About this file
This is a Request for Proposal (RFP) from the National Institute on Drug Abuse (NIDA) seeking proposals to establish and maintain the NIDA Developmental Studies Biorepository and Analysis Center. The Center will process, store, analyze, and distribute de-identified biospecimens from the Adolescent Brain Cognitive Development Study and the HEALthy Brain and Child Development Study, and transfer data to the respective Data Centers. The objective is to provide a biorepository capable of storing over 2 million samples and certified laboratories to perform assays. Mandatory criteria require processing 200,000-250,000 samples annually and storing 2 million aliquots while maintaining effective controls and protocols. Offerors must demonstrate experience processing various biospecimens, performing high-throughput analyses, and developing data transfer interfaces. NIDA will award a single indefinite delivery/indefinite quantity contract for up to $47 million over five years, issuing both cost reimbursement and fixed price task orders. The SSP shall provide an overview of the system environment and security requirements to protect the information system as well as describe all applicable security controls in place or planned for meeting those requirements. It should provide a structured process for planning adequate, cost-effective security protection for a system. The Contractor shall update the SSP at least annually thereafter.
• Assessment Plan / Report (SAP/SAR) - due 30 calendar days after the contract award.
The security assessment shall be conducted by the assessor and be consistent with NIST SP 800-53A, NIST SP 800-30, and HHS and NIH policies. The assessor will document the assessment results in the SAR. The NIH should determine which security control baseline applies and then make a determination on the appropriateness/necessity of obtaining an independent assessment. Assessments of controls can be performed by contractor, government, or third parties, with third party verification considered the strongest. If independent assessment is required, include statement below. Thereafter, the Contractor, in coordination with the NIH shall conduct/assist in the assessment of the security controls and update the SAR at least annually.

All high-risk weaknesses must be mitigated within 30 days and all medium weaknesses must be mitigated within 60 calendar days from the date the weaknesses are formally identified and documented. The NIH will determine the risk rating of vulnerabilities. Identified risks stemming from deficiencies related to the security control baseline implementation, assessment, continuous monitoring, vulnerability scanning, and other security reviews and sources, as documented in the SAR, shall be documented and tracked by the Contractor for mitigation in the POA&M document. Depending on the severity of the risks, NIH may require designated POA&M weaknesses to be remediated before an ATO is issued. Thereafter, the POA&M shall be updated at least quarterly.
• Contingency Plan and Contingency Plan Test - due 60 calendar days after contract award.
The Contingency Plan must be developed in accordance with NIST SP 800-34, Contingency Planning Guide for Federal Information Systems, and be consistent with HHS and NIH policies.
Upon acceptance by the System Owner, the Contractor, in coordination with the System Owner, shall test the Contingency Plan and prepare a Contingency Plan Test Report that includes the test results, lessons learned and any action items that need to be addressed. Thereafter, the Contractor shall update and test the Contingency Plan at least annually.
