About this file
This document is a Request for Qualifications (RFQ) issued by the State of Colorado's Office of the State Architect for Master Planning Consultant Services for Colorado State University (CSU). The RFQ seeks a qualified architectural/engineering/consulting firm to update the Physical Development Master Plan for all CSU campuses, with an initial 12-month focus on creating a departmental master plan for the Walter Scott, Jr. College of Engineering. The solicitation follows a two-step selection process: Step I involves prequalification submittals evaluated by a selection committee, with 3-5 firms invited to Step II oral interviews. Key dates include August 19, 2025, for Step I submittal due date, September 19, 2025, for interview shortlist release, and October 2, 2025, for oral interviews, with an anticipated contract award in mid-October 2025 and services starting in November 2025.
The RFQ requires firms to have licensed architects, landscape architects, and/or regional planners registered in Colorado, with demonstrated experience providing comprehensive facility planning services for R1 Universities. Submittals are limited to 30 pages and must address project team qualifications, firm capabilities, prior experience, project approach, and work location. Evaluation criteria include the qualifications of the project team, firm capabilities, prior experience, project approach, and work location/miscellaneous factors. The master planning updates are contingent on fund availability, with current funding sufficient only for the initial departmental master plan for the College of Engineering. Firms will be evaluated on their ability to demonstrate expertise in higher education master planning, collaborative approaches, stakeholder engagement, and innovative planning methodologies.

I. INTRODUCTION
A. PROJECT DESCRIPTION
Facilities Management at Colorado State University wishes to engage a master planning consultant to update the Physical Development Master Plan for all CSU campuses. The primary goal of this procurement is to select a consultant to provide these master planning services. The last Physical Development Master Plan was published in 2014.
1. Background
Colorado State University (CSU) is a R-1 public university serving a student population of approximately 34,000 students, 1500 faculty, and numerous daily visitors. Within its 8 colleges and schools, the university offers a broad array of undergraduate, professional, research, and graduate programs in more than
