractor shall provide a proposed project schedule reflecting a timeline to complete all activities needed to provide the fully operational internet access circuit no later than (NLT) 30 days after date of contract (ADC).

1.1.2. INSTALLATION: Commercial internet access is currently being provided in the facility.

Existing equipment, wiring, etc. can be utilized for this project. Internet access must be fully operational NLT 30 days ADC. Communication infrastructure designs and installation of all hardware, software and infrastructure will follow: American National Standards Institute (ANSI) /Electronic Industry Alliance (EIA) /Telecommunications Industry Association (TIA) guidelines.

All communications “Installation Practices” will conform to the Unified Facilities Criteria (UFC), and BICSI Information Transport Systems Installation Methods Manual (ITSIMM).

A Government Point of Contact (GPOC) will be assign to this acquisition. The contractor shall coordinate with the GPOC within 7 calendar days of contract award. The 502d Contracting Squadron shall conduct a quality assurance inspection, with the contactor, throughout the installation and prior to final acceptance.

1.1.3. MAINTENANCE: At a minimum, the contractor shall: Monitor on premise equipment, connectivity, signal quality, and capacity 24/7/365 and notify the government within four (4) hours during normal duty hours if there is a degradation of services being provided; provide the Government web-based access to a dashboard monitoring capability; provide the Government at a minimum a 2-week notice of maintenance actions that could impact the end-users; dispatch maintenance personnel to repair on premise breaks within one (1) work day; provide a customer support phone number for service related issues.

1.1.4. USER SUPPORT: The Contractor shall provide support for installation and internet connectivity access for the duration of the contract. The contractor will provide helpdesk support to include remote troubleshooting during normal work hours and capability for content filtering/security controls.

1.1.5. COMMERCIAL INTERNET SERVICE: The Contractor shall provide commercial internet access at a one (1) Gbps speed. Access shall be available 24 hours a day, 7 days a week and be reliable.

1.1.6. PROJECT MANAGEMENT: A Government’s Point of Contact (GPOC) will be available during the performance of work. Contractor shall provide and designate a responsible employee to coordinate with the Government’s POC throughout all phases of work to be performed.

1.1.7. ACCESSORIES AND INCIDENTALS: Contractor shall provide all incidentals necessary and all incidental hardware shall be installed in accordance with manufacturer’s recommendations. Adhesives, fasteners, nails, etc. shall be furnished by the Contractor.

1.1.8. PROTECTION: The Contractor shall take precautions to prevent damage to Government property. The Contractor shall repair or replace damaged items or damages incurred by the contractor at no additional cost to the Government.

1.1.9. SITE MAINTENANCE: Work areas shall be maintained in a neat, clean, safe condition and all trash, debris, and garbage which Contractor generates is to be removed from the facility and properly disposed of at the end of each work day. This must be completely removed from the base at the completion of the project at the Contractor’s expense.

1.1.10. COMPLETION OF WORK: Upon completion, the Government will conduct an inspection of all products installed. The Contractor shall ensure that work for this project is performed in accordance with the criteria herein, and that all equipment and systems shall be fully operational at the completion of work for this project. All surfaces and floor surfaces around the work site shall be cleaned.

1.1.11. Submittals. The Contractor shall provide communication “As Built” drawings; location of all data/voice drops, cable management, as well as communication room layout with rack equipment elevation drawing. Illustrations / drawings shall be delivered and accepted by GPOC prior to final payment.

1.2. GENERAL INFORMATION.

1.2.1. HOURS FOR INSTALLATION. Monday through Friday (excluding official holidays), 8 AM to 5 PM and Saturday 11 AM to 5 PM.

1.2.2. SECURITY REQUIREMENTS. The Department of Defense requires all installations to appropriately proof and vet all contractors and vendors providing service to JBSA Fort Sam Houston prior to granting access. The Contractor shall request credentials for their employees through the Contracting Officer. The Contractor shall follow all security guidelines provided by the Government Representative during all installation and maintenance actions.
