Capabilities Package Instructions Attachment 2
Air Force Science and Technology Quantum Strategy
SUBMISSION DETAILS. Please limit your Capabilities Package submittals to no more than 10 pages total (which includes single page items identified throughout this instruction). Your capabilities package must include the following information:

SUBMISSIONS DUE: Provide one (1) electronic copy of your complete response to this RFI in a searchable .pdf format. Responses are required to be received by both the Government points of contact, Ms. Barbara Phillips at barbara.phillips.4@us.af.mil and Ms. Sarah McCabe at sarah.mccabe.4@us.af.mil no later than 3:00 p.m. Eastern Time on 7 September 2020. To be considered, electronic packages must be received no later than the above date/time.
The government team requests interested parties review the Draft PWS include in the RFI notice, and provide the following information:
1. Describe your business size based on NAICS code 541690 (Small Business Size Standard of $15M) and identify small business subcategories that are applicable to your business.

2. Any contract that may result from this inquiry may include a cost-reimbursable basis line item. Does your firm have an adequate accounting system for cost-type contracts?
3. Would your firm be interested in submitting a proposal for this effort as a prime contractor? If so, demonstrate your firm’s capability to perform at least 50% of the labor required for this effort, as defined in Federal Acquisition Regulation (FAR) clause 52.219-14, Limitations on Subcontracting. Describe in detail how your company intends to obtain the capability to meet any remaining requirements not performed directly by your firm. Limit your responses to one page.
4. Provide information on your company’s capabilities in fulfilling the requirements for each of the following areas listed below with the appropriate expertise. Examples should be from the last three years and limited to one page. If you have no experience for any specific area, describe your company’s timeline for hiring new, qualified employees to fulfill the requirement. Include any accreditations associated with these areas.
a. Ability to connect and engage with key national/international quantum players and customers, lead focused quantum research, and facilitate solutions for critical Air Force mission applications. (PWS Paragraphs 1.1, 1.3, 1.12, 1.13, 1.14)
b. Ability to develop a Quantum Investment Plan in the areas of Positioning, Navigation, and Timing (PNT); sensing; communications/networking; and computing. (PWS Paragraph 1.2)
c. Ability to establish connections between stakeholders and determine quantifiable benefits of the applications of quantum technology to specific Air Force missions. (PWS Paragraphs 1.4, 1.5, 1.11)
d. Development of quantum technology, materials, and devices for use in quantum systems including clocks, sensors, communication and network systems, and computing systems. (PWS Paragraphs 1.6, 1.7, 1.8, 1.9)
e. Development of algorithms and software for application to optimization, machine learning, and material development problem sets. (PWS Paragraph 1.10)
5. Finally, does your firm have any other comments or suggestions that you would like to share with us?
