SECTION III – EVALUATION
Basis of Award
The Government intends to award one or more IDIQ contracts in response to the solicitation to the responsible Quoter(s) whose quote, in conforming to the RFQ, provides the overall best value to the Government based on the Lowest Price Technically Acceptable (LPTA) selection method. It is the Government’s intent to only award a single IDIQ contract for each of the seven groups shown in Attachment 3 to ensure timely orders can be issued without further pricing obtained when needed. For each of the seven groups shown in Attachment 3, the Government will evaluate the lowest price quote for technical acceptability on a pass/fail basis. If the lowest price quote is not acceptable, the Government will evaluate the next lowest price quote (and so forth) until a quote has been determined to be acceptable. For each group, award will be made to the Quoter whose quote is technically acceptable and provides the lowest total evaluated price.
Technical Acceptability Technical acceptability will be determined based on Quoters meeting all three of the following:
FDA or FDA EUA Certification Verification
COVID Testing Requirement Page 9 of 48
Acceptable evidence of the Quoter’s FDA approval or FDA EUA approval certification for each type of test kit. FDA approval or FDA EUA approval shall be dated no later than one week (7 calendar days) prior to the submission date of the quote.
Letters of Supply (if applicable) Acceptable letter of supply or other documentation substantiating the Quoter’s relationship as an authorized reseller of the proposed manufacturer's test kit. The documentation shall be on the Original Equipment Manufacturer (OEM) letterhead and include contact information for the individual who has signed the letter, Subcontracting Plan The Subcontracting Plan contains all the elements required by FAR Clause 52.219-9. All Quoters, with the exception of small business, are required to submit a Small Business Subcontracting Plan. Sufficient explanation was provided if no subcontracting goals are identified. Each plan will be evaluated on an acceptable / unacceptable basis.
Price Quoted prices must be fair and reasonable. The Government will evaluate the pricing for each group by adding the pricing for all CLINs and all periods of performance to generate a total evaluated price for that group. This will be used to determine the lowest priced Quoter for each group.
SECTION IV – IDIQ ADMINISTRATION
The following sections will become a part of the resulting IDIQ:
