INVITATION FOR PROPOSALS
This is an invitation to submit a Proposal for RFP No. 324002 to provide professional architectural & engineering design & construction administration services for Architectural / Engineering Design Services for Facility Remodel for the Dane County Elections Center / Clerk’s Office. The Proposals are due on or before 2:00 p.m., Tuesday, March 12, 2024. No performance bond is required for this project.
ADDITIONAL INFORMATION
The County has purchased the former Ale Asylum building at 2002 Pankratz St. in Madison. The building was used as a bar, restaurant & brewery & is located on property leased from the Dane County Regional Airport & will require additional considerations in the pre-design, design & construction phases.
SPECIAL INSTRUCTIONS
Please provide the entire proposal package in these formats: three, (3) bound hard copies and an electronic version on a USB flash drive. Follow these instructions when submitting your proposal:
1. Place the signed Proposal Form on top as page 1.
2. Place the signed Fair Labor Practices Certification after the Proposal Form as page 2.
3. Place the Proposal information after Fair Labor Practices Certification.
4. Clearly label your envelope containing your proposal in the lower left-hand corner as follows:

SECTION 00 24 16
SCOPES OF PROPOSALS
1. GENERAL INFORMATION
A. Dane County is inviting proposals for professional architectural and engineering (A/E), design and construction administration services for the New Dane County Elections Center / Clerk’s Office.
B. The New Center will be in a building Dane County purchased in December 2023 at 2002 Pankratz St. in Madison, WI. The building was built in 2011, is currently unoccupied & will need significant renovation before the County can occupy the space. The building has 45,000 GSF with approximately 30,000 GSF of that as warehouse space. The building is on a site leased from the Dane County Regional Airport.
C. Dane County Public Works Engineering hired professional consultants to do an initial analysis / assessment of the building in March 2023. Pertinent portions of that report are included in this RFP.
D. The Center is expected to house staff & materials from Dane County, the City of Madison & other municipalities in Dane County. There will also be multi-function spaces for public & private uses.
E. To be considered for this project, the Consultant must meet or exceed the following criteria:
1. Have more than one registered architect & registered professional engineer as lead responsible members of the firm & project team. Staff LEED certifications are favorable but not mandatory.
2. Have been in business for a period of not less than five (5) years.
3. Must have been responsible for the design and completion of at least three (3) major renovation projects of similar design scope and size of the New Dane County Elections Center / Clerk’s Office.
4. Must demonstrate proven, documented experience in facilities & systems analysis in line with the requirements of Dane County’s Design Priorities and USGBC design & construction techniques, as described in this RFP.
5. Consideration will be given to joint ventures consisting of two or more firms organized for the purpose of furnishing professional services as a single entity, providing the assignment of and provisions for continuity of the various responsibilities within the joint venture are approved by the County, and further providing that either of the individual firms constituting the joint venture meets the eligibility requirements listed above.
2. SCOPE OF WORK
A. The Draft Professional Services Agreement details project deliverables and specific tasks.
B. Pre-Design Study & Analysis, Design, Bidding, Construction, Commissioning Phases:
1. The Pre-Design Study & Analysis Phase is to assure project can meet as many of the guidelines & goals Dane County has prescribed in the Design Priorities and USGBC rev. 11/23 00 24 16 - 2 design & construction techniques that are practical. LEED and / or Energy Star certification may become a goal of this project.
2. The engineering / architectural design team shall
a. Develop Construction Documents for the project, as directed by Dane County.
Dane County will review, provide input & make modifications throughout the design process.
b. Develop & refine opinions of probable cost.
c. Perform construction administration duties throughout the final two Phases of the project.
C. The consultant will host meetings, whenever practical, via teleconference or videoconference.
Dane County reserves right to mandate safe physical distancing & use of facemasks by all personnel while inside any County facility or on any County grounds.
3. PROPOSAL CONTENT
A. Interested consultants shall submit the following information in their proposal, in eight, or the
no. appropriate to your RFP distinct sections or divisions:
1. Proposal Form, Fair Labor Practices Certification and Proposer’s cover letter.
2. Description of firm’s qualifications, related experience, organization and resources. Give special attention to experience with renovated commercial facilities including detailed energy & systems analysis, usage programming, planning, design & construction.
3. Brief list (min. of three, max. of five) of similar completed projects with the project details, name, address and telephone number of the clients. Make specific reference to projects involving public facilities as is being proposed. You may separately list additional professional references.
4. Description of planning and design techniques for approaching the project & specifically focusing on the scope of work described in the Pre-Design Study & Analysis Phase.
Include detailed descriptions of experiences working with diverse group of stakeholders with varied interests & outcomes (such as different governmental entities, end user agencies & other A/E firms working on different aspects of the same project).
5. List of projects, if any, with brief descriptions of the scope of work, on or near airport property that required attention to, & conformance with, FAA regulations regarding outdoor improvements & alterations.
6. List of staff that will be committed to the Work with their professional resumes. Dane County will interview short-listed firms’ principal design team. Include listing of other consultants who may participate in this project and their area of expertise.
7. Indicate staff availability and tentative timetable with project tasks for the Work, including all project phases.
8. Cost for services stated as fixed fee. Also state clearly any limitations you wish to include and detail any reservations that you may have with the Draft Professional Services Agreement.

4. EVALUATION CRITERIA
A. Proposing consultants will be evaluated on these criteria:

5. PRICING
A. The Draft Professional Services Agreement details additional information about project phases, pricing & payments.
B. Submit cost for services stated as fixed fee.
6. SITE / FACILITY TOUR
A. A proposing company site / facility tour will be on February 29, 2024 at 11:00 a.m. at the building, 2002 Pankratz St., Madison, Wisconsin, starting in the entry lobby. This cursory tour will go until approximately noon. Proposing companies are strongly encouraged to attend this tour, however attendance is optional.
7. OWNER’S RESPONSIBILITY
A. Dane County will provide all currently available building, site, architectural, structural, mechanical, electrical, plumbing, telecommunications, fire protection, and security drawings and specifications to selected A/E firm. These drawings and specifications may not be complete or in an as-built condition. A/E firm will need to confirm accuracy of drawings and specifications. Dane County will provide any necessary hazardous material protection or abatement.
8. TIMETABLE
A. This project’s specific and estimated dates and times of events are below. Some of the events below have specific completion dates. In the event that Dane County finds it necessary to change any of the specific dates and times in the calendar of events listed below, it will do so by issuing an addendum to this RFP. There may or may not be a formal notification issued for changes in the estimated dates and times.

F. We will review information submitted by consultants and will schedule candidates to appear before an interview panel. Those appearing for an interview shall be prepared to discuss their approach for the analysis, design of this facility, their methodology, project team, a timetable, the basis of their fee schedule and answer questions from our staff.
G. Dane County reserves the right to negotiate an Agreement after selecting the successful firm.
Selection is only on the proposal submitted and subsequent interviews. Therefore, the proposals must be complete. Submission of a proposal shall constitute a valid offer, which may be accepted by the County for a period of ninety (90) calendar days following the proposal due date.

