Request for Quote (RFQ) 70CMSD20Q00000013 Canines, Training and Equipment

This acquisition is a 100% total small business set aside, that will be awarded to the small business whose quote provides the most benefits to the Government using FAR Part 12, Acquisition of Commercial Items; and FAR Part 13, Simplified Acquisition Procedures. The evaluation procedures used will be tradeoff procedures. Basis of award: Government intends to award one purchase order from this RFQ to obtain the best value for the Government using trade off procedures. The awardee will be the vendor whose capabilities offer the most advantageous solution for the Government. The factors evaluated will be: (1) Technical Capability and (2) Price. Technical Capability is the most important factor. Price is the least important factor. Past Performance will not be evaluated. The Government intends may award to a higher priced quote, if that quote offers the most benefit and is the most advantageous to the Government. This decision is at the sole discretion of the Government.

ICE respectfully requests quotes for canines, training and equipment in accordance with the requirements in the SOW. Offerors shall submit a narrative response that describes their technical capability (Factor 1) as it relates to the requirements in the SOW. The NAICS code for this requirement is 611699 All Other Miscellaneous Schools and Instruction. The small business size standard is $12,000,000.

Offerors are encouraged to submit literature and specifications of their canines, training course and equipment that indicate features that will beneficial to the Government. Offerors shall also include all information concerning warranties/guarantees for their supplies and services to include health and performance warranties/guarantees for their canines and requisite training and equipment. For Factor 2, Price, Offerors shall submit pricing in the Government provided pricing spreadsheet, Attachment 3-Price Matrix.

All quotes shall be submitted electronically via email to Tracy Riley at Tracy.Riley@ice.dhs.gov. Quotes are due no later than 11:00am EST, Friday, May 22, 2020.
