General Information Purpose

The U.S. Department of the Interior (DOI) is seeking testing solutions in response to the COVID-19 pandemic. To ensure DOI can continue its mission and mitigate workplace and community spread of COVID-19, it is critical that appropriate testing solutions are in place to provide detection of COVID-19.

To meet DOI’s COVID-19 testing needs, DOI is considering multiple COVID-19 test types, various observation approaches, and different delivery methods, to include the following:

• COVID-19 Tests:

• Rapid Antigen

• Molecular

• Observations:

• Vendor observed (virtual)

• Vendor observed (Point-of-Care Testing)

• Government observed

• Delivery Methods:

• Bulk shipment to a Government designated location(s)

• Direct shipment to an Employee location

Objective

The objective of the procurement is to provide DOI with an Enterprise-Wide Indefinite Delivery/Indefinite Quantity (IDIQ) for testing solutions in response to the COVID-19 pandemic. To meet this objective, the Interior Business Center’s (IBC) Acquisition Services Directorate (AQD) plans to solicit and award one or more Vendor IDIQ contracts with delegated authority to DOI Bureaus and Offices to issue DOI Bureau or Office specific IDIQ Delivery or Task Orders.

Background

In response to the COVID-19 pandemic, the U.S. President established the Safer Federal Workforce Taskforce (SFWT) to provide heads of federal agencies ongoing guidance to keep their Employees safe and their agencies operating during the COVID-19 pandemic. Per the SFWT, Federal agencies are required to establish a COVID-19 screening and testing program for its Federal Employees. COVID-19 testing is an effective method for screening asymptomatic individuals for possible COVID-19 infection and diagnostic testing for those who may have encountered exposure to COVID-19 in the workplace, per the Safer Federal Workforce website (https://www.saferfederalworkforce.gov/faq/testing/).

Regarding the requirements established by the SWFT, as well as to ensure federal Employees can support DOI’s mission in a safe workplace environment, DOI is seeking COVID-19 testing solutions to support its COVID-19 testing program. Additionally, given the number of Bureaus and Offices within DOI and their diverse workforce, it is critical DOI’s COVID-19 testing program can afford testing specification flexibility. Specifically, DOI employs approximately 70,000 federal employees in approximately 2,400 locations with offices across the United States, Puerto Rico, U.S. Territories, and Freely Associated States. Listed in Table 1 below is a breakout of DOI’s Bureaus and Offices:

Scope

The scope of this requirement is to purchase Rapid Antigen and Molecular tests to detect COVID-19 for DOI Federal Employees that may meet one of the following testing scenarios such as:

• Diagnostic Testing. For DOI Federal Employees who may have experienced a close contact exposure to COVID-19 in the workplace or while performing official duties.

• Ad Hoc Screening Testing. For DOI Federal Employees who require non-recurring screening testing for official travel, official events, and official meetings, or for entry into a facility that requires a negative test prior to entry.

• Routine Screening Testing. For DOI Federal Employees who are unvaccinated, who work onsite or interact in person with members of the public as part of their job duties or for certain DOI Bureau identified roles or functions.

Definitions

TERM DEFINITION

Bulk Ship Shipping or delivering products to a Government designated facility (single or multiple locations).

COVID-19 An infectious disease often with mild to severe respiratory illness that is caused by coronavirus disease 2019, abbreviated as COVID-19. CO stands for corona, VI for virus, and D for disease. 19 represents the year 2019 that COVID-19 was originally identified.

COVID-19 Testing Kit

A Food and Drug Administration (FDA) or FDA Emergency Use Authorization (EUA) approved or authorized In Vitro Diagnostic (IVD) Rapid Antigen test kit or Molecular test kit that usually involves a nasal swab, saliva swab, or nasopharyngeal swab collection to detect COVID-19. Collection can be self-administered, or point-of-care (POC) administered. Results can either be rapid and displayed in less than 30 minutes or sent to a laboratory for processing.

Direct Ship Shipping or delivering products directly to a Government Employee at their address, such as their home, as identified by the Government.

Emergency Use Authorizations

(EUA)

The Emergency Use Authorization (EAU) authority allows the FDA to help strengthen the nation’s public health protections against chemical, biological, radiological, and nuclear (CBRN) threats including infectious diseases, by facilitating the availability and use of medical countermeasures needed during public health emergencies.

Government Observed

A self-administered COVID-19 test that is virtually or in-person observed by an authorized Government proctor in real-time, not retroactively reviewed.

DOI.GOV/IBC Page 7

In Vitro Diagnostic (IVD) Devices

A test that checks to see if you are infected with COVID-19.

There are 2 types: A Rapid Antigen Test or a Molecular Test.

Molecular Test A type of viral In Vitro Diagnostic (IVD) device test kit that determines if you are infected by analyzing a sample to see if it contains genetic material from the virus (also known as Nucleic Acid Amplification Test (NAAT) or Polymerase Chain Reaction (PCR)). This analysis and test result is performed in a laboratory.

Point-Of-Care Testing Facility

Non-laboratory Facility where In Vitro Diagnostic (IVD) device test kits are performed, such as a pharmacy, drive through, or retail location that operates under a Clinical Laboratory Improvement Amendments (CLIA) Certificate of Waiver or Certificate of Compliance/Certificate of Accreditation.

Rapid Antigen Test A type of In Vitro Diagnostic (IVD) device test kit that checks to see if you’re currently infected by looking for proteins (antigens) in a sample taken from your nose or throat. This analysis and test result is identified within the test kit.

U.S. Food and Drug Administration

(FDA)

Government agency responsible for reviewing, approving, and regulating medical products.
