PERFORMANCE WORK STATEMENT
AUDIO-VISUAL AND TELECONFERENCING SYSTEM UPGRADES AT
CONSUMER PRODUCT SAFETY COMMISSION
1 OVERVIEW
1.1 INTRODUCTION
The U.S. Consumer Product Safety Commission (CPSC) is charged with protecting the public from unreasonable risks of serious injury or death from thousands of types of consumer products under the Commission’s jurisdiction. The CPSC is committed to protecting consumers and families from products that pose a fire, electrical, chemical, or mechanical hazard or can injure children.
The CPSC's work to ensure the safety of consumer products - such as toys, cribs, power tools, cigarette lighters, and household chemicals - contributed significantly to the 30 percent decline in the rate of deaths and injuries associated with consumer products over the past 30 years.
The Agency has jurisdiction over 15,000 types of consumer products, from automatic-drip coffee makers to toys to lawn mowers. Some types of products, however, are covered by other federal agencies. For example: cars, trucks and motorcycles are covered by the Department of Transportation; foods, drugs, and cosmetics are covered by the Food and Drug Administration;
and alcohol, tobacco and firearms are within the jurisdiction of the Department of the Treasury.
CPSC works to reduce the risk of injuries and deaths from consumer products by:
− Developing voluntary standards with industry;
− Issuing and enforcing mandatory standards; banning consumer products if no feasible standard would adequately protect the public;
− Obtaining the recall of products via refund or arranging for their repair or replacement;
− Conducting research on potential product hazards; and − Informing and educating consumers through the media, international, federal, state and local governments, private organizations, and by responding to consumer inquiries.
1.2 BACKGROUND
The CPSC is headquartered in Bethesda Towers (BT) located at 4330 East West Highway in Bethesda, MD. The BT location is home to the Commission, Commission staff, and a majority of the agency’s administrative offices. Contained within BT is conference room 714-02.
Conference room 714-02 is a standalone conference room.
Currently, conference room 714-02 contains a 55-inch NEC monitor, a motorized drop-down projector screen and a ceiling mounted projector. The conference room also contains a CPSC- Corporate network virtual desktop interface (VDI) client that is connected to the projector and displayed on the motorized drop-down projector screen, which serves as the display for the VDI client. The dedicated VDI client will remain in the conference room.
With regards to the current audio capability, a separate audio system does not exist in conference room 714-02. The monitor and display equipment and systems in the conference room were installed at least 10 years ago and are somewhat outdated technology-wise and thus limited in capabilities. Additionally, it should be noted that the current VOIP system utilized by CPSC solution will be upgraded to a Cisco Unified Communications solution in spring 2021.
The Cisco Unified Communications solution can be summarized as follows:
Cloud Implementation: The HCS-G solution applications, based upon the Service Level, consists of Cisco Systems Unified Communications Manager 11.5, Unity Connection 11.0, IM and Presence and WebEx. The applications will be hosted on Cisco C-series Unified Computing System virtual servers. The HCS-G solution comprises of two main service categories (Calling and Meetings), each delivered through the cloud per the below: Calling service provides:
• Voicemail
• Voice Calling
• Certified Voicemail & Unified Messaging
• Multiple End Points
• IM & Presence
• Full Mobility with soft voice clients for iOS & Android phones
• 1:1 Video Calling for internal endpoints that are Cisco enabled/registered Meetings service provides:
• Mobile & Remote Access to the solution
• Cisco WebEx Advanced Meetings for internal and external participants, maximum
200 participants per Webex session.
• Cisco WebEx for multipoint video conferencing.
The CPSC’s National Product Testing and Evaluation Center (NPTEC) in Rockville, MD is home to a majority of the agency’s technical staff. Contained within NPTEC are four conference rooms: a 3-way divisible conference room (Rooms 103, 104, and 105) and a stand-alone conference room (148). Conference rooms 103, 104, and 105 are separated by movable wall partitions and can be configured to utilize as stand-alone conference rooms or two or all three rooms can be combined in order to accommodate more attendees for various meetings, hearings or training sessions.
