About this file

This document is a request for quote (RFQ) from the Department of Agriculture Animal and Plant Health Inspection Service seeking geospatial parcel data. The agency requires a national level dataset containing parcel polygons and associated owner information for all 50 states to be provided through an Esri ArcGIS Enterprise Portal or via FTP. The data must include variables such as land class, names, addresses, acreage and a unique identifier. Pricing will be evaluated for a base year and four option years. Offers are due by April 28, 2021 and the contract is set aside for small businesses. Technical factors such as data coverage, currency and format will be evaluated along with past performance and federal cloud experience. The RFQ includes standard terms for commercial items, accessibility requirements and IPv6 compliance.

III. SPECIFICATIONS

BACKGROUND

The United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Wildlife Services (WS) is working in conjunction with a third-party vendor to develop a program wide data collection system incorporating both mobile and desktop solutions. The new system will include a geospatial component creating relationships between parcel data, employee permission to access a property, and work completed on a property. WS is looking for a national parcel dataset that can integrate into the custom application solution.

This data may also be utilized and referenced by other APHIS Programs through an ArcGIS Enterprise Portal.

SPECIFICATIONS

Statewide parcel data is desired for all 50 US states (to include the District of Columbia (D.C.)). Ideally there will be 100% coverage for all land parcels. While realizing there will be gaps in the coverage, we are interested in minimizing these gaps to the greatest extent possible, particularly prioritizing exurban/rural areas.

Land ownership changes over time and the degree to which the data provided are up-to-date is important.

Within all feasibility, all data should be no more than one year old.

The desired data will be:

• Parcel polygons with associated attribute information denoting all property owners and property and mailing addresses and any other available contact information (e.g., phone numbers or email addresses).

• Accessible through an Esri ArcGIS Enterprise Portal whether through data transfer or service, and/or available via FTP as a file in a standard GIS data format

• Parcel information (i.e. variables) should contain at a minimum:

o Land class o Company/Organization (for companies and organizations) o Contact person (where available) o Name(s) o Property address:

Street Address Line 1/PO Box Street Address Line 2 Street Address Line 3 City/Town

State abbreviation Zip code Country (for addresses outside US) o Mailing address:

Street Address Line 1/PO Box Street Address Line 2 Street Address Line 3 City/Town State abbreviation Zip code Country (for addresses outside US) o Telephone number (where available) o Email address (where available) o Acreage

• Each parcel will be assigned a persistent unique identifier such that as parcel updates may result in changes to APN (assessor's parcel number)/PIN (property identification number), this persistent unique identifier will allow parcels to be easily tracked over time.

• Parcel data should not be restricted by number of users accessing the data.
