Overview
The City of Rochester Hills (hereinafter referred to as the “City”) is accepting proposals from qualified vendors for the one-time purchase of One (1) New Utility Task Vehicle to be used by the City of Rochester Hills Fire Department.
Unless otherwise stated by vendor, the proposals will be considered as being in strict accordance with the City’s applicable standard specifications, and any special specifications as outlined in the proposal document. This specification is not to be interpreted as restrictive, but rather as a measure of the safety, quality and performance against which all equipment proposed will be compared. Reference to particular trade names, manufacturers, or model numbers are made for descriptive purposes to guide the vendor in interpreting the requirements of the City, and should not be construed as excluding proposals on other trade names, manufacturers, or model numbers unless otherwise stated. However, the Vendor, if awarded the contract, will be required to furnish the particular item referred to in the specifications or description unless departure or substitution is clearly noted and described in the proposal. The City is the sole judge in determining equals.
Vendor may be required to provide demonstration of equipment being proposed.
This document is a Request for Proposals (RFP). As such, the lowest price proposed will not guarantee an award recommendation. Competitive sealed proposals will be evaluated based upon criteria formulated around the most important features of the equipment/service, of which qualifications, experience, capacity and functionality may be overriding factors, and price may not be the determinative factor in the issuance of a contract or award.
The proposal evaluation criteria should be viewed as standards that measure how well a vendor’s approach meets the desired requirements and needs of the City. The criteria that will be used and considered in evaluation for award are set forth in this document.
The City will thoroughly review all proposals received. The City will utilize its best judgment when determining whether to schedule meetings with shortlisted proposers, after receipt of all proposals. A purchase order/contract will be awarded to a qualified vendor submitting the best proposal. The City of Rochester Hills reserves the right to select, and subsequently recommend for award, the proposed products/services which best meets its required needs, quality levels and budget constraints.
Proposers should note that an RFP is considered to be under evaluation from the due date until contract award. The contracting officer is restricted from giving any information relative to the “progress” of the evaluation during this time, except as described in other areas of this RFP and as required to administer the evaluation process. Final proposal results will be posted on the MITN website after award.
Definitions
1. Owner or City shall refer to the City of Rochester Hills.
