To All Interested Parties:
The Federal Bureau of Prisons (BOP) has a requirement for the management and operation of a contractor-owned/contractor-leased, contractor-operated correctional facility for approximately 6,000 beds. The population will be low security adult male inmates that are primarily criminal aliens with ordinarily 90 months or less remaining to serve on their sentences. Each facility under this requirement must fall within the range of a minimum of 1,200 to a maximum 2,000 at the 100% number of contract beds.
Proposed institutions shall house inmates in a secure correctional institution that meets
BOP standards as set forth in the resulting solicitation/contract. The proposed facility(s) must be located in one of the following states: Arizona, Louisiana, Mississippi, Nevada, New Mexico, Oklahoma, or Texas.
Potential offerors must submit all potential places of performance to be proposed to the Contracting Officer by February 6, 2015. Please submit this information using Attachment J-13, Offerors Intent to Propose, located in section J of the solicitation. This information is required in advance of submitting proposals so that the Contracting Officer can request Service Contract Act Wage Determinations for all places of performance.
The wage determinations will be incorporated into the solicitation via an amendment.
All questions pertaining to this solicitation must be submitted in writing by February 9, 2015. Also, please note the changes that the BOP made to Section M of the solicitation, most notably adding a Risk Assessment under section M.5.
Proposal evaluation will be an assessment of the proposal and each offeror’s ability to perform the prospective contract successfully. The BOP will evaluate all competitive proposals and then assess their relative qualities solely on the factors and sub-factors specified in the solicitation. Evaluations will note the strengths, deficiencies, significant weaknesses, and risks of each proposal, in a summary format with supporting narrative.
All potential offerors are advised that this solicitation includes the provision 52.204-7, System for Award Management (SAM)(JUL 2013). This provision requires that all contractors doing business with the Federal Government shall be registered in the SAM database prior to award of a contract or agreement. Offerors should include their Data Universal Number System (DUNS) number in their offers on the Standard Form (SF) 33.
The Contracting Officer will verify registration in the CCR database prior to award by entering the potential awardees DUNS number into the CCR database. Failure to complete the registration procedures outlined in this clause may result in elimination from consideration for award.
