CONTINUING CONSTRUCTION
SERVICES UNDER $750K
Addendum No. 2
DATE: March 2, 2026 TO: All Respondents and Interested Parties FROM: Fabio Henao, CPO
Be advised of the following changes, additions, deletions, information, and/or clarifications to the subject solicitation. Only written questions answered in writing by formal Addendum will be binding. Oral and other interpretations or clarifications will be without legal effect. Questions received after the due date for questions will not be given any consideration. Respondents are reminded to review the original solicitation and all issued addenda, if applicable. Respondents must acknowledge all issued addenda, if any. Failure to acknowledge may result in the Respondent’s submittal being deemed non-responsive.
The Solicitation is hereby changed accordingly:
A. CLARIFICATION TO THE SOLICITATION
Please know that Section 3.4 Pre-Proposal Conference is hereby revised as follows:
3.4 PRE-PROPOSAL CONFERENCE
A non-mandatory Pre-Proposal conference will be convened at the Westmonte Recreation Center at 624 Bills Lane, Altamonte Springs, FL 32714, on Thursday, February 19, 2026 @ 10:00 AM. All City personnel who are familiar with the project will be present.
Proposals will not be accepted from firms who did not attend the Pre-Proposal meeting.
B. WRITTEN QUESTIONS RECEIVED:
Q1: On Vendorlink and in the original prequalification documents it says the meeting is non-mandatory, but then two sentences down the documents read, "Proposals will not be accepted from firms who did not attend the Pre-Proposal meeting." We would appreciate any clarification on this matter.
A1: Please refer to the “Clarification to the Solicitation” section of this addendum. Pre- Proposal Conference was non-mandatory.
Q2: At the submittal meeting some of the possible projects that would be completed under this RFP were referenced. May we have the list?
A2: Please see the attached spreadsheet outlining the tentative projects for this year.
Besides budgeted projects, Facilities is often tasked with room reconfigurations, emergency repairs to structures, door and frame replacements, sidewalk repairs/replacements and drainage repairs/replacements that may require frequent needs for outside trades contractors including, but not limited to plumbing, HVAC, electrical, welding, and carpentry services. Refer to the attached City of Altamonte
Springs’ 2026 Annual Budget and refer to pages 192 though 200 for Capital Projects Fund (301).
Q3: In the Request for Proposal document, Item 3.4 on page PPB-16 references a non-mandatory pre-bid meeting. However, the final sentence of that same item states:
“Proposals will not be accepted from firms who did not attend the Pre-Proposal meeting.”
Could you please clarify whether attendance at the pre-bid/pre-proposal meeting is required in order to submit a proposal?

Q4: Could you please guide us to the Fee Schedule or Price Form required for submission with RFP No. FY-26-050-FH on 3/12/2026? I have thoroughly searched Vendor Link but have been unable to locate the necessary document.
A4: Please be advised that the subject solicitation is qualifications-based, and pricing is not a consideration during the evaluation or selection process.
Q5: Is pollution policy required to be submitted with bid package or is going to be required per project?
A5: Yes, Pollution/Enviromental liability coverage is required. Please refer to Section 4 –
Insurance Requirements Specifications of the Solicitation for details.
Q6: I am writing to seek clarification regarding the pre-bid conference for this opportunity.
The VendorLink website and page 22, paragraph 3.4 of the RFP both indicate that the pre-bid conference is non-mandatory. However, the last sentence of that same paragraph states, "Proposals will not be accepted from firms who did not attend the Pre-Proposal meeting." Please see the screenshot below for your reference.
Could you please clarify whether attending this meeting is a mandatory requirement for submitting a proposal?
