About this file

This document is a Request for Quotation (RFQ) for a Building Information Model (BIM) of the Champlain Towers South (CTS) condominium in Surfside, Florida, to support the National Institute of Standards and Technology's (NIST) investigation into the building's partial collapse.

The solicitation seeks a contractor to create a 3D BIM of the pre-collapsed CTS building design based on government-provided drawings. The BIM must use specific coordinate systems and meet minimum Level of Development (LOD) requirements. The period of performance is 12 months, with optional tasks that may be exercised within the first 8 months. This is a small business set-aside, with a NAICS code of 541310 - Architectural Services. Quotes are due by June 27, 2024, and the government intends to award a hybrid firm-fixed price and labor hour purchase order. Evaluation will be based on technical factors (approach, key personnel, past performance, management) and price.

REQUEST FOR QUOTATION: NIST-RFQ-24-7300993

Building Information Model for NCST Investigation

AMENDMENT NO. 0001: Question and Answers (Q&A)

1. Can you please confirm that the period of performance for Tasks 1-2 is 180 days?

Performance Work Statement, p.5 shows end date of Task 2.3 BIM Final Submittal – 365 days post award.

ANSWER: The period of performance for tasks 1 and 2 is 12 months from date of award.

Each task may have deliverables that are due prior to the end of the 12-month period of performance, however. Please see Section C.2. Schedule of Deliverables for details.

2. Will the optional tasks, if executed, be awarded all at once or consecutively, one after another?

ANSWER: As stated on page 8 of the PWS, the Government may exercise any of the optional tasks at any point, up to 8 months post award of the contract. Each optional task may, or may not, be exercised at any point during the first 8 months. Therefore, optional tasks may be awarded all at once, consecutively, or not at all at the Government’s discretion.

3. Can the Government make the list of Know As-Built Variances in Optional Task 3 available?

ANSWER: No. As stated on page 9 of the PWS, the known as-built variances under this CLIN cannot be ascertained prior to performance of the subject requirement. The Known As-Built Variances shall be identified for the contractor to perform under this optional task, if exercised. All cost associated with performing this task shall not exceed the ceiling value amount.

4. Which Mechanical Systems are intended to be modeled on the roof? Also, what is the quantity of systems anticipated to be modeled?

ANSWER: The main mechanical systems to be modeled on the roof are the HVAC systems for each condo unit, or approximately 140 HVAC units, as well as general building HVAC units, vents, and major ductwork.

5. Can NIST provide the drawings for reference to gauge the scale of modeling efforts and assist us in accurate pricing?

ANSWER: Yes, see answer to question 10 below.

6. Will NIST consider a 1-week extension to allow for time to incorporate the responses into the proposal?

ANSWER: Yes, the due date is extended by one additional week, or until 6/27/2024.

7. Please confirm if any backup will be required for the labor hour rates. For example, previous accepted government rates or audits.

ANSWER: Yes, as stated in the RFQ solicitation Instructions to Quoters, under Volume 2: Price Quotation, “To assist the Government in evaluating labor hour price quotations, the Quoter shall provide fully loaded hourly rates which include wages, indirect costs, general and administrative expense, and profit. Fractional parts of an hour shall be payable on a prorated basis in accordance with the labor hour task(s) identified in the PWS. Quoters shall propose a total ceiling price for the labor hour CLIN(s).” Previously accepted government rates or audits are not required.

8. The schedule list BIM Draft final due 180 days post award. Does this include the Optional task or just the main tasks? Will the optional task timelines overlap with the main task, or will they be awarded after the Draft final is due?

ANSWER: Deliverable number 2.3a, BIM Draft Final Submittal, is due 180 days post award. Each optional task, if exercised, has its own timeline for when the optional deliverables are due as identified in the optional task section of the Performance Work Statement. Optional tasks may be exercised at time of award or up to 8 months after award. Therefore, it is possible that certain optional tasks may overlap with tasks 1 and 2 depending on when they are exercised.

9. Are there specific milestones expected for 65% or 95% or just a general "we're this far along"?

ANSWER: The expectation is that within 90 days and 120 days post award, the BIM will be 65% and 95% complete, respectively. The Contractor shall define the 65% and 95% levels of completion in their Project Management Plan (PMP), which must be provided at least two (2) business days prior to the kick-off meeting. The Government will approve the PMP or provide comments for revision within ten (10) business days after the Kick- Off meeting.

10. The URL, https://surfside.one/public-records-search/, to the existing drawings identified in the SOW does not work. Can another source link be provided?

ANSWER: The drawings may be accessed at the following Dropbox link as well as the separate links for each drawing below:
