About Aims Community College

Aims College District, operating under the name of Aims Community College, is a self-governing college district with direct taxing authority. The District was formed in January 1967 to serve the post-high school educational needs of Weld County, Colorado and adjacent counties, including vocational and adult education. Aims Community College currently consists of five area campuses located in Greeley, Loveland, Loveland Airport, Ft Lupton and Windsor. Aims enrolls approximately 8,500 students a year.

Overview/Scope of Work

Aims Community College intends to design and construct, from concept to project completion, a new Innovation Center building This new Innovation Center will support a number of programs, as well as industry partners. Site planning and design for building location and new utility infrastructure will be included.

The Greeley campus is already well-resourced, providing a wide array of offerings and services to our students and our diverse community who look to the Aims Greeley Campus for its education and industry training needs.

This will be a critical phase in the growth of the Aims Workforce Innovation Center, and will set the branding for years to come. Open-mindedness, creativity and flexibility are all a must when considering your firm for this project.

Specifications

1) Required Qualifications

Qualifications must be met, at a minimum.

Proposals not meeting the required qualifications will be rejected.

• Firm(s) must hold and maintain all required licenses.

• Firm(s) must have experience in a higher education, 2-year Community College setting.

• Firm(s) must have innovation/incubation/open lab concept facility design experience.

• Firm(s) must show the ability to work with multiple agencies and constituents within those agencies in programming, designing and constructing the overall vision of the project.

• It is required that digital renderings and virtual fly-through type tools will be produced for design, marketing and program expectations.

• This will be a State of Colorado building permit, however, as a good neighbor, Firm(s) must have prior experience working with the City of Greeley Planning and

Development process.

• Firm(s) must be familiar with the process for permitting Community College construction projects though the State of Colorado.

• Must be able to commit staff to begin design discussions upon award, with the entire process through permit set at approximately 7 months.

• Firm(s) must bring a broad vision to this project, as the future of Aims

Community College and the telling of our story will be a big part of this project.

2) Description of existing site

• The proposed location is in the southwest corner of 16th street and 47th Avenue, with

Aims Boulevard to the west.

• The campus is roughly 190 acres, with approximately a 3-acre building envelope.

• Total site envelope will vary depending on planning and overall utility locations, easements and right of way confirmation.

3) Additional Requirements

• Once awarded, the selected firm will become an evaluator on the AWIC project’s upcoming Contractor Request For Proposal.

• A MANDATORY Pre-Bid meeting and Walk-thru will be held.

• Maps and other specification will be discussed.

4) Estimated Total Working Budget

• $25,500,000

REQUEST FOR PROPOSAL

Aims Community College has issued this Request for Proposal.

A MANDATORY pre-bid meeting will be held on February 6, 2024 at 9 MST, at the Aims

Facility and Operations Building on the Greeley Campus, 5101 West 20th Street, Greeley, CO

80634.

A company representative MUST ATTEND the mandatory pre-bid meeting/ walk-thru to be considered. Submissions from Firms that do not attend will be rejected.

Questions and requests for clarifications concerning the RFP must be sent in email form to connie.lataille@aims.edu no later than February 13, 2024 by 5:00 p.m.

Response to questions and clarifications from the walk-thru and via email, along with any additional project scope information, will be posted February 20, 2024 on BidNet.

RFP Submission Deadline is March 12, 2024 @ 2:00 PM MST. Submittal must be received by the deadline via www.bidnetdirect.com//aimscommunitycollege

Aims Purchasing Department is the sole contact for RFP questions or information.

Communication with other departments or employees may be grounds for elimination from the selection process. The College reserves the right to accept or reject any and all proposals and to waive any informality as deemed to be in the best interest of the College.

Proposal Information and Submittal Proposal Requirements

SUBMITTAL FORMAT

Vendors responding to this Request for Proposal are instructed to organize their response into tabbed sections, as described below. Format the submittal into one document where possible.

TAB 1 – Cover Letter

The cover letter should be considered an executive summary for your RFP submission.

Include all contact information if questions arise.

Provide a statement as to why your firm should be chosen to partner with Aims

Community College and what innovation means in your design.

TAB 2 – Company and Personnel

a. Provide information on your company, its mission, ownership and subsidiaries.

Include organizational structure of your company.

b. Provide information on all of the planned dedicated Aims project team and key personnel. Include resumes, reason for being selected for our project, workload, and firm experience.

c. Joint Venture

• Submitting as a team of multiple firms bringing niche market experience is encouraged. Submit response under one “managing” firm.

• Identify the nature of the joint venture.

• Describe the responsibilities of each entity comprising the joint venture.

• Describe the various legal aspects of the joint venture including such things as professional liability.

• Describe how the project will be administered.

TAB 3 – Required Qualifications

Provide detail for each of the following Required Qualifications. Submissions not meeting requirements will be rejected.

a. Firm must have experience in a higher education, 2-year Community College setting.

• Share experience in this area.

e. This will be a State of Colorado building permit, however, as a good neighbor, Firm must have prior experience working with both the City of

Greeley and the State of Colorado Planning and Development process.

• Prior experience must list the project(s), project year(s), process timeline, and who your firm worked with at the City of Greeley and the State of Colorado.

• Provide at least 3 examples of past project working through the State of Colorado permitting process.

f. Firm must be familiar with the process for permitting community college construction projects though the State of Colorado.

• Discuss in your proposal.

g. Must be able to commit staff to start design discussions upon award, with the entire process through permit, set at approximately 7 months.

• Discuss in your proposal.

h. Firm(s) must bring a broad vision to this project, as the future of Aims

Community College and telling our story will be a big part of this project.

i. Firm must hold and maintain all required licenses.

TAB 4 – References

Provide at least three (3) client references, but no more that five (5) that we may contact. References from a higher education setting, similar in size and scope is preferred.

Each reference must include the following:

• Project Name and address.

• Specify the scope of work completed for the client.

• Timeline.

• Identify firms’ role in the project (i.e. Architect of Record, other involvement)

• Project information must include

• Name, address, and email of client representative.

• Name, address and email of general contractor.

TAB 5 – Fee Structure – Attachment D

Include the hourly rate of all design team personnel, along with those providing support. A fixed fee will be negotiated with the awarded firm, please include your percentage of design fee you anticipate for this project. If multiple firms have submitted under one main firm, please break out fees by firm with an overall fee.

Discuss the ways you would control the cost of this project, throughout the design process, given the fact that current construction market conditions may impact the program desires. Include the experience of your firm regarding cost control in other projects of similar scale.

TAB 6 - Insurance Requirements

Provide satisfactory evidence of the firm’s coverage for:

Statutory Workers compensation, including employer’s liability insurance. A waiver of subrogation in favor of Aims Community College shall apply.

Comprehensive general liability insurance minimum combined single limit of

$1,000,000. The architect shall name Aims Community College as an additional insured on the general liability policy. A waiver of subrogation in favor of Aims

Community College shall apply.

Comprehensive automobile liability insurance with a combined single limit for bodily injury and property damages of not less than $1,000,000. Provide copy of certificate. The architect shall name Aims Community College as an additional insured on the auto liability policy. A waiver of subrogation in favor of Aims

Community College shall apply.

Professional liability insurance in the amount of $2,000,000 for each claim.

Coverage shall remain in force and in effect for a minimum of one year following the owner’s acceptance and occupancy of the project.

TAB 7 – Additional Information – Financial and Legal

1. Financial Stability

Include appropriate documentation to substantiate the financial stability of the firm to undertake this project. Please submit one copy under separate sealed cover.

2. Legal Disclosure (Attachment C)

Applicant must disclose any legal proceedings or arbitration currently under way or conducted within the past five (5) years. (See Attachment C).

SUBMITTAL EVALUATIONS

The Evaluation Committee will judge the merits of proposals received in accordance with the criteria described. The objective of the Evaluation Committee will be to recommend the bidder who is most responsive to the needs of the College. The award will be based on the greatest advantage to the College. The College does not bind itself to accept the lowest dollar price, but will accept the proposal felt to be in the best interest of the College.

Submitted proposals will be reviewed by committee based on defined criteria. The committee will rank the submissions, and those scoring highest will be invited for interviews. The number of firms that will be interviewed is not set, but is estimated to be between 3-5 firms. Architect interviews will be scheduled between March 23-April 5th.

