About this file

This document contains questions and answers regarding a solicitation by the Department of Agriculture Animal and Plant Health Inspection Service for geospatial parcel data. The agency seeks to procure a national parcel dataset covering all 50 states and Washington D.C. with property boundaries and ownership information. The data will be used by approximately 1,600 agency employees and integrated into a new IT system. The contractor will be responsible for regularly updating the database on an ongoing basis to account for ownership changes. Coverage should be as close to 100% as possible with priority given to exurban and rural areas. The data can be created or acquired from external sources provided the contractor has permission to provide it to the agency. It will be hosted in a FedRamp compliant cloud environment and accessed by users through the agency's Esri Enterprise portal.

COMPLETED TO PROVIDE AN OVERALL LOT UNIT PRICE CAN BE VERY

CHALLENGING. AS WE SEE IT THERE ARE OVERF 2 MILLION LOTS THAT

No.

Confirm this is entirely a data-mining exercise (not a physically-show-up at the parcel).

Contractor is not required to travel to any properties.

Is Acumen Solutions allowed to bid on the parcel data RFP. Acumen Solutions will not be participating in this procurement. They will integrate this solution.

How do we access the existing database of parcel information

b. If so, what format is the data file format available in?

c. How many parcels in the database?

d. How is the existing database being used (understanding the use case)?

e. How old is the current database?

f. Is the existing database trustworthy?

g. Will all existing data need verification?

This solicitation is for the procurement of the geospatial parcel database to be incorporated into a new IT system. There is no existing/prior database.

What is the total number of lots to be populated by this database?

See solicitation which states “Ideally there will be 100% coverage for all land parcels” in the 50 states and DC.

Who will “own” the database to keep up to date. Does the winner of the contract, automatically “manage” the database.

Yes

What is the estimated total number of parcels for this RFP.

Nation-wide coverage is desired.

Are all the parcels to be done in the first year.

Database should contain as close to 100% coverage as possible at the start of the contract.

Can the parcels be sorted by

1. Size

2. State

3. Region

4. Age

What is the estimated number of government users each year.

Initially the parcel data will be utilized by USDA, APHIS, Wildlife Services employees which number approximately 1,600. Later the data may be used by other APHIS programs.

No add-ons are expected at this point.

What kind of geospatial component is the USDA looking for? (A web based or desktop-based solution?)

The USDA is looking for a national parcel dataset with polygons of property boundaries.

Is the USDA looking for functionality that creates a workflow tracking solution, indicating who is accessing this information and when the work is completed?

No, USDA is only interested in obtaining the GIS data not a workflow solution.

Will the contactor be creating the custom solution AND the creation of the parcel dataset?

No, the contractor will only be providing the parcel dataset.

What percentage of gaps in coverage is expected and acceptable by the USDA? Specific to certain states or areas?

The USDA would like to minimize gaps to the greatest extent possible, prioritizing exurban/rural areas.

Does the database have to be created from scratch, or can the underlying data be purchased or acquired from another source?

Will there be login standards for accessing this Interface/database a. If so, would Oauth or Active directory be sufficient?

There will be login standards to access the data, but the method of access will depend on how the data is provided by the contractor.

Will the solution be accessed behind a firewall? If so, will the architecture be consistent with the database being located in the same place as the solution UI?
