SECTION C - DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

C.1 BACKGROUND

The MELCOR computer program has historically been used for performance of deterministic light-water reactor severe accident analysis. Recently, MELCOR has been used for a number of other purposes including high-temperature gas reactor analysis, spent fuel pool analysis, and light-water reactor design-basis confirmatory analysis. In addition, MELCOR has recently been employed for probabilistic risk assessment (PRA) success criteria analysis, both at the NRC and elsewhere. An example of this usage is NUREG-1953, “Confirmatory Thermal-Hydraulic Analysis to Support Specific Success Criteria in the Standardized Plant Analysis Risk Models – Surry and Peach Bottom.”

This contract is designed to provide contractor-developed deliverables that shall be for support services that will enhance NRC’s ability to perform baseline success criteria. The work performed under this contract shall not require the exercise of control or supervision of contractor employees by the NRC. This project augments the baseline project to facilitate greater use of the MELCOR code for improving the state-of-the-art in the agency's PRA tools. Aspects of this project will support User Need Request NRR-2010-017, Task 1.d, as well as general enhancements to the underlying modeling assumptions in the SPAR models. A particular task of this project is also intended to provide support to the Senior Reactor Analysts on emergent issues. Another task is intended to inform the early consideration of a new site Level 3 PRA, if approved.

Relative to technical approach, specifics are provided in each task outlined below. Generally, the intent is to develop and utilize best-estimate MELCOR models to investigate specific issues, be it underlying modeling assumptions, specific success criteria, or specific assumptions regarding accident evolution. To date, state-of-the-art models have already been developed for a 3-loop Westinghouse plant and a General Electric Mark-I plant. A 4-loop Westinghouse model is currently under development. Finally, an ice condenser plant has been partially developed, and a Combustion Engineering plant will be developed, both as part of separate projects. All analyses performed under this project are intended to be plant-specific, and realism in modeling of systems and operator response will be pursued. The analyses will be confirmatory in nature.

C.2 OBJECTIVE

To provide on-demand calculation, consultation, and model development support for a range of RES initiatives related to PRA success criteria.

C.3 SCOPE OF WORK

The following tasks shall be completed by the contractor, in close coordination with the NRC technical project manager.

Completion of the tasks below may require contractor access to the SAPHIRE computer code and SPAR models.

Access to this information is covered in section H.5 entitled, “Government Furnished Equipment/Property (Jan 2001)”.

Task 1 – Existing Model Upgrade and Maintenance and New Model Development

Work on this task will entail:

• Upgrade of existing MELCOR models (e.g., Surry, Peach Bottom, Byron), as necessary, to enhance the model’s scope (e.g., addition of systems and modeling necessary for Level 2 analysis), flexibility (e.g., adding a new reactor coolant pump seal model), and ease-of-use (e.g., enhancing SNL-developed Symbolic Nuclear Analysis Package masks);

• Maintenance of existing MELCOR models (e.g., Surry, Peach Bottom, Byron), as necessary, to ensure their continued fidelity (e.g., incorporating significant plant changes in to the model) and utility (e.g., ensuring model compatibility with new versions of the MELCOR code); and

C-2

• Completing partially developed models (e.g., Sequoyah, a to-be-developed CE model) or developing new models from scratch (e.g., a BWR Mark-II), as necessary.

Each model change/development will require shakedown testing, a quality assurance review, and documentation. The specifics as to what upgrades need to be made, what model maintenance needs to be performed, and what models need to be completed/developed will continue to evolve based on end-user needs, plant modifications, code development activities, model development under other projects, etc.

Completion date:

Interim: 2 months after identification of upgrade/maintenance activity 9 months after identification of model to be developed/completed Final: 24 months after award

Task 2 – Quick-Turn-Around Calculations to Support Emergent Issues

Sometimes, specific issues will arise in the usage of the existing SPAR models that relate to past success criteria calculations. Whenever possible, existing information is used to answer these questions, but occasionally 1 or 2 additional calculations using an existing MELCOR model could shed light on a particular issue (e.g., re-running a calculation from NUREG-1953 with a particular system aligned in a different configuration).

