About this file
Broome County, New York has issued a Request for Proposal (RFP-2025-052) for Mobile Crisis Services through the Broome County Mental Health Department. The RFP seeks a qualified 501(c)(3) organization currently providing behavioral health services in Broome County to establish a countywide Mobile Crisis service that will provide person-centered, trauma-informed crisis intervention for individuals experiencing mental health and/or substance use disorder-related crises. The services will operate Monday through Sunday from 10:00am to 10:00pm daily, excluding specific holidays, with a five-year contract term from January 2026 through December 2030. Proposals are due by October 8, 2025, with an anticipated contract award in November 2025 and service commencement on January 1, 2026.
The funding model for this Mobile Crisis service is a braided approach, combining Office of Mental Health State Aid, Office of Addiction Services and Supports Opioid Settlement Funds, Broome County support, federal Medicaid managed care revenue, and private insurance payor revenue. Direct funding is expected to be $1 million annually, with the expectation that the selected provider will bill insurance payors for eligible service components. The provider will be required to work closely with Broome County's crisis continuum, including local hospital emergency departments, the Comprehensive Psychiatric Emergency Program, the planned Supportive Crisis Stabilization Center, the 988 Suicide and Crisis Lifeline, and local law enforcement agencies. The selected provider must also complete the process to become designated as a Mobile Crisis provider pursuant to Mental Hygiene Law §9.58.
