PROPOSALS OR BIDS AND NO CONTRACT WILL BE AWARDED AS A RESULT OF

THIS ANNOUNCEMENT

This RFI is for market research and planning purposes only. Information received will assist the United States Space Force’s (USSF) Space Acquisitions and Integration Office (SAIO) in determining the best acquisition strategy for award consideration of continued non-commercial, non-personal services. The completion of the current contract’s performance is forecasted for 30 April 2026. The current contract’s Procurement Instrument Identifier is FA251822C0001. The North American Industry Classification System (NAICS) for this requirement is 517810 – All Other Telecommunications.

This is not a request for proposal. Your response to this RFI is strictly voluntary and will be used by the USSF’s SAIO to further its market research and future contract strategy planning.

Vendors may submit pre-response questions regarding this RFI directly to the Government's Points of Contact listed in this announcement and the attached PDF document no later than 22 June 2023. The Government will provide a summary of all questions received along with the Government's response to the questions on or about 29 June 2023. Vendors may then submit its response to the Government’s questions and any additional information it deems relevant on or before the closing time of this RFI, 10 July 2023. Interested vendors will submit its response to the RFI via SAM.gov in PDF or Microsoft Word format. Reference the PDF attachment titled ‘RFI_1_FY26 SSPARS Reacquisition’ for detailed information.

Overview

The Solid State Phased Array Radar System (SSPARS) Program is comprised of six Geographically-Separated Units (GSU) in the Northern Hemisphere. There are four Upgraded Early Warning Radar (UEWR) sites at the following locations: 6th Space Warning Squadron (SWS) at Cape Cod Space Force Station (SFS), MA; 7 SWS at Beale Air Force Base (AFB), CA;

12 SWS at Pituffik Space Base, Greenland, and 13 SWS/213 SWS at Clear SFS, AK. While radar operations are performed by military members assigned to the four GSUs, the contractor performs a radar operator/intelligence support mission at Beale AFB, CA and Cheyenne Mountain SFS, CO.

Royal Air Force (RAF) Fylingdales, United Kingdom (UK) provides Military Satellite Communications (MILSATCOM) support to the UEWR maintained by the United Kingdom contractor. The Long Range Discrimination Radar (LRDR) was added at Clear SFS, AK and is part of the SSPARS Program. It is a Solid State Phased Array S-Band, 2-faced radar, which is remotely operated at Beale AFB, CA and Cheyenne Mountain SFS, CO. A contractor performs operations and maintenance (O&M) of installation and site requirements in support of these missions. Combined, these sites provide missile warning, missile defense, and space surveillance capabilities in support of the Space Delta 4 missions.

General Contract Scope The contract to be awarded will provide non-personal services, administrative, financial, and managerial resources across the following broad missions and services areas:

• radar operations support, radar maintenance

• mission computer maintenance

• technical assistance

• exercise and testing support

• training support

• military satellite communications

• communications-electronics and network support

• supply and fuels

• environmental, occupational health, medical, and public health

• civil engineering

• vehicle and traffic management

• services (food and morale/welfare activities)

• industrial, physical, and operational security

• information management

The contract will provide continuous 24-hours-a-day, 7-days-a-week (24/7) support for all GSUs.

Questions

1. Attachment 1, ‘Atch 1_SSPARS PWS_2023-04-17’ provides the current contract’s

Performance Work Statement. Please provide your rational and state the pros, cons and other recommendations for the following:

a. Structure

b. How the Government has specified / captured the stated ‘Standards’ for the performance requirements (citing and/or listing of policies, publications, instructions, etc.)

c. Recommendations for improvement, amending, etc.

2. The Government intends to award a Single Award, Hybrid Contract with Firm Fixed Priced Labor Contract Line Items (CLINs) and Cost Reimbursable CLINs for certain Other Direct Costs. Please provide your rational in support of or against this contract type approach and your rational for an alternative contract type for the Government’s consideration.

3. Please provide your recommendation and rational for the ideal performance period for a follow-on contract. Five, seven, ten or other recommended number of years?

4. Assuming full contract responsibility on 1 May 26, what phase-in length is necessary and what date should the Government award the contract?

5. Provide your recommended evaluation factors and sub-factors and rational for such the

Government should consider for evaluation of potential vendor proposals. What type of trade-off, if any, would be appropriate and why?

6. What types of incentives, if any, other than Award Fee, would you like to see on this contract?

What are the reasons for this incentive and how would it help control cost and/or performance.