This task will provide contractor support to address these cases. Specific boundary conditions and model configuration information will be provided to the contractor by the NRC PM. The contractor shall run the specified calculation(s) and provide documentation commensurate with that from NUREG-1953 (e.g., a 1-page write-up with 8 to 10 plots of important outputs).

Interim: 20 calendar days after identification of calculation Final: 24 months after award

Task 3 – Investigation of Underlying Modeling Assumptions

The purpose of this task is to investigate some of the underlying modeling assumptions associated with success criteria analysis. Some preliminary work in this regard has been completed internally (e.g., Figure 1 of Draft NUREG-1953 [available in ADAMS at ML102940233]) and via an earlier contract (e.g., assessment of the applicability of SRs and HLRs from the PRA standard to success criteria underlying modeling assumptions, 20 sensitivity calculations for a spontaneous SGTR sequence). This information will be provided to the contractor at the start of the task to help illustrate the desired results.

Subtask 3A: Variability in Figures of Merit for Specific Level 1 Sequences

For Level 1 success criteria cases that are viewed to be more interesting (i.e., viewed to be close to the threshold between core damage and no core damage), the contractor shall perform analyses to quantify typical variations in key figures of merit (e.g., PCT, time to core damage) due to uncertainty in the boundary conditions. Boundary condition uncertainties of interest are those related to:

a) plant status upon event initiation (e.g., boiling water reactor vessel water level),

b) plant modeling characteristics (e.g., control rod drive injection pump curve),

c) operator response characteristics (e.g., time to initiate depressurization),

d) MELCOR modeling aspects (e.g., choked flow model), and

e) PRA sequence specification (e.g., effect of availability/unavailability of systems for which top events are bypassed).

C-3

Only uncertainties that are expected to have a significant effect on the results (i.e., could tangibly change a key figure of merit by an amount that would affect a success/failure determination or a human error probability) should be investigated (i.e., this is not an attempt to address all uncertainties).

The contractor shall select four sequences for investigation, in coordination with the NRC project manager. The sequences shall cover two operating states (at-power and shutdown), at least two different initiators (e.g., station blackout, steam generator tube rupture), and both operating design types (pressurized water reactors and boiling water reactors). Some work has been completed on a particular spontaneous SGTR case. The intent is to use MELCOR’s off-the-shelf capabilities. In cases where the accuracy of MELCOR is not well-established (e.g., shutdown with the vessel head off), the limitations of the calculations should be clearly stated.

Final: 12 months after award

Subtask 3B: Investigation of Core Damage Surrogates

This task is a continuation of previous NRC work (performed internally) to look at the time difference between various core damage surrogates for various sequences (e.g., what is the time difference between reaching top of active fuel versus 2200 F (1204 C) versus core mid-plane for a particular pressurized water reactor station blackout accident sequence). The contractor shall select 20 accident sequences for investigation, in coordination with the NRC project manager. Each accident sequence will be analyzed only once (i.e., no treatment of uncertainty, unlike the preceding sub-task). Accident sequences will be selected based on both their interest from a regulatory standpoint and the availability of existing models (to limit resource requirements). The accident sequences shall cover two operating states (at-power and shutdown), multiple initiators (e.g., station blackout, loss of all feedwater), and both operating design types (pressurized water reactors and boiling water reactors). For each accident sequence, the timing between the prediction of numerous core damage surrogates will be quantified, relative to each other. Consideration will be given to both conservative core damage surrogates (e.g., water level at top of active fuel) and aggressive core damage indicators (e.g., onset of fuel slumping). The list of surrogates has already been developed. Again, the intent is to use MELCOR’s off-the-shelf capabilities and clearly outline any relevant limitations.

Work under this task is viewed as a next step in a renewed effort to provide the technical basis needed for assessing the realism of surrogates. The fact that different surrogates may perform better for different classes of accident is recognized, and the results of the above analysis should allow an end-user to make judgments about the relative realism for their given application. In fact, the eventual assessment may support a conclusion that a single surrogate cannot fulfill all needs, and that the use of multiple surrogates is necessary.

Final: 16 months after award

Subtask 3C: Time to Avert Core Damage Upon AC Recovery

This task will investigate the timing necessary to avert core damage for loss-of-offsite power or station blackout events.

