(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
(ii) This is Request for Quote (RFQ) 70RDAD21Q00000112.
(iii) Simplified acquisition procedures under FAR 13 apply to this solicitation. This solicitation includes all applicable provisions and clauses in effect through FAC 2021-05 / 3-10-2021 simplified procedures for commercial items.
(iv) This is a Small Business Set-Aside. NAICS Code: 541511 – Custom Computer Programming Services.
(v) For the items/services required see section III below.
(vi) This RFQ contains the description of the requirement.

Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract.
I. Introduction/Background
In order to hire high quality talent, DHS Office of the Chief Procurement Officer (OCPO) began looking at potential websites to increase brand awareness and exposure to job announcements and internship opportunities. OCPO needs to expand to reach a broader audience; especially the college level and early talent audience.
II. Product
The Contractor is to provide Handshake Premium Talent Engagement Suite with Enterprise Program Management Tier 1 Level, or equal.
The salient characteristics are as follows:
The suite must:
· incorporate students and employers;
· allow the expansion of higher education partnerships across Universities by providing a single database to reach a minimum of 1000 universities;
· Allow to push pre-announcements and job announcements to targeted talent segments;
· integrates with university registrar’s database to allow OCPO access to verified academic data;
· capability to advertise and manage events.
· provide candidate profiles; and
· analyze metrics.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial items. FAR 52.212-8 Option to Extend Services (Nov 1999)
The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days.
FAR 52.212-9 Option to Extend the Term of the Contract (Mar 2000)
(a) The Government may extend the term of this contract by written notice to the Contractor within 60 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 15 days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 5 years.
VI. Basis for Award
The provision at 52.212-2, Evaluation – Commercial Items (Oct 2014) applies to this acquisition.
Award will be made to the responsible quoter submitting a quote that is the most advantageous to the Government, price and non-price factors considered. Award will be made to the firm whose quote meets the Government's requirements and whose technical quote and price represents the Best Value – Tradeoff to the Government. The evaluation of quotes will be based on an evaluation of the vendor’s (1) Technical, (2) Past performance; and (3) Price. Award will be made to the Quoter offering the Best Value to the Government by conducting a tradeoff of the factors.
Factors:
(1) Technical
Does the suite meet the salient characteristics if the suite is different than Handshake’s suite.
(2) Part Performance
The Government may choose to evaluate publicly available reports, and/or data from the Past Performance Information Retrieval System (PPIRS). The Government may use present and/or past performance data obtained from a variety of sources.
(3) Price
The vendor shall provide the price to complete what is required under this RFQ.
The Government will not make an award at a significantly higher price to achieve only slightly superior (Technical and Past Performance) capabilities.
Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the options(s). The Government will evaluate FAR clause 52.217-8 Option to Extend Services (NOV 1999).
VII. Instructions on Submission of Quote (Amended sections of FAR 52.212-1, Instruction to Offerors- Commercial Items)
The Government intends to evaluate quotations without discussions with the Quoter. Therefore, the Quoter’s initial quote should contain the Quoter’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Ordering Contracting Officer to be necessary. The Government may reject any or all quotes if such action is in the public interest.
Refer to RFQ 70RDAD21Q00000112 on all correspondence. No collect calls or facsimiles will be accepted. Quotations shall be emailed to Francisco Mendoza, Contract Specialist at francisco.mendoza@nih.gov and to Ronald Jean-Baptiste, Contracting Officer at Ronald.jean-baptiste@hq.dhs.gov and shall be received by 10:00 a.m. ET on May 3, 2021. The CO reserves the right to accept late submissions, before making an award, if it is in the best interest of the Government. Questions in regard to this solicitation shall be received by 12:00 p.m. ET on May 5, 2021. In order to receive an award, contractors must be registered in the System for Award Management through sam.gov.
As a minimum, the quote must show:
1) The solicitation number;
2) The name, address, telephone number, and email address of the quoter;
3) Price and any discount terms of the items and/or services;
4) Acknowledgement of solicitation amendments, if any;
5) Terms of any express warranty;
6) If the terms and conditions of this solicitation are not fully accepted, a statement specifying the extent of agreement shall be included. Quoters that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.
The quote shall be valid at a minimum 30 days from the specified due date of the quotes unless the quote clearly identifies a lesser period; however, the lesser period of validity of the quote shall not be for less than 15 days.
