SUBJECT: Request for Quotation (RFQ) 80NSSC22779074Q1, AOS Spectrometer Study.

This solicitation includes the following sections:

SECTION 1

STATEMENT OF WORK

Please see the attached SOW.

You are invited to submit a proposal in response to the National Aeronautics and Space Administration (NASA) Goddard Space Flight Center (GSFC) Atmosphere Observing System (AOS) Spectrometer Instrument solicitation. The principal purpose of this requirement is to develop and assess instrument concepts that could support the AOS Inclined mission. The intent of these studies is to better inform the Government as to the viability and risks associated with instrument development with the constraints provided in the attached documents.

This competitive acquisition will result in a Firm Fixed Price type purchase order. The purchase order will have a period of performance from purchase order award through 6/30/2022. The Government contemplates award of multiple firm fixed price type purchase orders. The not to exceed (NTE) amount for each purchase order is $125,000. This will be a best-value procurement. The contract will be performed offsite at the Contractor’s facilities.

Potential offerors should pay close attention to all solicitation instructions in the Spectrometer Instrument RFP Statement of Work (SOW); however, the following requirements list is summarized to assist in proposal development. Please note that this list is not exhaustive, and the solicitation terms and conditions and provisions in the RFP take precedence:

1. This proposal is in accordance to the documents listed below:

2. Offerors should focus on prior experience and state the Technology Readiness Level (TRL) of the proposed solution. The response should also contain a compliance summary to the CDRLs specified in the SOW. Include organization name and address, point-of-contact name, E-mail address, phone number in response.

In order to control and protect sensitive data owned by the Government and its Contractors, NASA policy required all acquisition-related documents be released in Adobe Portable Document Format (PDF).

Documents related to this acquisition, including this letter, the solicitation, attachments, exhibits, any amendments and links to online reference/technical/bidders library will be attainable electronically from the World Wide Web through the Government-wide point of entry website at www.beta.SAM.gov. Potential Offerors are requested to periodically monitor the websites for updates.

SECTION 2

INSTRUCTION TO OFFERORS

☒52.215-1 Instructions to Offerors – Competitive Acquisition (Jan 2017)

Quotes for the item(s) described in the RFQ are due by 11/10/2021 by 4:00 p.m. CT to Dalonna Penton at Dalonna.d.penton@nasa.gov in order to be considered for award. If it is in the best interest of the Government, quotes submitted after the due date may be accepted.

Quotes will remain valid for 30 days unless otherwise expressly stated on the quote. Submitted Quotes shall list two points of contacts including name, phone number, and email address.

All contractual and technical questions must be in writing (e-mail) to Dalonna Penton at Dalonna.d.penton@nasa.gov no later than 11/10/2021 by 12:00 p.m. CT. Telephone questions shall not be accepted.

The NAICS Code for this procurement is 541715 or 541330. The Offeror shall state in their offer their size status for this procurement.

This procurement is full and open competition.

Offeror’s shall be registered at www.sam.gov and have the NAICS code listed above in order to be considered for award.

Submitted offers shall be F.O.B Destination for this procurement. Offers submitted on a basis other than F.O.B, Destination will be rejected as non-responsive.

Please note that Provisions 52.204-24 Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment (Oct2020) and 52.204-26 Covered Telecommunications Equipment or Services-Representation (Oct 2020) are included in this RFQ. You are required to complete these two provisions and return the RFQ document with your quote. Failure to complete these Provisions will result in the Government being unable to make award to your firm.

THAN COMMERCIAL ITEMS (JUL 2004)

(a) Definitions. As used in this provision-- "Emerging small business" means a small business concern whose size is no greater than 50 percent of the numerical size standard for the NAICS code designated.

"Forced or indentured child labor" means all work or service—

(1) Exacted from any person under the age of 18 under the menace of any penalty for its nonperformance and for which the worker does not offer himself voluntarily; or

(2) Performed by any person under the age of 18 pursuant to a contract the enforcement of which can be accomplished by process or penalties.

"Service-disabled veteran-owned small business concern" —