For example, given a particular accident sequence, does AC need to be recovered 10, 20, or 30 minutes prior to the onset of core damage to allow the halting of fuel heatup prior to the attainment of the core damage surrogate. This task will directly use the loss-of-offsite power and station blackout accident sequences from the preceding task. Additional accident sequences need to be added only if the relevant preceding task accident sequences don’t address: (a) at-power and shutdown, (b) pressurized water reactors and boiling water reactors, and (c) core damage at high pressure and low pressure. For resource planning purposes, it should be assumed that 10 accident sequences will be investigated.

For each sequence, the necessary recovery times will be quantified using multiple core damage surrogates. Roughly ten surrogates will be investigated, and they will be provided at the time of task initiation by the NRC PM based on prior work. The contractor shall clearly identify that the time needed for resumed injection to arrest fuel heatup is only one

C-4 component of the needed lead time for recovery. Other aspects (e.g., operator re-alignment of systems) should also be assessed, to the extent practicable.

Final: 18 months after award

Task 4 – Support for Comparative Analysis with the Modular Accident Analysis Package

The NRC is considering collaborating with industry on success criteria analysis issues related to the use of MELCOR and MAAP. If undertaken, this collaboration could include blind or semi-blind analysis using the two code packages for specific sequences of interest. The contractor shall execute and document MELCOR (not MAAP) calculations as prescribed by the NRC PM, and participate in any meetings to compare and contrast the results. It is assumed here that a total of 40 calculations will be performed. Alternatively, if the above collaboration does not come to fruition, these resources will be used to perform MELCOR comparisons to published MAAP results of interest.

Interim: 3 months after identification of calculation matrix Final: 24 months after award

Task 5 – Scoping of Success Criteria Issues for a New Site Level 3 PRA

As part of its consideration of conducting a new site-wide Level 3 PRA, the NRC is investigating specific approaches (ranging from off-the-shelf to advanced) for performing the various aspects required by a Level 3 PRA. Under this task, the contractor shall provide consultation related to success criteria analysis, which may include development of approach recommendations, assessments of the strengths and weaknesses of contemporary approaches, and select comparative analysis.

Interim: As needed Final: 24 months after award

Task 6 – Technical Assistance and Draft NUREG/CR Development

This task covers miscellaneous items associated with the performance of the work described in the preceding tasks, such as participation in related internal meetings, presentation of the work performed at NRC and at a domestic conference, presentation (if required) to the ACRS, and consolidation of the individual task letter reports in to a

NUREG/CR.

Interim: As needed for support; 20 months for draft NUREG/CR Final: 24 months after award

C.4 RESEARCH QUALITY

The quality of NRC research programs are assessed each year by the Advisory Committee on Reactor Safeguards.

Within the context of their reviews of RES programs, the definition of quality research is based upon several major characteristics:

Results meet the objectives (75% of overall score) Justification of major assumptions (12%) Soundness of technical approach and results (52%) Uncertainties and sensitivities addressed (11%)

Documentation of research results and methods is adequate (25% of overall score)

C-5

Clarity of presentation (16%) Identification of major assumptions (9%)

It is the responsibility of the contractor to ensure that these quality criteria are adequately addressed throughout the course of the research that is performed. The NRC project manager and technical monitor will review all research products with these criteria in mind.

C.5 TECHNICAL AND OTHER SPECIAL QUALIFICATIONS REQUIRED

The contractor shall have technical qualifications as follows:

MELCOR Expertise:

MELCOR input model development for nuclear power plant applications execution and debugging of MELCOR models post-processing of MELCOR results

PRA Success Criteria Expertise:

the use of thermal-hydraulic tools for developing PRA success criteria PRA system modeling issues PRA accident sequence development

Nuclear Power Plant (NPP) Accident Analysis Expertise:

NPP design NPP operation NPP response to accident initiators NPP mitigating system behavior

Familiarity with the MAAP computer code is also advantageous, but not required.

If a site visit becomes necessary as part of the development of a MELCOR input model, the contractor staff may need to complete the NRC’s site access training. The NRC PM will facilitate this training completion, along with attaining the necessary site access authorization for escorted nuclear power plant access.

