Capabilities Package Instructions Attachment 2

AFRL/DPP Laboratory Demonstration Project

SUBMISSION DETAILS. Please limit your Capabilities Package submittals to no more than 10 pages total (which includes single page items identified throughout this instruction). Your capabilities package must include the following information:

-Company name
-Mailing address
-Point of contact name, telephone, and email address
-Company CAGE code
-Company web page URL (if applicable)
-Certification of small business status (if applicable)
-Responses to all questions included in Capabilities Package Instructions

SUBMISSIONS DUE: Provide one (1) electronic copy of your complete response to this RFI in a searchable .pdf format. Responses are required to be received by both the Government points of contact, Mr. Justice Smith at justice.smith@us.af.mil and Ms. Sarah McCabe at sarah.mccabe.4@us.af.mil no later than 3:00 p.m. Eastern on 27 April 2020. To be considered, electronic packages must be received no later than the above date/time.

The government team requests interested parties review the Draft PWS include in the RFI notice, and provide the following information:

1. Describe your business size based on NAICS code 541511 and 541611 (Small Business Size Standard of $30M) and identify small business subcategories that are applicable to your business.

2. Any contract that may result from this inquiry may include a cost-reimbursable basis line item. Does your firm have an adequate accounting system for cost-type contracts?

3. Would your firm be interested in submitting a proposal for this effort as a prime contractor? If so, demonstrate your firm’s capability to perform at least 50% of the labor required for this effort, as defined in Federal Acquisition Regulation (FAR) clause 52.219-14, Limitations on Subcontracting. Describe in detail how your company intends to obtain the capability to meet any remaining requirements not performed directly by your firm. Limit your responses to one page.

4. Provide one specific example of your company’s capabilities in staffing and recruiting for each of the following areas listed below. Examples should be from the last three years and limited to one page. If you have no experience for any specific area, describe your firm’s timeline for hiring new, qualified employees to fulfill the requirement. Define your role in any accreditations associated with these areas.

a. Ability to analyze overall effectiveness of Lab Demo Contribution-based Compensation System (CCS) assessment cycle and document the results of the analyses in briefing charts and reports. (PWS Paragraph 1.4.1)

b. Ability to conduct cost discipline analysis to support the CCS Incentive Increase (“I”) recommendation and document the analyses and results in a report and briefing charts. (PWS Paragraph 1.4.2)

c. Ability to analyze data on matters such as Demo cost, workforce trends, CCS assessments, broadband movements, other interventions (e.g., expanded probationary period and voluntary emeritus corps) and evaluate the overall effectiveness of the interventions in meeting AFRL goals for the Demonstration Project, and summarize in a report. (PWS Paragraphs 1.4.2. – 1.4.3 – 1.4.4)

d. Provide skilled expertise with database management systems (Oracle) capable of providing modifications and enhancement to the Contribution-based Compensation System Software (C2S2), including but not limited to changes in existing database models and user interface elements (e.g., Exel/VBA programming and C2S2 tutorial. (PWS Paragraphs 1.4.6 - 1.4.6.2 – 1.4.6.4 - 1.4.10)

e. Ability to provide software user support, help desk, and database support during the entire period of performance. Help desk activity typically peaks during the assessment time period, i.e., October through January. The support shall include training Lab Demo Project Office personnel, assistance to the Lab Demo Project Office in answering end-user questions, addressing problems with C2S2, including the spreadsheets, and uploading results to DCPDS. (PWS Paragraphs 1.4.6.4 – 1.4.10)

f. Ability to analyze OSD level initiatives and address statutory and congressional issues relevant to defense laboratories, as they arise, and provide legislative, technical, and policy analysis support for the Laboratory Quality Enhancement Program (LQEP) Personnel Subpanel to include developing and implementing initiatives that assure the ability of the DoD laboratories to effectively recruit, retain, and manage workforces of sufficient quality to help meet national security requirements and assessing progress made toward implementing the initiatives. (PWS Paragraph 1.4.12)

g. Ability to develop/tailor and make available to the DoD components, simulation models that allow component leadership to more effectively plan for and manage the costs of their Lab Demo workforce based on anticipated hiring, attrition, promotion, and other salary and payroll dynamics resulting in the delivery of a computerized mathematical model that utilizes actual civilian personnel data (e.g., occupation, pay plan, broadband level, years of service, hire date, separation date, total compensation by pay element category, etc.) and projects both the workforce and workforce costs based on scenarios defined in the user interface. (PWS Paragraphs 1.4.3 – 1.4.4)

h. Ability to support government users with software training who use C2S2 and Computer Based Training (CBT). The training shall include a comprehensive review of software operators and other web-based training as needed, to include the development, modification and maintenance of the Lab Demo on-line training course on the fundamentals of Lab Demo. (PWS Paragraphs 1.4.11 – 1.4.6.3 – 1.4.10)

5. Describe in one page your firm’s capability to fulfill requirements below with the appropriate expertise:

a. Skills with Oracle: Developer (PL/SQL stored procedures, SQL scripts and queries, and Oracle Reports); Oracle Database Administrator; Fusion Middleware/Application Server administrator

b. Skills with Sun Solaris/Linux system administrator

c. Web developer skills (HTML, JavaScript, Cascading Style Sheets, XML)

d. Skills with Excel/VBA programming: Offline assessments (utilizing numerous complex spreadsheets), AFRL Meeting of the Managers (MoM) structure/etc, setting compensation, importing comma-delimited text files into offline spreadsheets and exporting data to a file to be uploaded to C2S2; program validation to ensure integrity of employee assessments and resulting employee salary adjustments; development of web-based training tools; use of VBA macros to create ad-hoc charts, and creating interactive employee assessment forms

e. Skills with Basic SAS module, SAS Insight module, and the SAS Statistics module to support modeling and analysis efforts while allowing management of the data, merging data from external sources, and conducting analysis within a single software system, with the ability to conduct most of analyses using stored programs rather than interactive techniques using SAS to directly write to Excel files that can be linked to PowerPoint presentations

f. Skills with statistical procedures such as linear regression, logistic regression, correlation analysis, and a variety of statistical tests

g. Microsoft Office Excel and PowerPoint skills