1. ARTICLE 1: SCOPE OF AGREEMENT
1.A. This Agreement between COUNTY and the person or firm, duly licensed under the laws and in accordance with the regulations of the State of Wisconsin, hereinafter referred to as the “A/E” shall be governed by the following Terms and Conditions.
1.B. The A/E shall provide technical and professional services under this Agreement. The Terms and Conditions of this Agreement shall apply to modifications made to this Agreement and shall apply to both the services rendered in the creation of the design and to the additional services called for in carrying out the design.
1.C. The A/E shall serve as the professional technical advisor and consultant to COUNTY in matters arising out of or incidental to the performance of this Agreement and in that capacity, the A/E shall not have a contractual duty or responsibility to any other person or party or individual regarding the services under this Agreement, except as that duty may arise under the laws of the State of Wisconsin. The A/E is not an agent of the COUNTY within the meaning of s. 893.80 or 895.46, Wis. Stats.
1.D. Professional services performed or furnished under this Agreement shall be based on the care and skill ordinarily used by members of the profession involved, who practice under the authority of and who are governed by the license issued under the Wisconsin Statutes and the Wisconsin Administrative Code. The standard of care for architectural and engineering services under this Agreement shall include designing buildings, structures and / or related infrastructural systems that comply with all applicable building and safety codes.
1.E. By accepting this Agreement, the A/E represents possession of the necessary skill and other qualifications to perform work under this Agreement and is familiar with the practices in the locality where such services and work shall be performed.
1.F. The A/E shall review and become familiar with the current Division 00 & 01 requirements utilized by COUNTY in construction contracts and shall provide services and work, consistent with such requirements, so that the Contractor’s schedule is not negatively impacted.
1.G. The A/E shall be professionally responsible for work performed under this Agreement. Upon written approval of COUNTY, the A/E may subcontract work to an approved consultant under this Agreement, to the specific extent authorized by COUNTY. The authorization to subcontract shall not relieve the A/E of professional or contractual responsibility for any work performed or delivered under this Agreement. The authorization to subcontract shall not be construed to create any contractual relationship between COUNTY and such consultant.
1.H. Subcontracts for services under this Agreement shall provide that work performed under such subcontract, shall be subject to provisions of this Agreement and shall also provide that any professional duty or responsibility pertaining thereto shall be accomplished to the benefit of COUNTY. Upon request, an electronic copy of each such subcontract for which COUNTY approval is granted shall be furnished to COUNTY.
1.I. The A/E may substitute consultants or professional staff under this Agreement only to the specific extent authorized by COUNTY in writing.
1.J. In the performance of this Agreement, the A/E shall become familiar with and perform such services in accordance with the specifications set forth in the Request for Proposals document. The COUNTY reserves the right to update County Master Specifications Division 00 and Division 01 at any time, including after the signing date of this Agreement.

The A/E shall use and conform to the most current County Master Specifications Division 00 and Division 01 available at the time of Final Review Documents and the A/E shall not be eligible for a change order based upon alterations to said County Master Specifications Division 00 and Division 01 occurring after the date of Agreement signing.
1.K. For this project the following terms will be in use:
1.K.1) The Project = the entirety of what is required to conceive, design, build, commission, start-up & troubleshoot the work for which this RFP & any subsequent RFB(s) are published.
1.K.2) Project Budget = the total amount of funds the County has allocated for the Project.
This includes contingencies, fees, costs for design services, commissioning services, FF&E expenditures & the Construction Budget.
1.K.3) Construction Budget = the portion of the Project Budget specifically allocated for construction services, or the accepted bid amount including any alternate bids.
1.K.4) Construction Opinion of Probable Cost = the A/E’s cost estimate for the Construction Budget before any bids are received.
1.K.5) Project Planning Team = Dane County staff from the Public Works Engineering Division, County Clerk, Dept. of Administration, Office of Energy & Climate Change, the architect / engineering design team (A/E) & the commissioning provider (CxP). Occasionally, others may join or provide input to this team.
2. ARTICLE 2: SCOPE OF THE SERVICES TO BE PROVIDED
2.A. General:
2.A.1) The A/E shall provide services in each of the following phases:

2.A.2) An assigned COUNTY Public Works Project Manager will be the A/E's contact in securing COUNTY direction and for arranging the necessary meetings with COUNTY or other County Departments and obtaining the approvals required by
COUNTY.
2.A.3) The A/E shall create a log of all COUNTY and A/E generated design changes resulting from meetings and communications from COUNTY. Keep this log throughout the entire design process and submit it to COUNTY every two (2) months.
2.A.4) The term “written” or “in writing” may be either electronic or hard copy documentation, unless otherwise stated or directed by COUNTY.

