1.0 SSPARS General Requirements:
1.1. Mission. The Solid State Phased Array Radar System (SSPARS) Program is comprised of five radar sites at the following SSPARS Geographically-Separated Units (GSUs) in the Northern Hemisphere: 7th Space Warning Squadron (7 SWS) at Beale Air Force Base (AFB) California (CA); 6 SWS at Cape Cod Space Force Station (SFS) Massachusetts (MA); 13/213 SWS at Clear SFS Alaska (AK); Royal Air Force (RAF) Fylingdales, United Kingdom (UK); and 12 SWS at Thule Air Base (AB) Greenland (GL). Combined, these sites provide missile warning, missile defense and space surveillance capabilities in support of the Delta 4 missions. Radar operations are performed by military members assigned to the five GSUs. The contractor performs operations and maintenance (O&M) of installation and site requirements in support of these missions. The contractor also performs a radar operator/intelligence support mission at the following SSPARS locations; Beale AFB, CA and Cheyenne Mountain Space Force Station (CMSFS), CO.
Site Applicability: Beale AFB, Cape Cod SFS, Clear SFS, RAF Fylingdales, Thule AB and CMSFS
1.1.1. SSPARS Scope. Provide all non-personal services, administrative, financial, and managerial resources necessary on a continuous 24-hours-a-day, 7-days-a-week (24/7) basis to support the five SSPARS installations/sites in the following missions and services areas: radar operations support, radar maintenance, mission computer maintenance, technical assistance, exercises and testing support, simulation trainers, training development and support, military satellite communications, communications-electronics, electronic system management, supply, fuels, Non-Classified Internet Protocol Router Network (NIPRNet), Secret Internet Protocol Router Network (SIPRNet), environmental, occupational health, medical and public health, civil engineering, vehicle and traffic management, services (food and morale/welfare activities), industrial, physical and operational security, information management, and transition (phase-in/out) activities. Includes security classification up to Top Secret (TS)/Sensitive Compartmented Information (SCI) level in support of site Sensitive Compartmentalized Information Facility (SCIF) and communications requirements.
Site Applicability: SSPARS contracted services vary by site; applicability is clearly stated in individual PWS paragraphs.
1.1.1.1. Long Range Discrimination Radar (LRDR). LRDR is a Solid State, phased-array, S-Band, 2-faced radar, remotely operated through the use of the Missile Defense Agency’s (MDA) Command, Control, Battle Management and Communications (C2BMC) system. LRDR is a new system being fielded at Clear SFS with an Initial Operational Capability (IOC) planned for FY21. LRDR Full Operational Capability (FOC) and Transition and Transfer (T2) is anticipated to occur in FY23, 2-years following IOC. While LRDR’s Operations and Maintenance (O&M) support occurs onsite at Clear SFS, LRDR operator support is executed remotely from Primary and Alternate LRDR Missile Defense Operations Centers (MDOC). Contracted LRDR Operator services shall include, but not be limited to, exercises and testing, as well as operator support for system upgrades and modifications.
Site Applicability: Clear SFS, Beale AFB, and CMSFS
1.1.1.2. LRDR MISSION. The radar’s primary mission is to support Homeland Defense against long-range missile threats by expanding Missile Defense (MD) with persistent, long range, mid-course discrimination, and precision tracking and hit assessments. These attributes enable the MD System’s (MDS) Pacific architecture to optimize the defensive capability of the Ground-Based Midcourse Defense (GMD) interceptor inventory and counter evolving threats in the Pacific Region. While LRDR’s design and location are dictated by MDS requirements, the radar’s inherent technical capability also supports the Space Domain Awareness (SDA) mission. Control of LRDR for mission execution occurs remotely through the MDA’s C2BMC system as part of the MDS architecture.
Site Applicability: Beale AFB and CMSFS
1.1.1.3. LRDR Operator Locations. Provide an initial cadre of three (3) LRDR Operators to CMSFS for the final 8-months of Option Year (OY) two (OY2) of the SSPARS Contract; 28 Sep 2020 to 30 April 2021. In OY3 of the SSPARS Contract, the Government anticipates expanding to a full requirement of 22 LRDR Operators, providing operator support at two (2) separate locations; 11 LRDR Operators will perform duties at CMSFS and 11 LRDR Operators will perform duties at the 7th Space Warning Squadron (7 SWS) at Beale AFB. The Primary MDOC will be located at Beale AFB and the Alternate MDOC will be located at CMSFS.
Site Applicability: Beale AFB and CMSFS
1.1.1.4. LRDR Missile Defense Radar Operator (MDRO) Level of Support and Period of Performance (POP). For phase 1 of 2 of this effort, provide an initial cadre of three (3) LRDR Operators to CMSFS for the final 8-months of OY2 of the SSPARS Contract. PoP for the initial cadre is 28 Sep 2020 to 30 April 2021. Phase 2 of 2 is expected to field five (5) teams of two (2) MDROs and an additional “floater” MDRO for a total of 11 MDROs at each MDOC. The Government anticipates ramping up to a full requirement of 22 LRDR Operators capable of sustaining 24/7 operations in OY3 of the SSPARS Contract, with that level of support continuing through OY7. Thus, the anticipated PoP for full requirement of 22 LRDR Operators is 1 May 2021 to 30 April 2026.
Site Applicability: Beale AFB and CMSFS
1.1.1.5. LRDR Security Classification. The LRDR system is expected to operate at a level no higher than SECRET. However, all LRDR Operators at the Beale AFB and CMSFS Sector Operations Centers (SOC) will require TS/SCI clearances as the SOC-B at 7 SWS and CMSFS are located inside a Sensitive Compartmented Information Facility (SCIF).
Site Applicability: Beale AFB and CMSFS
1.1.1.6. Active Cyber Defense. The Air Force (AF) is moving towards active United States (US) cyber defense capabilities and implementation. It is anticipated that active cyber defense support will be required on this contract in support of these requirements in the approximately FY20/FY21 timeframe. The type of work required has not been determined at this time, but if the work is added to the contract, it will be separately negotiated sometime after contract award.
Site Applicability: Still to be determined
1.1.2. Continuance of Performance/Mission Essential Services. In a time of crisis, other services to increase security and well-being may be required on a 24/7 basis as determined by the Installation/Site Commanders/USSF Liaison Officer (USSFLO) and directed by the Contracting Officer (CO). In the event of a crisis declared by the US President and/or the Secretary of Defense, continue performing all PWS requirements. Continue services through all Force Protection and Defense Conditions without interruption. Make written notification to the Installation/Site Commander/USSFLO, the 21 SW Government Program Manager (PM) and CO of any cost impact resulting from declared crises and states of emergencies within 30 days of CO direction to continue work.

