About this file
This is a Request for Proposals (RFP) issued by Macomb Community College in Warren, Michigan for a Microsoft Purview Document Classification Architect. The RFP seeks a qualified consultant or firm to design and implement a document classification ecosystem using Microsoft Purview, aligning with the college's recently updated records retention schedule. Proposals are due on June 11, 2025, at 2:00 P.M., with a projected project start date of July 1, 2025. The scope involves structuring an information architecture for Microsoft Purview across the college's Microsoft 365 tenant, configuring document libraries, applying retention labels, exploring AI-driven classification tools, developing disposition workflows, and providing off-boarding training. Only bidders certified as Microsoft Solutions Partners for Data and AI (Azure) with a lead consultant holding an SC-400 certification will be considered.
The current environment involves approximately 8.5 million documents within the college's Microsoft 365 tenant and SAN-based network file shares, with an anticipated 35-40% reduction through a planned document purge. Bidding will be on a time and materials basis, with proposers required to submit detailed hourly rates and good faith estimates for various project components. The college has two optional bid alternates: developing staff training modules on data retention practices and creating a playbook for periodic compliance audits. Preference will be given to local vendors in southeast Michigan who can provide hybrid service delivery, with the potential for on-site work with 48 hours' notice. The contract aims to establish a comprehensive document classification and retention system that meets the college's specific governance and records management requirements.

The College may award a contract based upon the initial proposal without further discussion of such proposals. Accordingly, each initial proposal should be submitted with each respondent’s most favorable fee and service capabilities.
The College will award a contract to the firm(s) which it believes offers a proposal that is in the best overall interest of the institution. The bid award will be based on accuracy, thoroughness and transparency of bids, not the grand total of the good faith estimate provided in the bid form. The College is seeking a partner in this engagement.
Prices are to be guaranteed for a minimum of 180 days from bid opening to allow for bid review, purchase authorization and contract development, as applicable. Contractor understands that the College reserves the right to reject any or all proposals and to waive any informalities therein.
9. WORK SCOPE:
The College has recently completed a comprehensive update of its records retention schedule:
a) With a few exceptions, this schedule mimics the State of Michigan’s General Schedules for College and Universities. To best understand the scope of this RFP, bidders are encouraged to review that document set before submitting a bid.
b) The College has aligned nearly all document classifications into eight primary event-based retention periods, each envisioned as a selectable/assignable M365 retention label. Event examples include date created, last date changed, employee termination date plus x years, superseded plus x years, fiscal yearend plus x years, etc.
c) A few dozen unique retention periods remain (primarily related to HR and business office records), the implementation/optimization of which will be a deliverable of the engagement. The data owners in these departments understand the granularity of the retention periods for the documents better than the general staff.
d) Governance is a single jurisdiction (Archives records management); some document types require “approval to delete” by the College’s legal counsel.
9.1 Macomb Community College Archives & Records Management (ARM) in collaboration with the Information Technology department, seeks a company/consultant to create, structure, configure, and implement a college-wide Microsoft Purview Records Retention ecosystem (including policies and labels) in alignment with the college’s records retention schedules, data classification, and other Microsoft Purview Information Protection (MPIP) policies throughout the College’s single Microsoft tenant. Deliverables shall include:
· Structure an information architecture needed for MS Purview with Macomb’s SharePoint/Outlook/other data pools, records retention schedule, data classifications, and MPIP
· Configure document libraries and metadata architecture, if applicable
· Apply labels to all content sources (assumed to be automated by consultant)
· Explore and recommend use of Microsoft Copilot, Syntex and other AI-driven capabilities for auto-classification, if applicable
· Create a File Plan management by translating all records retention schedules into MS Purview to bulk upload retention labels where possible
· Utilize Standard Retention Label (v. Record Retention Label) for added flexibility
· Automate or Default label classification with retention policies aligned with Macomb’s records retention schedules
· Develop disposition review processes and workflows
· Create and implement records retention policies in Purview
· Create and implement records retention labels to document types in Purview
· Provide off-boarding training to select college employees to oversee continued maintenance of the system by the college A successful engagement is defined by completion of all deliverables listed above across the college’s entire document set as defined in CURRENT ENVIRONMENT section. Vendor shall provide regular status meetings. Invoicing shall occur monthly for hours consumed for the previous period.
Bidders MUST be a certified Microsoft Solutions Partner for Data and AI (Azure) and/or Digital and App Innovation (Azure). The lead consultant(s) assigned to the engagement must hold a current “SC-400: Microsoft Information Protection Administrator” certification and have extensive experience working in Higher education environments. Bids that do not clearly illustrate this competency through candidate resumes, references and detailed project lists will be eliminated from further consideration.
Current Environment:
Documents exist within the College’s Microsoft 365 tenant (Teams, Outlook, OneDrive and Sharepoint), on traditional NTFS SAN-based network file shares. A smaller, isolated environment exists on an EVO SAN.
The current document count sits at approximately 8.5M files, but that will be reduced approximately 35% once a planned purge of older documents takes place later this year. The scope of work solicited via this RFP will take place after those files have been removed from production.
Working hours and Services delivery methodology Bids will be accepted for onsite, remote or hybrid service delivery. The number of onsite days is not a contractual requirement. However, preference will be given to proposals received where team members are local to southeast Michigan and can work on any of the Macomb County campuses when/if necessary, with 48 hours’ notice. Also, travel costs will be a consideration during bid review. The College strongly believes a successful engagement will include face-to-face time with the College’s stakeholders but leaves the burden of proving otherwise on the bidder in their RFP response and finalist interview, if selected for one. The actual amount of on-site work depends on how well the contractor can build relationships, communicate, and gather the intel required solve problems and complete project deliverables remotely.
The working hours of college employees are between 7 AM and 5 PM, Eastern time, M-F. The College recognizes that a portion of the work can be performed outside of that time window and without interaction with college employees.
BASE BID OUT OF SCOPE:
· Evaluation of the College’s existing document retention schedule
· Sensitivity Label creation and implementation
· Operation and support of the environment after project completion
BID ALTERNATES
Bidders are invited to also provide bids for any of the bid alternates below.
Bid alternate #1:
Develop and provide training modules to educate MCC’s staff on data retention practices and other data handling processes, aligned with the retention labeling deliverables of this RFP:
· Create training modules focused on data retention, including secure data interaction, proper classification, labeling, storage, and procedures for archival and destruction.
· Ensure that training content covers the use of encryption tools when handling sensitive data and aligns with CIS Controls safeguards.
· Develop department-specific and role-specific training content that details relevant retention periods and the legal, regulatory, and institutional reasons for these requirements.
· Modules will be delivered as SCORM-4 or MP4 format Bid alternate #2:

In such event, this Agreement shall remain in effect, unless the effect of the order is to deprive the College of a material part of its Agreement with the Contractor. In the event this order results in depriving the College of materials or raising their costs beyond that defined in the Agreement, the College shall have the right to rescind all or part of this Agreement (if such a rescission is practical) or to end the Agreement term upon thirty (30) days prior written notice to the Vendor. Should the Agreement be terminated under such circumstances, the College shall be absolved of all penalties and financial assessments related to cancellation of the Agreement.
o) Termination In the event that either party shall fail to maintain or keep in force any of the terms and conditions of this Agreement, the aggrieved party may notify the other party in writing via certified mail of such failure and demand that the same be remedied within ten (10) business days. Therefore, the Vendor warrants that the system is fit for the purpose for which it is intended as described in this document.