2.B. Pre-Design Study & Analysis Phase:
2.B.1) The A/E shall obtain from COUNTY information and materials necessary to ascertain scope of the Project and shall verify with COUNTY program and functional requirements of the Project. This shall include gathering information from building users subject to approval by the COUNTY Public Works Project Manager.
2.B.2) Priority recommendations in design:
2.B.2) a. Overview:
(1) These design priorities are a part of Dane County’s leadership toward maximizing energy performance and mitigating climate change, planning for the County’s future. These guidelines will be used by Dane County for a holistic approach to design on projects of all sizes, from small system upgrades and renovations to major renovations and new construction projects. For all measures, the project shall follow the more stringent requirements of these guidelines and the applicable federal, state, and local requirements.
2.B.2) b. Integration:
(1) Project kickoff to include discussion of Dane County Design Priorities, integrating energy performance and reducing carbon emissions into the project guiding principles, goals, and / or measures of success.
(2) Hold a design charrette / workshop before comencing Schematic Design including entire Project Planning Team to discuss project opportunities, challenges, sustainability goals and the applicable categories of these design priorities.
2.B.2) c. Outdoor environment:
(1) All outdoor lighting systems must be compliant with the latest
International Dark-Sky Association’s standards. When specifying exterior luminaries, systems shall utilize full cutoff type luminaries and designate distribution type and foot candle footprint of the luminaire. Motion- activated, zoned, and scheduled lighting should be used to minimize footprint and adapt lighting to actual user needs.
(2) Provide shading to reduce the urban heat island effect with passive environmental strategies to reduce heat absorption of hardscape and building exteriors.
(3) A minimum of 30% of any newly disturbed areas of existing site areas must be conserved or planted with native, pollinator-friendly vegetation to create habitat in accordance with the American Nature Campaign.
(4) Before project design begins, Owner may conduct a tree survey to ensure design allows for significant trees to remain whenever possible.
Dane County Land and Water Resources Dept. may provide input on landscape design, tree siting and species for new trees planted.
(5) Provide shading to reduce the urban heat island effect with tree islands and/or structures that provide shade. Shade structures may have a vegetated roof, solar photovoltaic systems, or have a minimum solar reflectance index (or SRI) of 29.

2.B.2) d. Indoor environment:
(1) Identify and incorporate biophilic design strategies.
(2) Provide access to daylight and quality views in all regularly occupied spaces, while balancing the impact of glazing on energy use.
(3) Identify acoustic comfort goals, especially in gathering spaces, warehouse areas and offices.
(4) Design indoor and outdoor opportunities for positive informal social interactions.
(5) Identify indoor air quality, air filtration and ventilation requirements.
(6) Survey equipment, systems and materials on-site and identify those that could be repurposed.
(7) Require Environmental Product Declarations (EPDs) for all construction materials.
(8) Prioritize materials with low embodied carbon.
(9) Determine the role of the facility in acute extreme events, including time-to-recovery if power loss or major damage occurs, passive survivability expectations / design criteria, and whether the building will serve a role in the community response (e.g., emergency shelter).
2.B.2) e. Water conservation & management:
(1) Manage stormwater to maximize site infiltration & evapotranspiration, and minimize runoff according to soil type.
(2) Minimize chloride-requiring impervious areas.
(3) Design landscaping with reduced irrigation requirements through best practices in EPA Water Efficiency Management Guide for Landscaping and Irrigation.
2.B.2) f. Energy conservation & management:
(1) Meet or exceed compliance the latest energy code as published by the International Energy Conservation Code (IECC). Dane County expects energy performance beyond the state requirements.
(2) If geothermal energy proves a viable option, design for low temperature hydronic heating systems that utilize water temperatures of 130°F or below, and 30°F temperature drop or greater.
(3) Specify low ozone depleting refrigerants for new or replacement refrigerant-based equipment such as HFC refrigerants or approved equivalent.
2.B.3) Facility & site analyses:
2.B.3) a. Perform energy modeling to aid in major energy system comparisons and selection. Set an agree-upon EUI target as a result of the modeling.
2.B.3) b. Analyze the feasibility and cost-effectiveness of retrofitting the facility to become a net-zero capable.
2.B.3) c. Analyze the feasibility and cost-effectiveness of energy efficiency measures above and beyond the energy code, including but not limited to the following measures (where applicable):
(1) Improved envelope insulation and air-tightness;
(2) Automatic daylighting control of lighting;

