Response and clarification of questions submitted at the Pre-Bid Meeting and questions submitted via email.

Submitted Questions and Response from Aims

1. What form of contract is anticipated to be used for the Arch/Owner agreement? Can you provide an example?

AIA B133-2019 or equivalent.

2. Are there anticipated to be any formal or standard classrooms in this building?

This will not be determined until programming discussions; however, we are not anticipating this building to be an academic building.

3. Will the furniture package be bid out?

• If so, will this be put together by Aims, or should a furniture bid package be included as part of the FFE alternate?

Include a furniture bid package design fee in the RFP as an alternate. Regardless of Aims decision, the architect will be requested to review the furniture package, Aims initiated or not. (Refer to question 8 response)

4. Please confirm if you are requiring a full cost proposal breakout, given the alternates that were requested at the pre-bid meeting.

• If so, please provide a preferred format for the cost breakout.

Yes, provide a design fee for the furniture and signage. Aims understands that this may mean that the architect will be working with a furniture vendor and signage vendor, so coordination time, etc. will be included. Aims will work with the awarded architect to determine level of involvement/details post award. Aims expects the architect to provide a numbering system on the drawings per Aims room numbering specifications that will be provided post award.

5. The RFP states Interviews are scheduled March 23-April 5. Will there be any flexibility on the interview date within that time frame (i.e. would it be possible to request interviews for the week of April 1-5, to avoid possible conflicts with key personnel who may be out for already scheduled spring break?)

Yes, we will try and be a s flexible as possible, as the Aims interview committee will need to be scheduled as well.

6. Can a list of pre-bid meeting attendees be provided?

Yes, attached.

7. In additional to state funding, and partners like Alquist 3D, are there others stakeholders or restrictions based on additional funding sources (bonds, COP financing, donor agreements, etc.)?

This is not a state funded project and no other funding sources are expected.

8. Maximum financial score is assigned to the lowest total all-inclusive maximum price: What services should be included to ensure all firms are pricing same services?

• Should Financial Proposal distinguish basic services versus potential additional services?

This is up to the firm submitting the proposal. A percentage fee or dollar amount is acceptable.

• Preliminary renderings of the project online indicate some program has been contemplated, should proposal assume a robust programming and engagement effort or is there a framework in place? Should this be an additional service?

The awarded firm should be prepared to start at the beginning. Aims only created basic renderings for marketing only.

• What services are anticipated to be provided by Owner separate of RFP (survey, Geotech, etc.) or are known to be exclude from RFP responses?

Aims will contract the Geotech. The awarded firm should plan on the survey through their civil consultant.

• Should team list out additional service assumed to be necessary to execute project even if not anticipated by Aims?

Yes.

• Should signage services accommodate interior and exterior signage?

Yes.

• Are services to be inclusive of procurement and/or fabrication?

Only design/coordination services if this will be an extra fee. Once awarded, Aims will discuss who will procure, fabricate and install.

• Should furniture services include an assumption for procurement?

Same as the signage. Aims will expect some basic furniture layouts for space planning purposes, but once awarded, Aims will discuss who will procure, fabricate and install.

9. If possible, please further clarify the City of Greeley Planning/Development Review process anticipated for the Workforce Innovation Center project. In our experience working with the City of Greeley Planning/Development Review departments, they require a Site Development Plan submittal for this type of project which includes a separate Site Development Plan Set and Civil Construction Plan Set. This package also typically includes a drainage report, traffic study, geotechnical report, utility report, and three-phase erosion control documents with a Stormwater Management Plan. In reviewing available documents from the City of Greeley for the Aims Welcome Center project, only a combined Site Plan/Construction Set, drainage report, and geotechnical report were available. Is the typical Site Development Plan process with the above-listed submittal documents expected for this project?

Nothing is typical when Aims works with the City of Greeley or our other municipal partners.

Aims will support being a good neighbor in our campus development, but may not participate in the entire process. If your firm would like to list these steps with separate fees, that is acceptable.

10. Based on a cursory review of the July 1, 2020 Master Drainage Analysis & Plan – Update report for Aims Community College, it appears that recent drainage improvements including the recently constructed detention pond at the southwest corner of 47th Avenue and 16th Street were not designed with capacity for further development of the eastern portion of the Aims Campus, image below taken from the report. Does the 3-acre building envelope referenced in the RFP include room for a new on-site detention facility? Should consultants consider the possible need to re-plat the existing detention outlot in order to enlarge the detention pond for the Innovation Center?

This will be discussed with the awarded firm as needed.

11. Tab 5 – Fee Structure requests an hourly rate schedule of all design team personnel and subconsultants, indicating that a fixed fee will be negotiated at a later date, but the scoring criteria includes 25 points dedicated for the overall lowest all-inclusive maximum price. Can you confirm if a fixed fee proposal is due at the time of proposal submission?

Refer to question 8 response and anticipate your overall fee. Aims will be looking for base design fee from your firm. Consultants can be provided as a line by line fee.

12. In Section (1) Required Qualifications, it states “…Firm(s) must have prior experience working with the City of Greeley Planning and Development process.”

• Is it required that the prime firm have this stand-alone experience, or can this be combined experience with a proposed subconsultant on the team?

Yes, the prime architect firm MUST have the experience. That person also must be the lead in any meetings with the City.

13. As part of a response to Tab 4, if the firm has multiple projects with a selected reference, do you require a separate listing of each project?

Yes. Please provide details of each project and why they would be relevant for the Aims project.

14. Please define the extent of the signage package as discussed during the mandatory Pre-Bid meeting on 6 February 2024.

Refer to question 8 responses, last two bullets.

15. Is furniture included in the Estimated Total Working Budget of $25,500,000?

As of now, yes, but this will be discussed as the project evolves.

16. Are there any existing furniture standards we need to meet/ match?

Yes. This will be discussed with the awarded firm. Refer to question 8 response.

17. Will selected firm be responsible for managing furniture RFP, or can firm work directly with preferred vendor?

Refer to question 8 response.

18. Do you require a traffic study?

Refer to question 9 response.
