This document is posted to capture the questions received, and agency answers provided, during the Pre-Bid Conference, which was held on April 2, 2025.

All amendments, addenda, and notifications related to this procurement will be posted on the

OSPI website (if this was an open procurement) and on the Washington Electronic Business

Solution (WEBS) website. Additional questions concerning this procurement must be submitted to contracts@K12.wa.us. Communication directed to other parties will be considered unofficial and non-binding on OSPI, and may result in disqualification of the Consultant.

1. Question: Could OSPI clarify if there is interest in an alignment analysis of WIDA

ACCESS with WIDA standards (as given on p. 14 of the RFP)? Same for ACCESS Alt with

WIDA Standards?

Answer: OSPI does not seek an alignment study between the WIDA tests and WA’s learning standards. OSPI is seeking an alignment study between WIDA’s English

Language Development (ELD) Standard 2 in the content area of Language Arts to the new WA K–12 ELA Learning Standards and WIDA’s ELD Standard 3 in the content area of Mathematics to the new WA K–12 Mathematics Learning Standards. Public draft copies of WA’s new learning standards for ELA and math, WIDA ACCESS ELD Standards

Frameworks (2020), and WIDA Alternate ACCESS Proficiency Level Descriptors are provided as Exhibits G, H, E and F of RFP 2025-27.

2. Question: Do you have a specific format you'd like the alignment findings to be showcased in aside from the presentation?

Answer: There is no specific format. Alignment findings must include at a minimum a complete analysis, including conclusions drawn as a result of the alignment study, a gap analysis for each assessment, and blueprint adjustment recommendations in the form of a technical report as noted on page 15 of RFP 2025-27.

3. Question: Will the presentation [to OSPI and NTAC] be in person or virtual?

Answer: It can be either in person or virtually. All costs, whether in person or virtual, must be identified as noted in section C.6. Cost Proposal of RFP 2025-27.

4. Question: Do you have preference that the vendor you select be in WA?

Answer: Per Department of Enterprise Services policy, Washington state agencies are encouraged to buy from in-state small business, including microbusinesses and minibusinesses. However, no preference will be given to Washington vendors for this

5. Question: Can you apply for a WA recognized business cert if you do not currently have that after award or do you need to showcase proof of that prior to?

Answer: WA business certification is not required at the time of application. If not currently licensed, Bidder’s must provide a written intent to become licensed in

Washington within thirty (30) calendar days of being selected as the Apparent

Successful Bidder as noted on page 16 of RFP 2025-27. Contingent upon award, Contractors are required to register as a Statewide Vendor (SWV) in order to receive payment from the State. Generally, a Unified Business Identifier (UBI) number, which is obtained through a Washington state business license, is needed to register for a SWV number. For more information about applying for a WA business license, visit the

Department of Revenue website. To register for or look up a SWV number, visit the

Office of Financial Management, Statewide Vendor/Payee Services website.

6. Question: Do we have access to all of the assessments now to help write our proposal?

Answer: No. Access to [secure] test items is not anticipated to accomplish the objective of this RFP. Should a Bidder propose an alignment study methodology requiring either Smarter Balanced, WA-AIM, and/or WIDA test items, it will be incumbent upon the Bidder to coordinate directly with the appropriate vendor, Smarter Balanced, Cambium, DRC, and/or WIDA respectively, to acquire access to their item bank independently from OSPI as noted on page 16 of RFP 2025-27. However, you may access Smarter Balanced Practice and Training Tests through the OSPI

Smarter Balanced Assessment link on page 9 of the RFP 2025-27.

7. Question: Are you open to awarding to multiple vendors?

Answer: Yes. Bidders may submit a proposal for one (1), a combination, or for all three

(3) in scope state assessments, Smarter Balanced, WA-AIM, and/or WIDA (ACCESS &

Alternate ACCESS) as noted on page 14 of RFP 2025-27. Therefore, OSPI may be required to contract with multiple vendors to ensure an alignment study is conducted for all three assessments.

8. Question: Is the purpose of some of the work primarily for internal use to see where things are with the newly revised standards, or might the findings be submitted to a hypothetical federal peer review?

Answers: The study results will serve two purposes. 1) Part of the work will feed into our technical documentation for Federal Peer review and 2) Identify gaps between new standards and current assessments for potential future development work.

9. Question: Should information you want have an emphasis on that feedback for purposes of ongoing improvement?

Answer: Yes, and result in the technical documentation since we’ve changed standards.

10. Question: Hypothetically, if you have a study that has a major revision do you have expectations of what the next steps will be?

Answer: OSPI’s next steps will be based on the outcomes of the alignment studies.