(3) Occupancy sensor control of lighting and HVAC;
(4) Demand-controlled ventilation;
(5) Energy recovery systems; and
(6) High performance controls sequence per ASHRAE Guideline 36.
2.B.3) d. Geothermal heating & cooling feasibility:
(1) Organize requirements of, & oversee performance of site review & conditions testing for geothermal energy’s viability for use at site.
(2) Provide professional analysis & present in report form.
2.B.3) e. Solar power:
(1) Evaluate existing to remain solar PV system & propose opportunities for improvement & expansion including, but not limited to, structural feasibility analysis, system layouts, annual energy performance, main electrical system readiness, and electrical utility coordination.
2.B.3) f. Vehicles:
(1) Evaluate the County’s needs for fleet vehicles at the facility.
(2) Design for electric vehicle charging stations.
2.B.3) g. Stormwater management:
(1) Propose a rainwater strategy that documents overland flows and includes strategies to slow, cool, and clean rainwater through EPA green infrastructure Best Management Practices (e.g., green roof, rain garden, permeable pavements).
2.B.4) Based on information, materials and requirements as verified by COUNTY, A/E shall prepare these Studies consisting of text, drawings and other documents illustrating scale and relationship of the Project components. Draft version of Study shall be submitted to COUNTY for review, modifications and written approval before submitting Final version.
2.B.4) a. The CONSULTANT shall document the results of all meetings.
2.B.4) b. The CONSULTANT shall furnish a copy of the documentation produced under this Phase to each participant attending the meetings.
2.B.4) c. At a minimum, this Phase will have three meetings where the content of these Studies will be reviewed & clarified.
2.B.5) Pre-Design Study & Analysis Phase deliverables shall be:
2.B.5) a. Draft Studies, electronic copies of:
(1) Word 2016 (or earlier version);
(2) Any other files (e.g., AutoCAD 2019, Excel 2016, PowerPoint 2016, etc. (or earlier versions)) included in Study; and
(3) Adobe Acrobat 2020 (or earlier version) (PDFs converted from Word, AutoCAD, or other programs; minimize pdf file size by converting files rather than scanning printouts).

2.B.5) b. Final Studies:

2.C. Schematic Design Phase:
2.C.1) The A/E shall obtain from COUNTY information and materials necessary to ascertain scope of the Project and shall verify with COUNTY program and functional requirements of the Project. This shall include gathering information from building users subject to approval of COUNTY Public Works Project Manager.
2.C.2) Based on information, materials and requirements as verified by COUNTY, the A/E shall prepare Schematic Design Documents consisting of drawings and other documents illustrating scale and relationship of the Project components. Submit Schematic Design Documents to COUNTY for written Approval.
2.C.2) a. At a minimum, this Phase will have a design kick-off meeting & a mid-phase review meeting where the following, & more, shall be clarified:
Standard, election & emergency operations & procedures Current space needs Future space needs Workflow for all facility functions Wayfinding Proposed equipment listing Building & site security Various project cost considerations Cost-value trade offs
2.C.2) b. The A/E shall document the results of all meetings.
2.C.2) c. The A/E shall furnish a copy of the documentation produced under this Phase to each participant attending the meetings.
2.C.3) The A/E shall submit to COUNTY Construction Opinion of Probable Cost based on information provided by COUNTY and approved Schematic Design Documents.
2.C.4) Schematic Design Phase deliverables shall be:
2.C.4) a. Four (4) bound, hard copies of all drawings & outline specifications; and
2.C.4) b. Electronic version of all documents delivered on a USB flash drive or by email:
(1) Specifications: Word 2016; and rev. 11/23 00 52 98 - 10
(2) Drawings: Adobe Acrobat 2020 (or earlier version) (PDFs converted from AutoCAD).
2.D. Design Development Phase:
2.D.1) The A/E shall review the program and functional requirements, plans and specifications of record, (to the extent that such documents are reasonably available), and applicable COUNTY standards and guides or other written direction by COUNTY. The A/E shall establish the limiting parameters of the design as defined by the instructions issued to it by COUNTY, to determine if the design concept is achievable within the schedule and Project Budget proposed by
COUNTY.
2.D.2) To the extent necessary, the A/E shall facilitate investigation of the site for existing conditions which differ from those indicated in the record drawings or which could have a detrimental impact on the achievement of the work called for under the Project.
2.D.3) Within seven (7) calendar days of receipt of the program and functional requirements, plans and specifications of record, the A/E and COUNTY shall schedule a meeting to review the A/E's design concept and such other matters as are necessary to establish that at this preliminary point, the proposed design concept is consistent with the requirements of COUNTY.
2.D.4) At a minimum, this Phase will have design meetings every three.
2.D.5) The A/E shall document the results of design meetings, including design factors agreed to, with any instructions furnished by COUNTY to carry out such factors, including, but not limited to:
Program clarification Scheduling concerns Existing site conditions Various project cost considerations & estimates Cost-value trade offs Quality requirements Special material requirements Communications requirements Engineering requirements
2.D.6) The A/E shall furnish a copy of the documentation produced under this Phase to each participant attending a design concept meeting.
2.D.7) In agreements which involve renovation or remodeling of or additions to existing facilities, the A/E shall evaluate the suitability of existing building elements, materials and equipment for reuse in the renovated project. Reasonably accessible areas shall also be observed by the A/E or its consultants to evaluate existing major mechanical, plumbing and electrical systems. Any of the foregoing considered to be economically reusable shall be reported to COUNTY and may be reused unless directed otherwise by COUNTY.
2.D.8) The A/E shall provide sufficient, alternative design solutions on major design features to allow COUNTY to ascertain that the recommended design achieves a practical programmatic and economic solution, within the limitations of the rev. 11/23 00 52 98 - 11 authorized program, schedule and Project Budget. Include staffing and occupancy considerations provided by COUNTY.
2.D.9) The A/E shall work with User Agency & Purchasing Division on required furniture, fixtures and equipment (FF&E) program & develop FF&E Report to be submitted for COUNTY approval.
2.D.9) a. Ensure that FF&E layout is suitable so as to be compatible and not interfere with access to, placement or operation of mechanical, electrical or plumbing appurtenances.
2.D.10) The major design features, equipment and systems that must be evaluated include, but are not limited to:
Site & civil related work (e.g., utilities, stormwater management, erosion control)
Structural systems Building envelope (wall, window and roofing) systems Building configuration Life safety systems Heating, ventilating and air conditioning & associated controls Plumbing & associated controls Electrical & associated controls Lighting systems & associated controls Telecom systems Audio / visual systems Facility & site security systems & associated controls:
• Doors, locks, & hardware
• Surveillance, cameras, recording devices
FF&E program Facility signage
2.D.11) The A/E shall provide a working analysis of each major design feature included in the selected design concept, with constraints and dependencies that is sufficiently complete to allow commencement of the Construction Documents Phase:
2.D.11) a. The A/E shall prepare preliminary drawings, specifications and other data tailored to the Project that fix and describe the size and character of the entire project as to major design features and systems and such other essentials outlined by COUNTY:
(1) Preliminary drawings shall include plans, elevations, sections and details at a scale that is sufficient to fully illustrate the design concepts, materials and finishes to be employed. Drawings shall be in format as approved by COUNTY.
(2) Outline specifications shall include relevant specific information for Division 01 - Bidding and Contract Requirements and a list of the applicable technical divisions.
2.D.12) Upon determination by the A/E that the design is represented by preliminary drawings and specifications, those documents along with Design Report shall be submitted to COUNTY for review and concurrence prior to commencement of Construction Documents.