C.6 REPORTING REQUIREMENTS

Required deliverables are outlined in the “DELIVERABLES/SCHEDULES AND/OR MILESTONES” section below. All letter reports shall be reviewed by a first-level supervisor prior to submittal. All deliverables shall be submitted electronically, via email, to the NRC PM. No more than two hardcopies of any deliverable shall be submitted, unless specifically requested by the NRC PM.

C.7 PUBLICATIONS NOTE

RES encourages the publication of the scientific results from RES sponsored programs in refereed scientific and engineering journals as appropriate. If the laboratory proposes to publish in the open literature or present the information at meeting in addition to submitting the required technical reports, approval of the proposed article or presentation should be obtained from the NRC Project Manager. The RES Project Manager shall either approve the material as submitted, approve it subject to NRC suggested revisions, or disapprove it. In any event, the RES Project Manager may disapprove or delay presentation or publication of papers on information that is subject to Commission approval that has not been ruled upon or which has been disapproved. Additional information regarding the publication of NRC sponsored research is contained in NRC Management Directives 3.7, “NUREG Series Publications,” and 3.9, “NRC Staff and Contractor Speeches, Papers, and Journal Articles on Regulatory and Technical Subjects.”

C-6

If the presentation or paper is in addition to the required technical reports and the RES Project Manager determines that it will benefit the RES project, the Project Manager may authorize payment of travel and publishing costs, if any, from the project funds. If the Project Manager determines that the article or presentation would not benefit the RES project, the costs associated with the preparation, presentation, or publication will be borne by the contractor. For any publication or presentations falling into this category, the NRC reserves the right to require that such presentation or publication will not identify the NRC’s sponsorship of the work. For additional requirements, please clause H.3 2052.235-70 PUBLICATION OF RESEARCH RESULTS (OCT 1999) and clause H.8 SECURITY REQUIREMENTS RELATING TO THE PRODUCTION OF REPORT(S) OR THE PUBLICATION OF RESULTS UNDER CONTRACTS, AGREEMENTS, AND GRANTS, subparagraphs (b) and (c).

C.8 NEW STANDARDS FOR CONTRACTORS WHO PREPARE NUREG-SERIES MANUSCRIPTS

The U.S. Nuclear Regulatory Commission (NRC) began to capture most of its official records electronically on January 1, 2000. The NRC will capture each final NUREG-series publication in its native application. Therefore, please submit your final manuscript that has been approved by your NRC Project Manager in both electronic and camera-ready copy.

All format guidance, as specified in NUREG-0650, Revision 2, will remain the same with one exception. You will no longer be required to include the NUREG-series designator on the bottom of each page of the manuscript. The NRC will assign this designator when we send the camera-ready copy to the printer and will place the designator on the cover, title page, and spine. The designator for each report will no longer be assigned when the decision to prepare a publication is made. The NRC's Publishing Services Branch will inform the NRC Project Manager for the publication of the assigned designator when the final manuscript is sent to the printer.

For the electronic manuscript, the Contractor shall prepare the text in Microsoft Word, and use any of the following file types for charts, spreadsheets, and the like.

File Types to be Used for NUREG-Series Publications

File Type File Extension

Microsoft®Word® .doc

Microsoft® PowerPoint® .ppt

Microsoft®Excel .xls

Microsoft®Access .mdb

Portable Document Format .pdf

This list is subject to change if new software packages come into common use at NRC or by our licensees or other stakeholders that participate in the electronic submission process. If a portion of your manuscript is from another source and you cannot obtain an acceptable electronic file type for this portion (e.g., an appendix from an old publication), the NRC can, if necessary, create a tagged image file format (file extension.tif) for that portion of your report. Note that you should continue to submit original photographs, which will be scanned, since digitized photographs do not print well.

If you choose to publish a compact disk (CD) of your publication, place on the CD copies of the manuscript in both (1) a portable document format (PDF); (2) a Microsoft Word file format, and (3) an Adobe Acrobat Reader, or, alternatively, print instructions for obtaining a free copy of Adobe Acrobat Reader on the back cover insert of the jewel box.

F.2 2052.211-70 PREPARATION OF TECHNICAL REPORTS (JAN 1993)

All technical reports required by Section C and all Technical Progress Reports required by Section F are to be prepared in accordance with the attached Management Directive 3.8, "Unclassified Contractor and Grantee Publications in the NUREG Series." Management Directive 3.8 is not applicable to any Contractor Spending Plan (CSP) and any Financial Status Report that may be included in this contract. (See List of Attachments).