Currently, conference rooms 103, 104, and 105 each contain a 55-inch NEC monitor and a drop-down projector screen. The stand-alone conference room (148) contains a 60” LG monitor and a drop-down projector screen. Each conference room also contains a VDI client that is connected to the LED monitor, which serves as the display for the VDI client. The monitors are not synchronized or otherwise capable of reproducing the same image on all three screens (Rooms 103, 104, and 105). All four conference rooms will continue to have a dedicated VDI client.
With regards to the current audio capability, conference room 105 also contains an audio system that allows connection of wired and wireless microphones and can project the sound from ceiling mounted speakers in conference rooms 103, 104, and/or 105. A separate audio system does not exist in conference room 148. The AV and display equipment and systems in the current conference rooms were installed at least 5-10 years ago and are somewhat outdated technology-wise and thus limited in capabilities.
The vision and goal of this solicitation is to update and improve the audio-visual (AV) and teleconferencing capabilities of conference rooms 103, 104, 105, and 148 within NPTEC, located in Rockville, MD and conference room 714-02 located within BT to improve the quality, capabilities, and efficiency of hosting meetings, hearings, or training sessions within these spaces.
1.3 SCOPE
Independently, and not as an agent of the government, the Contractor must provide all labor, travel, material, software, supervision, and administration necessary to install an interactive AV solution in the 3-way divisible conference rooms (103,104, and 105) and conference room 148 in NPTEC, located in Rockville, MD and conference room 714-02 in BT located in Bethesda, MD.
Conference rooms 103, 104, and 105 should be able to perform independent audio and video teleconferencing and should also be able to be combined based on the configuration of the space (e.g. if conference rooms 103 and 104 are combined, the audio and video conferencing for that space will be separate from conference room 105.)
The available configurations for the 3-way divisible conference rooms are as follows: conference room 103 combined with conference room 104 with conference room 105 remaining separate;
conference room 104 combined with conference room 105 with conference room 103 remaining separate; conference rooms 103, 104, and 105 combined into one large conference space.
Conference room 148 is not divisible and is independent from conference rooms 103, 104, and 105 and must remain so. This conference room will require upgraded audio capabilities to improve voice capture throughout the room during teleconferencing and amplification of program audio. The existing government furnished equipment (GFE) projector and drop-down projector screen must be configured to optimize video playback within the conference room.
This conference room will also require full video teleconferencing capabilities.
Conference room 714-02 will require full video teleconferencing capabilities and upgraded audio capabilities to improve voice capture throughout the room during teleconferencing and amplification of program audio. In order to provide sufficient display capabilities, the existing case work containing the existing LED monitor will need to be removed and any resulting wall damage is repaired, patched, primed, and painted prior to contract closeout.
The recommended turnkey solution must interact with existing GFE computer terminals and other existing GFE as much as practicable.
2 SYSTEM CAPABILITIES AND FUNCTIONALITY
2.1 3-Way Divisible Conference Room (Conference Rooms 103, 104, and
105) Independently, and not as an agent of the government, the Contractor must furnish all necessary personnel, materials, services, and facilities to perform the work set forth below.
2.1.1 Audio
The Contractor must provide a means to facilitate amplification of program audio and voice capture throughout the room during audio and video teleconferencing. The audio solution must also be able to adapt and be configurable to all available room configurations as provided in Section 1.3 above. The provided solution must reduce echo and suppress audio feedback as much as practicable.
The Contractor must also provide a means to capture voice and other audio within any configured space for transmission to the other end of the meeting space. The Contractor must provide a means to configure the audio transmission and reception based on the configuration of the conference room. The provided solution, must at a minimum include a 4-channel wireless microphone (mic) receiver that will include (3) wireless handheld mics and (1) wireless lapel mic. The proposed audio solution must be compatible with the Cisco Unified Communications solution that will be employed by CPSC as summarized in Section 1.2 above.
The Contractor must provide separate optional pricing for the following options that the government may exercise at a later date:
− An 8-channel wireless mic system that would include (4) wireless desktop mics, (3) wireless handheld mics, and (1) wireless lapel mic.