The specifications within this RFP represent the minimum performance necessary for response.

The evaluation committee will forward a recommendation to the Procurement Team for approval. The awardee will document and comply with all federal, state and local regulations.

Minimum Requirements:

1. Meet submittal time and date.

Selection committee will make their recommendation to the Purchasing Department.

The awarded Vendor will be contacted to enter into contract negotiations, at which time the proposals from other vendors will be held in abeyance until successful contract negotiations have been completed. If a contract cannot be negotiated and consummated in a timely manner to the College's satisfaction, the award may be withdrawn. Upon budget approval and successful negotiation, the College will enter into a contract with the awarded vendor.

Attachment B

Certification and Affidavit Regarding Illegal Aliens

The Vendor, whose name and signature appear below, certifies and agrees as follows:

1. The Vendor shall comply with the provisions of CRS 8-17.5-101 et seq. The Vendor shall not knowingly employ or contract with an illegal alien to perform work for Aims

Community College (College) or enter into a contract with a subcontractor that knowingly employs or contracts with an illegal alien.

2. The Vendor represents, warrants, and agrees that it (i) has verified that it does not employ any illegal aliens, through participation in the Basic Pilot Employment Verification

Program administered by the Social Security Administration and Department of Homeland

Security, and (ii) otherwise shall comply with the requirements of CRS 8-17.5-102(2)(b).

3. The Vendor shall comply with all reasonable requests made in the course of an investigation under CRS 8-17.5-102 by the Colorado Department of Labor and Employment. If the Vendor fails to comply with any requirement of this provision or CRS 8-17.5-101 et seq., the

College may terminate work for breach and the Vendor shall be liable for actual and consequential damages to the College.

4. If the Vendor is a sole proprietor, the undersigned hereby swears or affirms under penalty of perjury under the laws of the State of Colorado and Aims Community College that

I acknowledge that making a false, fictitious, or fraudulent statement or representation in this sworn affidavit is punishable under the criminal laws of Colorado as perjury in the second degree under CRS 18-8-503 and it shall constitute a separate criminal offense each time a public benefit is fraudulently received.

In accordance with Section 8-17.5-102, Colorado Revised Statutes, as amended, the Contractor:

shall not knowingly employ or contract with an illegal alien to perform any work hereunder;

(i) shall not enter into a contract with a subcontractor that fails to certify to the Contractor that such subcontractor shall not knowingly employ or contract with an illegal alien to perform work hereunder;

(ii) has verified or attempted to verify through participation in the

Basic Pilot Program (Program created by Public Law 208, 104th Congress, as amended, as expanded by Public Law 156, 108th Congress, as amended, that is administered by the United States Department of Homeland Security) that it does not employ any illegal aliens; provided that if the Trustee has not, as of the date hereof, been accepted in the Basic Pilot Program, it shall apply to participate in the Basic Pilot Program every three months until the earliest of:

(A) its acceptance under the Basic Pilot Program; (B) the completion of this

Contract pursuant to the terms hereof; or (C) the discontinuance of the Basic

Pilot Program;

(iii) shall not use the Basic Pilot Program procedures to undertake pre-employment screening of job applicants while performing its obligations hereunder;

(iv) shall, if it obtains actual knowledge that a subcontractor performing work under it for its obligations hereunder knowingly employs or contracts with an illegal alien:

(A) within three days of obtaining such actual knowledge, notify such subcontractor and the District that the Trustee has such actual knowledge; and

(B) terminate its contract with such subcontractor if within three days of receiving the notice required pursuant to the immediately preceding paragraph that such subcontractor does not stop employing or contracting with the illegal alien; provided that the Trustee shall not terminate the contract with such subcontractor if during such three days such subcontractor provides information to establish that such subcontractor has not knowingly employed or contracted with an illegal alien;

(v) shall comply with any reasonable request by the Colorado

Department of Labor and Employment made in the course of an investigation that the such department is undertaking pursuant to the authority established by

Section 8-17.5-102(5), Colorado Revised Statutes, as amended; and

(vi) may be removed and replaced by the Owner hereunder and under this Contract and if Contractor violates any provision of this subsection, Contractor shall remain liable for actual and consequential damages to the

Owner following any such Contract termination.