F.3 2052.211-71 TECHNICAL PROGRESS REPORT (JAN 1993)

The contractor shall provide a monthly Technical Progress Report to the project officer and the contracting officer.

The report is due within 15 calendar days after the end of the report period and must identify the title of the project, the contract number, appropriate financial tracking code specified by the NRC Project Officer, project manager and/or principal investigator, the contract period of performance, and the period covered by the report. Each report must include the following for each discrete task/task order:

(a) A listing of the efforts completed during the period, and milestones reached or, if missed, an explanation provided;

(b) Any problems or delays encountered or anticipated and recommendations for resolution. If the recommended resolution involves a contract modification, e.g., change in work requirements, level of effort (cost) or schedule delay, the contractor shall submit a separate letter to the contracting officer identifying the required change and estimated cost impact.

(c) A summary of progress to date; and

(d) Plans for the next reporting period.

F.4 2052.211-72 FINANCIAL STATUS REPORT (OCT 1999)

The contractor shall provide a monthly Financial Status Report (FSR) to the project officer and the contracting officer.

The FSR shall include the acquisition of, or changes in the status of, contractor-held property acquired with government funds valued at the time of purchase at $50,000 or more. Whenever these types of property changes occur, the

F-2 contractor shall send a copy of the report to the Chief, Property and Acquisition Oversight Branch, Office of Administration. The report is due within 15 calendar days after the end of the report period and must identify the title of the project, the contract number, the appropriate financial tracking code (e.g., Job Code Number or JCN) specified by the NRC Project Officer, project manager and/or principal investigator, the contract period of performance, and the period covered by the report. Each report must include the following for each discrete task:

(a) Total estimated contract amount.

(b) Total funds obligated to date.

(c) Total costs incurred this reporting period.

(d) Total costs incurred to date.

(e) Detail of all direct and indirect costs incurred during the reporting period for the entire contract or each task, if it is a task ordering contract.

(f) Balance of obligations remaining.

(g) Balance of funds required to complete contract/task order.

(h) Contractor Spending Plan (CSP) status: A revised CSP is required with the Financial Status Report whenever the contractor or the contracting officer has reason to believe that the total cost for performance of this contract will be either greater or substantially less than what had been previously estimated.

(1) Projected percentage of completion cumulative through the report period for the project/task order as reflected in the current CSP.

(2) Indicate significant changes in the original CSP projection in either dollars or percentage of completion.

Identify the change, the reasons for the change, whether there is any projected overrun, and when additional funds would be required. If there have been no changes to the original NRC-approved CSP projections, a written statement to that effect is sufficient in lieu of submitting a detailed response to item "h".

(i) Property status:

(1) List property acquired for the project during the month with an acquisition cost between $500 and $49,999.

Give the item number for the specific piece of equipment.

(2) Provide a separate list of property acquired for the project during the month with an acquisition cost of $50,000 or more. Provide the following information for each item of property: item description or nomenclature, manufacturer, model number, serial number, acquisition cost, and receipt date. If no property was acquired during the month, include a statement to that effect. The same information must be provided for any component or peripheral equipment which is part of a "system or system unit."

(3) For multi-year projects, in the September monthly financial status report provide a cumulative listing of property with an acquisition cost of $50,000 or more showing the information specified in paragraph (i)(2) of this clause.

(4) In the final financial status report provide a closeout property report containing the same elements as described above for the monthly financial status reports, for all property purchased with NRC funds regardless of value unless title has been vested in the contractor. If no property was acquired under the contract, provide a statement to that effect. The report should note any property requiring special handling for security, health, safety, or other reasons as part of the report.

F-3

(j) Travel status: List the starting and ending dates for each trip, the starting point and destination, and the traveler(s) for each trip.

(k) If the data in this report indicates a need for additional funding beyond that already obligated, this information may only be used as support to the official request for funding required in accordance with the Limitation of Cost (LOC) Clause (FAR 52.232-20) or the Limitation of Funds (LOF) Clause FAR 52.232-22.