− A delegate microphone system capable of supporting at least (20) stations. While a wireless delegate system is preferable, a wired system may be deemed acceptable.
2.1.2 Video
The Contractor must install the necessary hardware to facilitate full video teleconferencing capabilities. The proposed video teleconferencing solution must include at a minimum, a means to capture live, real-time video of each occupant(s) of the conference rooms during a video teleconference. This means of video capture should be independently available to each conference room when they are in a separate, divided configuration (103, 104, 105). When the conference rooms are combined, the means of capturing video should automatically adjust to the new configuration and capture all occupants of the combined space accordingly.
The proposed video teleconference solution must capture video at a minimum resolution of 1080P and must be capable of interfacing with the Cisco Unified Communications system which includes WebEx owned by CPSC. In addition to WebEx, CPSC staff routinely attends meetings with other organizations or entities that utilize other video teleconferencing platforms such as GoToMeeting, Zoom, and Microsoft Teams. The proposed video teleconference solution shall deliver an intuitive, easy to use, easy to administer solution that integrates seamlessly to a Cisco Collaboration platform. The video solution shall support RoomOS and/or CE with the flexibility to register to CUCM, CUCM Cloud for Government, and Webex.
The proposed video teleconference solution shall deliver features not limited to the following:
• Intelligent views – Views automatically adapt and frame active speakers, eliminating the need for remote control devices.
• Powerful mobility – Users can use their personal mobile devices and laptops with Cisco
Intelligent Proximity to enable easy, flexible, content sharing on any device.
• One button to join – An easy-join experience for scheduled meetings. Simply press one button, and you are in the meeting.
• Remove common friction points – Background noise suppression automatically detects and alerts (mobile client) or suppresses (meeting room device) common meeting distractions such as paper shuffling and loud typing.
• Interoperable: Works with CPSC’s existing investments to extend their value or connects to any standards-based video and telepresence devices. Can be manage it with one integrated voice and video call control engine if desired.
• Cloud-ready: The proposed solution shall be cloud-ready, supporting connections to on-premises and cloud infrastructures, or hybrid approaches. Cloud-connected options can provide flexible alternatives to scale and extend the reach of your video collaboration as well as integrate additional services as needed.
• Secure: The proposed solution shall support secure onboarding and secure communications through encryption and authentication methods.
In addition to the incorporation of full video teleconferencing capabilities, the Contractor must also replace the (3) existing 55-inch wall mounted monitors in each conference room with (3) wall mounted monitors or similar display containing a diagonal viewing measurement of at least 85-inches and capable of supporting 4K video resolution. The provided displays must maximize the available space in the existing casework that will provide acceptable user access to the inputs and connectors of the display. For your reference, the available width and height of the credenza openings that will house the new displays are shown in Table 1 below.
The Contractor must also provide a new short throw projector that will be mounted for use with the existing GFE motorized retractable projector screen located on the north wall of Conference Room 105. This projector must serve as the primary viewing source when all three conference rooms are combined. An alternate projection method incorporating the existing projector screen that does not require the projector in conference room 105 to sit on a tabletop or hang below the existing light fixtures may be considered if the government deems the proposed solution aesthetically suitable and safe for taller users of the space. Any other alternative video display solutions that the government deems cost effective may also be considered.

− A GFE VDI computer client
− HDMI
− VGA
− Cable Television Tuner (room 104)
While there is an expectation of 4K support through an HDMI connection, there is no expectation of 4K availability from the VGA connection. The cable television tuner is located in conference room 104 and the signal from the cable television tuner must be shared between conference rooms 103, 104, and 105.
The Contractor must ensure the above video sources must be viewable on any video display in accordance with the room configuration. The GFE motorized retractable projection screen located on the north wall in conference room 105 must serve as the primary display when the retractable walls are removed and conference rooms 103, 104, and 105 are configured as one large, open space. In this scenario, the newly provided, wall mounted displays must serve as supplemental displays and must be capable of simultaneously displaying the image on the primary, retractable display.
When the rooms are configured for individual usage, the users within a given conference room must be able to view an image that is independent from the other conference rooms. The image on one screen should not be able to display on another screen if the movable walls are in place.
