3. Background:

As the primary investigative agency for DHS, HSI is responsible for combatting criminal organizations illegally exploiting the U.S.’ travel, trade, financial and immigration systems. HSI’s investigative priorities routinely culminate in high-risk enforcement operations requiring unique skillsets and specialty equipment. In Fiscal Year 2019 (FY19), HSI’s national SRT program supported 394 high-risk enforcement operations and are, thus far, on track to experience a marked increase in requests for service throughout the remainder of FY20. As use of force incidents continue to confound steady-state operations, HSI relies upon its SRTs to foster a degree of unassailability in instances where the acknowledgement of risk exceeds the capabilities of the assigned investigative group(s).

SRT canines will primarily be utilized to track, locate, and/or apprehend non-compliant or otherwise “unable to locate” subjects while providing supplemental safety to team members during SRT operations. HSI SRT needs to successfully use canines during high risk operations to minimize danger to human team members.

4. Product Description:

Contractor is to provide and deliver the following products and services, quantity 4 each for each item/service listed below; brand name or equal. It is critical that the vendor provides the canines and the equipment/services listed below as the equipment will be utilized during the training course and will need to be available to each of the four handlers at time of course commencement.

Unique requirements specific to HSI mission success:

It is crucial to the HSI SRT mission to utilize a vendor that is postured to select and train canine animals with the proper drive and performance required to fit the tactical need of HSI. To accomplish this requirement, it is required that the vendor have a minimum of five prior experiences selecting and training canine animals for Special Mission Units (SMU/Tier 1) of the United States Special Operations Command (US SOCOM), Joint Special Operations Command (JSOC). It is also required that the lead instructor for the basic handler school be the same individual who is physically present and conducts the screening, testing, and assessment of the canine animals for purchase. The vendor will be responsible for the selection and purchase of suitable canine animals (working dog breeds) to include, but not limited to, Belgian Malinois or Dutch Sheppard. This selection shall consider the animals attributes to conduct tactical apprehension of suspects in a tactical team environment, tracking of suspects, and tactical area searches. These animals must come with a minimum 15-month guarantee against all congenital issues and a minimum 15-month guarantee for performance. This vendor is also required to own and maintain a physical training facility to include proper training areas and kennels to house the canine animals. At the completion of the basic canine training this vendor must offer expert testimony for legal proceedings as a not separately priced item for the Government. As part of the complete purchase for canines and training, the vendor must provide initial canine equipment that will be utilized during the training course. Vendor must have the ability to concurrently run an Agitator/Decoy course utilizing the handlers/canines of the basic canine training course for four Agitators.
