Statement of Work Project Description: Requirement is to purchase new combi ovens for food production section. These ovens provide precision cooking capabilities with easy-to-use technology. Combi ovens can be used to prepare everything from roasts to “crispy on the outside” fries. The cooking methods available in the combi oven should include:

· Steam- used without adding water to provide maximum saturation which will produce a uniform product that retains moisture, color and texture and retains nutrient and minerals. Steam cooking reduces cooking time and cooking losses.

· Convection baking: used to produce crispy crusts on breads and outer breading. Convection cooked meat proteins set quickly, and the meat remains moist on the inside.

· Combi Steam - should incorporate all the benefits of both steam and convection cooking. Cooking loss can be reduced by up to 50%. Cooking times are reduced which will become a critical element of the new Veteran centered dining concept of room service meals.

· This oven can be used as a finisher for chilled foods in bulk to plated meals needed for room service meal service. This tool is a necessity for preparing quality food in the time frame required to complete a meal service tray.

· The oven should have an automatic cleaning cycle and attached water filtration system to preserve the equipment from mineral scale and degradation from water issues.

Background: Combi-ovens are the center of food prep throughout the world. The facility has maintained 3 ovens for use in preparing foods in a cook/chill system. As we strive to provide Veteran centered meal service, we need the capability to prepare both batch cooking and plated meals in a very short time. The combi’s are selected as the choice equipment due to versatility, space, and energy savings. Currently, the facility has no working ovens. Currently, the facility has only one small working oven that is unable to accommodate full-size sheet pans. The two ovens that are out of service have been determined to be non-repairable by engineering and maintenance. With that circumstance, the food prep is taxing the remaining oven for all the food prep for 75 meals a day. If the existing oven breaks, we will have no oven capability for any food preparation. This would reduce our ability to bake, roast or steam the menu items such as starches, sides, and meats.

Location/Site Visit: 300 Veteran’s Blvd., Big Spring, Texas 79720.