2.1.3 System Controls
The Contractor must provide a means to control the installed and upgraded AV system by the occupants in each conference room (Rooms 103, 104, and 105) using touch controls. The touch control system must control all AV and VOIP functions available within the conference room, including the following:
− Source selection: User selectable source to available monitor(s)/projector(s) based on room configuration − Drop-down screen: Up/down − Video display: Power on/off and input selection − Program audio: Volume up/down/mute control − Voice audio: Volume up/down/mute control − Video Capture: Capture Video/Do not capture video − Telephony: Make call/end call/redial call/directory/contacts
When the rooms are configured for individual usage, the users within a given conference room must be able to view an image that is independent from the other conference rooms. The image on one screen should not be able to display on another screen if the movable walls are in place.
CPSC has procured a covered raceway and other hardware that will provide 120 V power, HDMI, VGA, and network connections at the center of the table in each conference room. The equipment is available for installation and connection by the selected contractor, as needed. This GFE equipment will provide occupants of each conference room with access to the following connections from the tables located in the middle of the conference room:
− (1) HDMI
− (1) VGA
− (1) USB pass-through − (1) USB charging − (2) RJ-45 Cat- 6 − (3) 120 V outlets
Any additional connections and wiring must be routed so as not to present a trip hazard for occupants of the space and present a clean, professional appearance. The wiring must also be movable when needed to accommodate multiple room configurations.
2.1.4 Network Connectivity
If a network connection and/or internet access is required for the proposed solution beyond what is needed for the GFE computers and VoIP connection, the Contractor must provide a detailed description of the network connection and/or internet access prior to contract award. The description must include the purpose of the network connection and/or internet access, the devices and equipment that will require network connectivity and/or internet access, any external communications over the internet, and the security of the network connection. The feasibility and approval of the network connection will be evaluated in conjunction with CPSCs Office of Information and Technology Services (EXIT) for compliance with Federal Regulations and internal CPSC policy.
2.1.5 Equipment De-installation
Following consultation and approval from the COR and the building engineer, the Contractor must de-install any GFE that will not be reused or incorporated in the upgraded AV system. This can include the (3) existing wall-mounted displays and associated mounting hardware, ceiling mount speakers, rack-mounted audio equipment, legacy cabling, and any other miscellaneous devices. The Contractor must return the de-installed equipment to CPSC.
2.1.6 Installation
The Contractor must provide all miscellaneous parts, materials, and labor required to complete the system installation. This includes, but is not limited to the following:

2.1.7 Finishing
The Contractor must ensure that all damaged walls or ceilings that were made by the Contractor during the course of the installation of their proposed solution are repaired, patched and primed for painting prior to final closeout. Any required finishing work on the ceiling tiles, and any other related work around the AV wall plates, equipment, speakers, screens, projectors, and displays must also be completed prior to final closeout.
Note: The building owner along with CPSC will have additional ceiling tiles and paint available if needed for the contractor to make any repairs or patch and paint as necessary. The facility does not have fabric walls. However, the movable walls have a combination of fabric and vinyl.
Upon completion of system installation, the Contractor must provide all equipment documentation and drawings. The Contractor must also provide training on the operation of the newly installed system for up to 50 users. The Contractor must warranty the entire system installation for a minimum of one year from the date of system acceptance by CPSC. Component warranties must be honored for the term established by the manufacturer, if greater than one year.
2.2 CONFERENCE ROOM 148
Independently, and not as an agent of the government, the Contractor must furnish all necessary personnel, materials, services, and facilities to perform the work set forth below.
2.2.1 Audio
The Contractor must provide a means to facilitate amplification of program audio and voice capture throughout the room during audio and video teleconferencing. The proposed solution must reduce echo and suppress audio feedback as much as practicable. The proposed audio solution must be compatible with the Cisco Unified Communications solution that will be employed by CPSC as summarized in Section 1.2 above.
2.2.2 Video
The contractor must install the necessary hardware to facilitate full video teleconferencing capabilities. The proposed video teleconference solution must include at a minimum, a means to capture live, real-time video of each occupant(s) of the conference room during a video teleconference. The proposed video teleconference solution must capture video at a minimum resolution of 1080P and must be capable of interfacing with the Cisco Unified Communications system which includes WebEx owned by CPSC. In addition to WebEx, CPSC staff routinely attends meetings with other organizations or entities that utilize other video teleconferencing platforms such as GoToMeeting, Zoom, and Microsoft Teams.
The proposed video teleconference solution shall deliver an intuitive, easy to use, easy to administer solution that integrates seamlessly to a Cisco Collaboration platform. The video solution shall support RoomOS and/or CE with the flexibility to register to CUCM, CUCM Cloud for Government, and Webex.
The proposed video teleconference solution shall deliver features not limited to the following:
• Intelligent views – Views automatically adapt and frame active speakers, eliminating the need for remote control devices.
• Powerful mobility – Users can use their personal mobile devices and laptops with Cisco
Intelligent Proximity to enable easy, flexible, content sharing on any device.
• One button to join – An easy-join experience for scheduled meetings. Simply press one button, and you are in the meeting.
• Remove common friction points – Background noise suppression automatically detects and alerts (mobile client) or suppresses (meeting room device) common meeting distractions such as paper shuffling and loud typing.
• Interoperable: Works with CPSC’s existing investments to extend their value or connects to any standards-based video and telepresence devices. Can be manage it with one integrated voice and video call control engine if desired.
• Cloud-ready: The proposed solution shall be cloud-ready, supporting connections to on-premises and cloud infrastructures, or hybrid approaches. Cloud-connected options can provide flexible alternatives to scale and extend the reach of your video collaboration as well as integrate additional services as needed.
The Contractor must optimize the existing GFE retractable projector screen and GFE ceiling-mounted projector for optimal resolution and display. The existing government furnished equipment (GFE) projector and retractable projector screen must be configured to optimize video playback within the conference room. Any other alternative video display solutions that the government deems cost effective may also be considered.
The Contractor must provide separate optional pricing for the following option that the government may exercise at a later date:
− A wall mounted monitor containing a diagonal viewing measurement of at least 86-inches and capable of supporting 4K video resolution through an HDMI connection. At a minimum, the monitor must be able to connect to the following video sources:
o A GFE VDI computer client o HDMI o VGA
− The above video sources must also be made available to the existing GFE ceiling-mounted projector. If procured, only one display, optional 86-inch monitor or retractable screen, will be visible at one time.
2.2.3 System Controls
The Contractor must provide a means to control the installed and upgraded AV system by occupants of the conference room using touch controls. The touch control system must control all AV and VOIP functions available within the conference room, including the following:
− Source selection: User selectable source to available monitor(s)/projector(s) based on room configuration − Drop-down screen: Up/down − Video display: Power on/off and input selection − Program audio: Volume up/down/mute control − Voice audio: Volume up/down/mute control
− Video Capture: Capture Video/Do not capture video − Telephony: Make call/end call/redial call/directory/contacts
As an independent conference room, the occupants within this conference room must be able to view an image that is independent from conference rooms 103, 104, and 105. CPSC has procured a covered raceway and other hardware that will provide 120 V power, HDMI, VGA, and network connections at the center of the table in the conference room. The equipment is available for installation and connection by the selected contractor, as needed. This GFE equipment will provide occupants of each conference room with access to the following connections from the tables located in the middle of the conference room:
− (1) HDMI
− (1) VGA
− (1) USB pass-through − (1) USB charging − (2) RJ-45 Cat- 6 − (3) 120 V outlets
Any additional connections and wiring must be routed so as not to present a trip hazard for occupants of the space and present a clean, professional appearance. The wiring must also be movable when needed to accommodate unconventional use of the space.
2.2.4 Network Connectivity
If a network connection and/or internet access is required for the proposed solution beyond what is needed for the GFE computers and VoIP connection, the Contractor must provide a detailed description of the network connection and/or internet access prior to contract award. The description must include the purpose of the network connection and/or internet access, the devices and equipment that will require network connectivity and/or internet access, any external communications over the internet, and the security of the network connection. The feasibility and approval of the network connection will be evaluated in conjunction with CPSCs Office of

Following consultation and approval from the COR and the building engineer, the Contractor must de-install any GFE that will not be reused or incorporated in the proposed AV solution.
