Questions and Answers – RFP-CMS-RMADA-2014
1. Section and Title: G.12 Subcontracting Program for Small and Disadvantaged
Businesses Page Number: 36 and 37 (Originally Question #200 from Amendment 01)
Question: Can CMS please clarify whether the subcontracting goals should be based on the total contract value proposed by bidders or the total subcontract dollars proposed by the bidder?
CMS is unable to estimate the total dollar value of the work that contractors may perform on a task order level. Since CMS is unable to estimate the total dollar value, a specific dollar value cannot be entered in the subcontracting plan. Contractors will be unable to propose monetary goals, so contractors should be submitting the proposed percentage goals for subcontracting with small business firms. On the small business subcontracting plan that is submitted, contractors should be entering “TBD” in any of the fields that reference contract values. The percentage goals for the various types of small business firms are specified in Section G.12 of the RFP. To achieve the proposed goals, contractors should review the specific requirements for all task order request for proposals to determine opportunities for small business firms to participate in the work.
