About this file
This document is a Performance Work Statement (PWS) for a Request for Quotation (RFQ) to produce a three-dimensional (3D) Building Information Model (BIM) of the pre-collapse Champlain Towers South (CTS) condominium building in Surfside, Florida. The objective is to create a BIM model of the pre-collapsed building design for visualization and communication to support the National Institute of Standards and Technology's (NIST) technical investigation of the building's partial collapse.
The PWS outlines mandatory tasks to develop the 3D BIM model at a minimum Level of Detail (LOD) 200, including the building site layout, subgrade and ground level parking garages, building structure, architectural elements, and select major mechanical systems. It also details optional tasks that may be exercised to add additional details to the BIM model, such as incorporating as-built variances, modeling neighboring buildings and streets, and creating a virtual reality environment. The period of performance is 12 months from the July 1, 2024 anticipated award date. The contract type is a hybrid of Firm-Fixed Price and Labor Hour. Proposals are due by June 20, 2024.

Building Information Model for NCST Investigation
A. BACKGROUND
The Champlain Towers South (CTS), a 12-story beachfront condominium with an underground garage in the Miami suburb of Surfside, Florida, United States, experienced a sudden partial collapse on July 24, 2021. The National Institute of Standards and Technology (NIST) is conducting a full technical investigation of the collapse of CTS under the authority of the National Construction Safety Team Act (“Act” or “NCST”), Pub. L. 107-231, codified at 15 U.S.C. 7301 et seq. The goal of the NIST technical investigation is to determine the technical cause of the collapse and, if appropriate, to recommend changes to building codes, standards and practices, or other actions to improve the structural safety of buildings. There are millions of high-rise condominium units in Florida alone, many of them aging structures that are located near the coast.
As part of the investigation efforts, NIST’s Remote Sensing and Data Visualization Project team is producing visualizations to better understand and communicate conditions leading up to the partial collapse in support of the technical investigation. Part of the visualization effort includes the development of a Building Information Model (BIM).
B. OBJECTIVE:
The objective of this requirement is to produce a three-dimensional (3D) BIM of the pre-collapse building design of the CTS condominium for the purposes of visualization and communication.
C. SCOPE OF WORK
The Contractor shall create a 3D BIM of the pre-collapsed design for CTS based on Government-provided as-designed drawings. The model shall use the North American Vertical Datum of 1988 (NAVD 88) height (US Survey Feet) and the NAD 1983 HARN Florida State Plane East FIPS 0901 (US Survey Feet) Coordinates. Survey control points will be provided by the Government in digital format in the required coordinate system after the kick-off meeting.
The level of detail (LOD) for all features shall be a minimum of 200 unless otherwise detailed below.
The LOD shall follow the current Building Information Modeling (BIM) Forum LOD Specification, Part I at the time of contract award (located at the website: https://bimforum.org/resource/lod-level-of-development-lod-specification/). Any award resulting from this solicitation will contain the latest version of the BIM Forum LOD Specification, as identified in the cited link.
The BIM shall be developed using Autodesk Revit version 2021 (or later) and shall include the building site layout, subgrade and ground level parking garages, building structure, architectural elements, and select major mechanical systems, as described in more detail in the following task requirements. Individual sheets are not required to be developed as part of this scope.
C.1. MANDATORY REQUIREMENTS
Task 1 - Kick-Off Meeting and Project Management Plan
1.1 Kick-off Meeting:
The Contractor shall host a kick-off meeting, virtually via video conference (e.g., Microsoft TEAMS or
2 | Page
Zoom), no later than 10 business days after award. The timing and virtual web-address of the kick-off meeting shall be coordinated by the Contractor with the NIST Contracting Officer’s Representative (COR). The kick-off meeting shall be utilized to introduce all members of the contractor’s team, review all task order requirements and deliverables, review the initial Project Management Plan provided by the contractor, and discuss the contractor’s proposed approach. The Contractor shall record meeting minutes and provide a copy of the Meeting Minutes for review and approval by the NIST COR within one (1) business day after the meeting. The contractor’s key personnel shall be present at the kickoff meeting.
The Contractor shall host periodic ad hoc meetings (maximum of 4) as needed to discuss any questions, clarifications, or concerns regarding the project and design drawings. The Contractor shall take meeting minutes and provide a copy for review and approval by the NIST COR within one (1) business day after each meeting. The Contractor’s key personnel shall be present at these meetings.
1.2 Project Management Plan:
All work to be accomplished shall be managed through an Integrated Project Management Plan (PMP).
The PMP shall be a bookmarked PDF and shall be submitted for review and approval prior to submitting any other deliverables. An initial draft PMP shall be provided at least two (2) business days prior to the kick-off meeting. NIST will approve the PMP or provide comments for revision within 10
(10) business days after the Kick-Off meeting. The PMP must be reported on monthly and sent to the project stakeholders, to include the Government COR and Technical Lead, at least 3 days prior to the monthly status meeting. The PMP shall contain Government dependencies highlighted in yellow.
Updates to the plan that do not impact the critical path may be resolved at one of the virtual meetings that are to be performed under this requirement. Changes that extend the period of performance or impact product delivery (i.e., removing PMP defined deliverables or adding new deliverables) may be addressed through a mutually agreed upon contract modification action.
The PMP shall include a Quality Control Plan that describes the procedures to be used to Quality Control the execution of the work. The Quality Control Plan shall address individual work items in detail and shall be a continuous process through the execution of the work.
At a minimum, the Contractor’s Quality Control Plan shall include:
• Names and resumes of key-personnel performing all work.
• Names of senior staff performing Quality Control to check the work.
• Summary of Checks and Reviews processes that shall occur throughout the data processing and reporting activities associated with this requirement.
• A description of how the Contractor shall respond to all review comments provided by the
NIST Remote Sensing and Data Visualization Project team (such as using email and/or tracked changes and commenting in a Word document).
• Proposed schedule of work, noting any current problems and proposed resolutions of problems.
1.3 Program status updates:
The Contractor shall provide monthly program status updates via e-mail (dates to be proposed in the PMP) and provide a detailed status of the PMP to include task percent complete metrics and critical path analysis. The contractor shall provide written impact statements for any event or circumstance that could negatively impact the project. Impact statements are due no later than 1 week after the determination of the impact. If the Government determines it is necessary to conduct a status meeting