This can include the existing wall-mounted display and associated mounting hardware, ceiling mount speakers, legacy cabling, and any other miscellaneous devices. The Contractor must return the de-installed equipment to CPSC.
2.2.6 Installation
The Contractor must provide all miscellaneous parts, materials, and labor required to complete the system installation. This includes, but is not limited to the following:
− Any required cabling or connectors − Wall backing sufficient to support the weight of all wall-mounted displays or other wall-mounted devices − Custom ventilation of any rack-mounted or similar equipment − Any additional 120 V receptacles
2.2.7 Finishing
during the course of the installation of their proposed solution are repaired, patched and primed for painting prior to final closeout. Any required finishing work on the ceiling tiles, and any other related work around the AV wall plates, equipment, speakers, screens, projectors, and displays must also be completed prior to final closeout.
Note: The building owner along with CPSC will have additional ceiling tiles and paint available if needed for the contractor to make any repairs or patch and paint as necessary. The facility does not have fabric walls.

The Contractor must provide a wall mounted monitor or similar display that is optimized for viewing by all attendees in the conference room. At a minimum, the provided display must have a diagonal viewing measurement of at least 86-inches and capable of supporting 4K video resolution through an HDMI connection. At a minimum, the monitor must be able to connect to the following video sources:
o A GFE VDI computer client o HDMI o VGA
While there is an expectation of 4K support through an HDMI connection, there is no expectation of 4K availability from the VGA connection. Ultimately, the provided wall mounted monitor or similar display must maximize the available space in the existing casework that will provide acceptable user access to the inputs and connectors of the display. Any other alternative video display solutions that the government deems cost effective may also be considered.
2.3.3 System Controls
The Contractor must provide a means to control the installed and upgraded AV system by occupants of the conference room using touch controls. The touch control system must control all AV and VOIP functions available within the conference room, including the following:

The Contractor shall provide means for charging universal serial bus (USB) type devices and AC power for peripheral accessories to all attendees sitting at the conference table. All wiring, including any additional connections must be routed so as not to present a trip hazard for occupants of the space and present a clean, professional appearance.
2.3.4 Network Connectivity
If a network connection and/or internet access is required for the proposed solution beyond what is needed for the GFE computers and VoIP connection, the Contractor must provide a detailed description of the network connection and/or internet access prior to contract award. The description must include the purpose of the network connection and/or internet access, the devices and equipment that will require network connectivity and/or internet access, any external communications over the internet, and the security of the network connection. 2.4 Section 508 Requirements
All Electronic and Information Technology (E/T), as defined at FAR 2.101, supplied under this contract, must conform to the Architectural and Transportation Barriers Compliance Board Electronic and Information Technology Accessibility Standards (36 CFR Part 1194). 2.5 Onsite Review – THIS IS MANDATORY IN ORDER TO SUBMIT A QUOTE CPSC will provide a window of opportunity for all interested parties to view and take any required measurements of the conference rooms prior to providing a quote. This onsite walkthrough will take place on June 28 and June 29, 2021 from 9:30 am to 3:15 pm for the conference rooms at NPTEC and June 30 and July 1 at BT. Each organization will be limited to a maximum of two participants. In order to minimize the number of people each participant will be provided with a specific 75-minute time slot. Under current COVID-19 policies and procedures, each participant in the site visit will be required to wear appropriate face coverings and follow CPSC entry protocols, verification to a health screening survey that will be provided to participants and temperature monitoring upon arrival. Upon arrival at the site visit, the participants must provide the completed health screening survey. Any participant that provides a health screening survey with unacceptable results or has an elevated temperature in accordance with CDC guidelines will not be allowed to participate in the site visit. To ensure guests are properly registered, the Contractor must contact the COR via email at dpitman@cpsc.gov by June 25, 2021 at 12:00 pm EST to express an interest in participating in the site visit.
3 CONTRACT MANAGEMENT REQUIREMENTS
3.1 CONTRACTOR PERSONNEL QUALIFICATIONS
The Contractor must provide key personnel’s that meet the following qualifications: The CPSC COR must be notified of any changes to the key personnel within 5 business days. Any key personnel moving off of the awarded contract must need to be replaced within 10 business days unless otherwise agreed upon between the COR and the contractor.
A. Project Manager must have 5+ years of experience managing AV system integration projects.
B. Technical Support: should be manufacturer certified to install, service and repair the installed equipment.
All contractor personnel must adhere to CPSC Local Clause 30 Security and Personal Identity Verification Procedures.

3.2 GOVERNMENT FURNISHED EQUIPMENT, INFORMATION AND FACILITIES
The Contractor must provide all labor and materials necessary to plan and maintain the application. The government will provide on-site workspace (when required), workstations or VDI access, computer accessories, access to the CPSC systems, databases, and documents as needed to perform the task list within the PWS.
The Government must furnish to the Contractor for use in connection with this contract the materials set forth below:
All necessary reports, documentation, policies, procedures, etc. required to perform the work.
All items provided hereunder are for exclusive use in performance of this contract. Any such items not expended in performance of this contract must be returned to CPSC upon completion of the contract.
All other materials/equipment required in the performance of this contract must be furnished by the Contractor.
At the end of the contract term, all government furnished equipment, data, and other miscellaneous equipment must be returned to CPSC HQ for disposition in accordance with CPSC guidelines.
3.3 LOCATION

3.4 CONTRACT TYPE
This procurement is a firm-fixed price performance base contract.
3.5 PERIOD OF PERFORMANCE
Performance of work must begin on the effective date of this contract and must not extend beyond 120 calendar days.
3.6 WORK AUTHORIZATION
Work must NOT be initiated without the written approval of the Contracting Officer (CO).
Any request, or proposal for changes in project scope/objectives and/or additional requirements, must be approved in writing by the CO prior to the Contractor proceeding with any related work. Any changes accomplished without prior written approval from the CO, must be done at the Contractor’s expense.
3.7 CONTRACTOR ACCESS AND USE OF PREMISES
Contractor personnel working at the facility must become familiar with and follow all regulations and policies to include safety, fire, and security. Under current COVID-19 policies and procedures, the contractors will be required to wear appropriate face coverings and follow CPSC entry protocols, verification to a health screening survey and potential temperature monitoring upon arrival.
Contractors must not enter any restricted areas unless required and clearance for entry has been granted.
Smoking is prohibited within and outside of the facility except in designated smoking areas.
Regular working hours must be from 8:00 a.m. – 4:30 p.m. unless otherwise noted and approved. Planned work outside of normal working hours must be noted in the required project plan and work schedule.
Unplanned work outside of normal working hours will require forty-eight-hour (two business days) notice. Notice must be submitted in writing and must include specific dates, hours, and justification for change to the COR for approval. The Contractor must be responsible for additional costs incurred (e.g. escorts) for work outside of the normal working hours.
3.8 DELIVERABLES
3.8.1 Meetings
The Contractor will provide a project manager to oversee the project. The project manager will be responsible for coordinating a schedule for implementation with the COR. The project manager will also be responsible for providing regular updates to the COR on the progress of the project. The intervals for these updates will be established at the project kick-off meeting.
3.8.2 Bi-weekly report
The Contractor must submit a bi-weekly status report to the COR via e-mail within three business days after the bi-weekly period.
3.8.3 Documentation
The Contractor will provide full system documentation to include the following:
- All shop drawings corrected to reflect as-built conditions, as editable AutoCAD Files and PDF. - Complete inventory of finished system components, including description, serial number and location.
- Copies of all manufacturer’s documentation (Electronic submission is preferable) o Product Data o Operating instructions o Installation instructions o Service requirements and information o Schematic diagrams o Replacement parts list o Warranty time frame with end of support information if available
- Copies of all source code.
3.8.4 Review and Acceptance
Acceptance based on final walk through and testing upon job completion with the COR. The Contractor will have ten (10) business days to correct any deficiencies.