2.D.13) Design Report shall include:
2.D.13) a. Time estimates for completion of each separate phase of the work (remaining Design, Bidding, Construction and Commissioning).
2.D.13) b. Detailed Construction Opinion of Probable Cost based on preliminary design concept, which indicates that Project Budget limitations will not be exceeded. Factors influencing the cost feasibility of each major division of the specification and related drawings shall be identified.
2.D.13) c. Analysis of the biddability and constructability of the Project within the time allowed by COUNTY.
2.D.13) d. Identification of any part of the work that might require special monitoring or consideration during construction to prevent quality control problems, delays, or cost escalation. Include any long lead time equipment or materials, items which interface with difficulty, areas of work requiring significant care, sequencing or precision in installation and full or partial User occupancy during construction.
2.D.13) e. The A/E may recommend appropriate alternate bids for COUNTY's consideration to safeguard against unforeseen bidding conditions. Such alternates shall be identified and developed at no additional cost to this Agreement.
2.D.13) f. FF&E Report that describes type, style, quantity, quality & location of chairs, tables, desks, cubicles, couches, file cabinets, bookshelves, free-standing lighting, artwork, cameras, decorations, appliances, computers, monitors, phones, other technology and related accessories.
2.D.14) Design Development Phase deliverables shall be:
2.D.14) a. Four (4) bound, hard copies of drawings (full size-typical of all submissions) & specifications (in 8½ x 11 format-typical of all submissions);
2.D.14) b. Two (2) bound, hard copies of the Design Report; and
2.D.14) c. Electronic version of all documents delivered on a USB flash drive or compact disk:
(1) Drawings in AutoCAD 2019 (or earlier version);
(2) Outline specifications in Word 2016 (or earlier version);
(3) Design Report in Word 2016 (or earlier version); and
(4) Adobe Acrobat 2020 (or earlier version) of drawings, specifications &
Design Report (PDFs converted from Word, AutoCAD, or other programs; minimize pdf file size by converting files rather than scanning printouts).
2.D.15) COUNTY will issue list of recommended changes / corrections to be incorporated into documents. Within seven (7) calendar days of receipt, the A/E shall transmit written replies to review comments issued by COUNTY. Directions by COUNTY shall be incorporated into the design, unless the A/E shall have explained objections to COUNTY and obtained prior written approval of noncompliance from COUNTY before proceeding with related work.

2.D.15) a. The A/E or COUNTY may call a further preliminary review meeting, when necessary to finalize the design concept. Written replies to additional COUNTY comments shall be made before proceeding to the Construction Documents Phase.
2.D.15) b. The A/E will not be required to reproduce Design Development Phase deliverables that incorporate recommended changes / corrections.
2.D.15) c. Approval of these documents by COUNTY will complete Design Development Phase, whereupon COUNTY will issue written instruction to the A/E to proceed to Construction Documents Phase.
2.E. Construction Documents Phase:
2.E.1) Upon receipt of written instructions from COUNTY, the A/E shall prepare Construction Documents for bidding, construction and commissioning of the Project.
Construction Documents shall provide the detailed requirements for the successful construction of the entire project.
2.E.2) Construction Documents shall comply with the COUNTY Master Specifications Division 00 and Division 01.
2.E.3) The Construction Documents shall be internally consistent in terms of coordination between:
2.E.3) a. Work of the A/E and its consultants.
2.E.3) b. Requirements of various divisions or trades.
2.E.3) c. Drawings and specifications.
2.E.4) At a minimum, this Phase will have design meetings every three weeks.
2.E.5) During this phase, the A/E shall develop and provide documents for the systems designed under this Agreement which will achieve a biddable and constructible project, compliant with all applicable building and safety codes and within the assumption of professional responsibility set forth in this Agreement. These services shall include, but not be limited to:
2.E.5) a. Coordination, to protect the integrity of the design and facilitate construction with:
(1) Manufacturers: Ensure that manufactured items called for in the documents are currently available and will fit, interface and perform as required to achieve design intent.
(2) Consultants: Ensure that information necessary to their work is provided in a timely manner and that consultants exchange information with each other and the A/E.
(3) Utility Companies: Determine the standard operating procedures and time requirements for obtaining the services and the cooperation of the utility companies involved in the execution of the Project. Provide this information in writing to interested parties as needed.
(4) Governmental authorities having jurisdiction over the work:
(a) The A/E shall submit documents for approval to public agencies having jurisdiction over the Project and after obtaining such rev. 11/23 00 52 98 - 14 approval of those agencies, the A/E shall file two (2) copies of such approval with COUNTY.
(5) Such other agencies, boards, associations or individuals whose activities could impact or interfere with the successful completion of the Project.
2.E.5) b. Inclusion in Construction Documents of:
(1) Plans, elevations and sections at a scale which is sufficient to give a full and complete understanding of the construction, dimensions thereof, materials to be employed, location of utilities and any other pertinent data.
(2) Details, diagrams, schedules, photo reproductions and other graphic methods appropriate to define work required to be performed to accomplish the purposes of the Project.
(3) Description of existing conditions of site and / or structures with sufficient clarity to permit their use without ambiguity in the bidding, construction and commissioning process.
2.E.5) c. Inclusion in the specifications documents of bidding and contract requirements, special provisions and / or appendices, and technical sections. Unless otherwise agreed to by COUNTY in writing, the format shall generally follow the divisions of the Construction Specifications Institute. If approved by COUNTY in writing, short form specifications for limited scope work may be included on the drawings in lieu of Construction Specifications Institute format specification sections.
(1) The technical sections of the specifications shall completely and concisely describe the materials and services to be employed or installed by the construction contractor(s) in the work. These specifications shall describe the work to be done and shall be arranged by work or material in appropriate divisions with suitable cross-references for clarity and continuity
(2) The technical sections of the specifications shall be carefully worded to allow a clear understanding of the work required by each of the construction contractors and their subcontractors, and to describe the responsibility for the work required to be performed by such contractor(s), individually and collectively, for the performance of work required to deliver the Project complete, without ambiguity as to which technical sections of the specifications cover each element of work.
(3) The technical sections of the specifications shall clearly state the minimum grade, quality, and type of materials and workmanship required. These specifications shall not restrict competition, where it is available, but shall state a level of quality, which can be objectively determined by persons normally engaged in the type of trade or practice described.
(4) When two (2) or more manufacturers offer on the open market materials, equipment or devices of equal quality and usability needed for the Project, each such known manufactured product shall be specified for potential use on the Project.
(5) The professional judgment of the A/E or the direction of the COUNTY may limit competition to a brand name, process, or technique of manufacture.