1.1.3. Contingency Planning. Develop a contingency plan to provide for continued operations and timely return of systems at all sites to operational status in the event of a declared crisis, catastrophic and non-catastrophic events and work stoppages.

1.1.4. Installation/Site Operations. The Installation/Site Commander/USSFLO may direct the contractor in writing to remove any employee from the installation/site when presence of such employee endangers life, property, or security, or where such employee violates reasonable and necessary regulations or lawful order of the Installation/Site Commander/USSFLO. Categories of violations or misconduct, which may cause employees to be removed from the installation/site include, but are not limited to:
· Security violations
· Negligence, willful damage to, or destruction of property
· Injuries inflicted upon other personnel
· Alcohol or drug abuse

1.1.4.1. Withdrawal of Privileges. Contractor employee abuse(s) of installation/site privileges may, upon investigation of facts and circumstances of any incident, be withdrawn by the installation/site Commander on a permanent or temporary basis.

1.1.5. Third-Party Support. Provide technical information and logistical support for other contractors, subcontractors, or Government agencies in support of upgrades, projects and other efforts impacting PWS requirements and installation/site operations. It is permissible for the contractor to separately contract with third-parties under the following conditions: (a) the services are performed on a non-interference basis with the contractual services performed under this contract, (b) no Government property provided under this contract is used in performance of third-party services without written approval of the CO, and (c) the 21 SW Government PM and CO are informed of third-party contracts prior to final agreement.

1.1.6. Uncleared Personnel Escort. Escort uncleared personnel as requested by the Installation/Site Commander/USSFLO. Provide escort support, except in circumstances where the support will cause mission degradation. Notify the on-site Contracting Officer’s Representative (COR) and CO if requested support is in excess of seven calendar days per project, either consecutive or intermittent.

1.1.8.4. Recall of Contractor Personnel. The Installation/Site Commander/USSFLO will determine the level of contractor participation for any given exercise, inspection or real world event, including recall of contractor personnel back to the site. Overtime requests are recommended by the Installation/Site Commander/USSFLO and approved by the CO.

1.1.9. Firm Fixed Price (FFP) Contract Line Item Numbers (CLINs). Provide on a FFP basis non-personal services for all labor, management, transportation, equipment, materials, supplies and parts (not available through the Integrated Logistics System-Supply (ILS-S) for mission equipment maintenance) and services necessary in performance of PWS requirements that are foreseeable, predictable and can be forecasted.

1.1.10. Cost Reimbursable (CR) CLIN. The Government will reimburse the contractor for Government-approved equipment, materials, supplies and parts which are not foreseeable and cannot be forecasted. Environmental permits/fees, water programs to include water sampling and testing, hazardous waste, landfill testing and analysis, and air source test costs are allowable under the CR CLIN. The Government will reimburse the contractor for Government-approved TDY and non-local travel. The Government will reimburse the contractor for labor hours resulting from approved minor labor surges. G&A is allowable on CR CLIN purchases if applicable; however, neither profit nor fee will be allowed. Submit all proposed CR CLIN items through the on-site CORs, Government PM and CO for approval.

1.1.10.1. EPS Packing CR. 1.1.11. Individual Job Orders (IJOs). This paragraph outlines the Government’s requirement for work which is not specifically identified in the PWS, but which is still within the general scope of this contract. The Government anticipates using FFP or CR IJOs, to be determined by the CO on a case-by-case basis depending on the nature of the work. Develop initial technical and cost proposals for Government review and approval at the request of the CO. Perform planning, development, and distribution of plans and specifications, installation instructions, bills of materials, as-built (red-lined) drawings, specifications, drawings and bills of materials and inspection to complete the job at the work location. Provide all necessary management for IJOs to include technical management, logistics support and services, administrative support and services, engineering, drafting, and similar requirements as they occur. Examples of IJOs include, but are not limited to special reports or surveys related to the technical operation or maintenance of the mission equipment or support systems, special civil engineering tasks or projects for renovation and minor construction. IJOs will be negotiated by the CO prior to any action occurring. Work will commence once a bi-lateral modification is completed and signed.

1.1.12. PWS Organization. PWS requirements have been organized in a manner that facilitates clear and concise description. The grouping of requirements is not intended to imply a preferred organizational structure to meet requirements. A requirement, once stated in the PWS, applies regardless of its location in the PWS. The contractor is expected to understand the interrelationship between requirements and to organize and perform accordingly. The Installation/Site Commander/USSFLO when stated throughout the PWS means the Installation/Site Commander/USSFLO or his/her designated representative. Acronyms are listed in Appendix A, Acronyms. Italicized terms are defined in Appendix B, Definitions, which are an extension of PWS requirements. Publications, or directives, stated within the PWS are listed in Appendix C, Publications. 1.1.12.4. Publication Updates. Comply with the current version of all directive publications. Review publications listed as “Reference” from which PWS directive requirements originate to ensure that the intent of the requirements from which the PWS language originated have not changed. Notify the CO, info copy on-site COR and/or other appropriate Government subject matter experts in writing within 30 days of publication, directive revisions, requirement changes, supplements and rescissions. If there is any cost impact resulting from such revisions, changes, supplements and rescissions, provide any potential cost impacts with the notification. A waiver to the 30 day time limit can be requested through the on-site COR to the Contracting Officer when the publication has to be requested from the Government, not to exceed 90 calendar days after the change to the Government requested publication takes effect. If proper notification is made, directive revisions, changes, supplements and rescissions that increase price will not become effective until the contract is modified and signed by the CO. If the CO is not notified in writing within 30 days, perform IAW directive revisions, changes, supplements and rescissions at no increase to contract price.

1.1.12.5. Workload Data. Provide a Deliverable (D002, Workload Data) that captures workload data throughout the contract. Examples include numbers of actions and types of actions performed, or level of effort required in performance of contract requirements. Deliverable, D002, will be noted for various paragraphs throughout the PWS requirements.

1.1.13. Contractor Performance Assessment Report (CPAR). The contractor will receive an annual CPAR reflecting performance each year of contract performance. The Government SSPARS Program Team will use a Contractor Assessment and Performance Reporting (CAsPR) Matrix to assess and track performance and provide feedback to the contractor throughout each option year. Ratings will be assigned based upon the rating criteria in the CAsPR Matrix for each CPAR category.

1.1.14. Quality Program. Establish, document, implement and maintain a Quality Program to ensure performance meets or exceeds all performance requirements in this PWS.

1.1.15. Contractor Documentation of Contract Performance. Make all information and documentation generated in performance of PWS requirements, or maintained (to include Government-furnished documents) by the contractor in performance of PWS requirements, available in editable electronic format for Government review upon request for the duration of the contract. Generate and maintain all such documentation in an electronic format. Contractor-generated format is acceptable, unless otherwise noted in the PWS.

1.1.16. Resource Utilization. Document the use of Government funding detailing annual CR CLIN projections and expenditures for each option year. Develop budget information including projected costs and unfunded requirements with justification and impact statements as required for continued performance.

1.1.17. Contractor Program Management. Integrate and coordinate all activity needed to execute the SSPARS requirements ensuring timeliness, completeness and quality of contract deliverables, identification and resolution of issues, corrective action plans, proposal submittals, scheduling and proper allocation of resources to minimize impacts of personnel turnover, issues with shift coverage, gaps in qualified personnel and requirements coverage and early identification of subcontract problems and the timely application of corporate resources to preclude subcontract problems from impacting overall prime contractor performance. Immediately report problems affecting functional area accomplishment or contractor performance to the Installation/Site Commander/USSFLO, Government PM, and CO.

1.1.17.1. Contractor Program Integration. Maintain continuity and oversight of the support operations at the six SSPARS installations/sites and the contractor’s Program Management Office (PMO). Communicate and coordinate activities seamlessly, sharing information across installations/sites when such information is beneficial to the program overall and to prevent the same issues being worked independently at multiple sites. Maintain current comprehensive schedules of installation/site projects and activities. Conduct joint Government/contractor Program Management Reviews (PMRs).

Liaise with the site LRDR Integrator (or designated LRDR project POC(s)) as required to ensure awareness of potential impacts to installation support, or conversely impacts to LRDR activities. Communicate and coordinate activities seamlessly, sharing information across installations/sites when such information is beneficial to the program overall and to prevent the same issues being worked independently at multiple sites. 1.1.17.2. Contractor Site Management. Staff a site manager at each SSPARS location and provide the names, cell and duty phone numbers of key contract personnel. Coordinate and maintain a consolidated schedule of installation/site projects and activities (ongoing and planned) to include, but not limited to mission support, construction, military satellite communication systems, network (NIPRNet/ SIPRNet), communications, sustainment, security and other requirements or projects. Brief the Installation/Site Commander/USSFLO on schedule impacts, issues and recommended actions.

1.1.17.2.1. Site Awareness and Notification. Inform, educate, and/or make available to the installation/site Government personnel (military and civilian) the rules, regulations, and procedures for personnel compliance in the interest of safety, security, and mission accomplishment. Report any violations to the Installation/Site Commander/USSFLO.

1.1.17.3. Contractor Knowledge Management (KM). Create, implement and maintain a KM Plan for a sustainable radar and communication system workforce qualified in meeting PWS requirements for the contract period of performance.

1.1.17.4. Contractor Personnel Qualifications, Training, Certification, and Licensing. Staff positions with personnel that are qualified, trained, certified, and licensed to perform PWS requirements. Provide initial and refresher training as required to meet PWS requirements.

1.1.17.5. Contractor Vehicle Licensing, Training and Operation. Personnel operating general-purpose motor vehicles and special-purpose vehicles/equipment will be licensed IAW the applicable US, UK, or Greenlandic standards and will be trained and/or certified.

1.1.17.5.1. Vehicles and Heavy Equipment. The contractor is responsible for providing all vehicles and heavy equipment necessary in performance of contract requirements.

1.1.17.5.2. Vehicles at Thule AB. The 821 ABG will allocate four (4) vehicles provided by the BMC contract to the 12 SWS for SSPARS contractor use.

1.1.17.6. Hand Tools and Equipment. The Government will retain ownership of specialized and mission-unique tools and equipment identified on the Government-Furnished Property (GFP) listing attached to the contract. Various other government-owned hand tools and equipment are being provided to the contractor for use in contract performance as identified on Installation/Site Organizational Visibility Listings. Supplies for, repair, and replacement of these items will be at the contractor’s expense and will not be reimbursed by the Government. The Contractor may utilize this Government property until economically unrepairable as determined by on-site COR. Once the property is replaced by the contractor, it becomes contractor property and be marked accordingly to distinguish it from Government property.

1.1.17.7. Government-Furnished Training. The Government will furnish the training identified in Appendix E. Identify Government-furnished training requests in writing to the on-site COR, 21 SW Government PM and CO for approval, funding and contractual action. If turnover of personnel creates the need for another Government-furnished training quota within 1 year of completion of the last training, the contractor is solely responsible for all costs of obtaining training (including course, travel and per diem costs) and any failure in meeting contract requirements. Additionally, complete Computer-Based Training (CBT) courses identified as required training in individual PWS chapters. Disseminate knowledge gained by contractor personnel at Government training courses and conferences to other contractor personnel requiring the same information.

1.1.17.8. Contractor Common Access Cards (CACs. A CAC is required for contractor personnel requiring on-going access to an AF Installation, or who require AF network access in performance of PWS requirements (to include myLearning web-based training completion).
