About this file

This is Amendment #1 to Request for Proposal (RFP) 5400026259 issued by the South Carolina Department of Corrections for a mainframe application assessment. The solicitation seeks services to evaluate and modernize a legacy mainframe application, with the goal of converting it to a .NET environment running on Microsoft Azure with SQL Server. A pre-proposal conference is scheduled for December 5, 2023, at 2:00 PM ET via Microsoft Teams. Questions from offerors must be received by December 6, 2023, at 5:00 PM ET. Offers are due on January 4, 2024, at 10:00 AM ET through the South Carolina procurement website. Award notification is scheduled for February 20, 2024. Offerors must submit one online offer plus one redacted copy online and agree to hold their offer open for a minimum of 90 calendar days after the opening date.

The Department of Corrections prioritizes automated code conversion tools that generate human-readable and maintainable code without licensed software dependencies, with preservation of legacy business logic identified as critical regardless of cost implications. The target environment includes Azure Government with one tenant, Azure DevOps organization capabilities already in place, and VPN connectivity currently in use with the option to upgrade to ExpressRoute. The modernized system must achieve equivalent business functionality to the current application without modifications or enhancements. No specific set-asides, incumbent information, or funding amounts are detailed in this amendment document. Preferences do not apply to this Request for Proposal per South Carolina Procurement Code Section 11-35-1524(E)(5)(b).

ALL THE PREFERENCES MUST BE CLAIMED AND ARE APPLIED BY LINE ITEM, REGARDLESS OF WHETHER AWARD IS MADE BY ITEM OR LOT. VENDORS ARE CAUTIONED TO CAREFULLY REVIEW THE STATUTE BEFORE CLAIMING ANY PREFERENCES. THE REQUIREMENTS TO QUALIFY HAVE CHANGED. IF YOU REQUEST A PREFERENCE, YOU ARE CERTIFYING THAT YOUR OFFER QUALIFIES FOR THE PREFERENCE YOU'VE CLAIMED. IMPROPERLY REQUESTING A PREFERENCE CAN HAVE SERIOUS CONSEQUENCES. [11-35-1524(E)(4)&(6)] **PREFERENCES DO NOT APPLY TO REQUEST FOR PROPOSALS PER SOUTH CAROLINA PROCUREMENT CODE SECTION [§11-35-1524(E)(5)(b)]

Responses to Written Questions Received:

1. Question – What are the total Lines of Code in the mainframe application?

Response: Unknown, this will be determined in the assessment.

2. Question – If the total Lines of Code are unknown, what are the estimated lines of code for each program within the application?

Response: Unknown, this will be determined in the assessment.

3. Question – Questions: do you have a preferred modernization strategy in mind? Would you prefer an incremental, evolutionary strategy to arrive at the final state, would you prefer to start over and rebuild the system from first principles, or do you have another approach in mind?

Response: Our preferred strategy is to maximize use of automated code conversion tools which generate human-readable and maintainable code with no dependence on licensed software components, to achieve equivalent business functionality to the current applications and facilitate future enhancements.

4. Question – How important is precisely preserving the legacy business logic without errors and without omissions, even if doing so increases the cost of the project?

Response: Critical

5. Question – Given the specified target of Azure, should we assume that you would prefer the executing environment to be .NET? Are there any other specified components for the final operational environment, such as a rules engine or a NOSQL database?

Response: .Net with SQL server is the preferred target environment. No other components are specified.

6. Question – How many Azure tenants are you using for your organization:

Response: One

7. Question – If more than one tenant, please specify the type of each tenant, whether public or private?

Response: N/A

8. Question - Have you created and configured an Azure DevOps organization?

Response: Yes

9. Question – What kind of connectivity option do you use to access your Azure tenant?

Response: Currently VPN due to volume but we have the option to upgrade to ExpressRoute.

10. Question - Does the organization use VPN or ExpressRoute?

Response: See #9

11. Question – Do you have firewall rules that permit traffic between your Azure tenant and your On-premises network?

Response: Yes

12. Question - Have you encountered any issues of difficulties when creating or using service connections in your Azure Government tenant?

Response: No

13. Question – Are you expecting to arrive at a modernized system with equivalent business functionality in a wholly new implementation, or with modified/enhanced functionality?

Response: Equivalent functionality image1.png