(6) The A/E shall compile and include in the construction contract documents a summary listing of all submittals required for the Project from the construction contractor(s). Included shall be shop drawings, samples, cuts, catalogs, models, mockups and other preliminary information needed from the contractors to describe how they will fulfill their responsibilities under their contracts.
2.E.6) Upon determination by the A/E that the final project design is represented by completed Construction Documents, those documents shall be submitted to COUNTY for review and concurrence prior to release for bidding.
2.E.6) a. The A/E shall provide COUNTY with review sets in a format and standard specified by the COUNTY.
2.E.6) b. COUNTY will issue a list of recommended changes / corrections to be incorporated into the next review set or final documents. The A/E shall within seven (7) calendar days transmit written replies from the A/E and its sub-consultants to review comments issued by COUNTY or for which clarification requests were identified or for which changes were authorized at the final design review meeting and communicated to the A/E.
Directions by COUNTY shall be incorporated into the documents.
2.E.7) Prior to submission of the final documents, the A/E shall call for a final review meeting with COUNTY, if needed, to finalize and prepare for publication of the final bidding documents, with any conditions required by COUNTY.
2.E.8) A/E shall affix to both the cover sheet of Drawings and & inside cover of Project Manual current State of Wisconsin registration seal, number & signature. These shall be applied by registered architect and each professional engineer responsible for project design.
2.E.9) At the time of delivery of the final documents, the A/E shall report to COUNTY, in writing with updated estimates of Construction Opinion of Probable Cost and schedules.
2.E.10) Upon receipt of the Construction Documents Phase deliverables, updated Design Report, the Project Planning Team shall evaluate these documents & indicate to the A/E in writing when & how to proceed.
2.E.11) COUNTY will print and distribute drawings and specifications for bidding purposes without cost to the A/E. The A/E shall provide the original drawings, original specifications and an electronic copy of both the drawings and original specifications for printing by COUNTY, in a format as approved by COUNTY. If the A/E is directed by COUNTY to acquire the necessary printing services, these services shall be a reimbursable expense as provided in Article 4.C. hereof.
2.E.12) Constructions Documents Phase documents shall indicate in the drawings’ title block or specifications’ footer what they are (e.g., 60% CDs, 95% CDs, Issued for Bids).
The deliverables shall be:
2.E.12) a. 60% Review Construction Documents:
(1) Three (3) bound, hard copies of Drawings & Specifications; and rev. 11/23 00 52 98 - 16
(2) Electronic version of all documents delivered on a USB flash drive or compact disk:
(a) Drawings in Adobe Acrobat 2020 (or earlier version; PDFs); and
(b) Specifications in Word 2016 (or earlier version).
2.E.12) b. 95% Review Construction Documents:
