About this file
The document is a Byrd Anti-Lobbying Amendment Certification form related to the City and County of Denver's Request for Proposal (RFP) for On-Call Environmental Consulting Services. This certification is a mandatory document to be submitted with any bid or offer exceeding $100,000, requiring the bidding entity to disclose and certify that no federal appropriated funds have been or will be paid to any person for influencing or attempting to influence federal officials in connection with the awarding of a federal contract, grant, loan, or cooperative agreement.
The form requires the contractor to affirm that they have not used federal funds for lobbying purposes and mandates disclosure if any non-federal funds have been or will be used for lobbying activities. The certification includes potential civil penalties of $10,000 to $100,000 for failure to file the required documentation. The form must be completed and signed by an authorized official of the bidding organization, with options to either confirm no non-federal lobbying funds have been used or to attach a Standard Form LLL detailing any lobbying activities.
