STATEMENT OF WORK TO PROCURE AND INSTALL A PAGING SYSTEM AT THE
SAN JUAN REGIONAL OFFICE (355)

1. General Information:
1.1. Title of Project: Procurement and Installation of Paging System.
1.2. Scope of Work- Background: The San Juan Regional Office needs to procure and install a new Paging (PA) System and its components, on all floors (3), including basement, of the San Juan Regional Office. This include, one (1) desktop Paging Station model: Biamp Vocia DS-10 or equal, two (2) wall mounted paging stations model: Biamp Vocia WS-10 or equal, one hundred and thirty-six (136) speakers, two (2) amplifiers model Biamp VA-8150CV, 8 channel, 150W or equal, one (1) Networked Messaging Processor model Biamp MS-1e, Vocia MS 1e or equal, Commercial grade plenum cables, and all necessary equipment and software to complete this project. All connection will start from the IT Communication Closet, a rack is provided, and will distribute to second floor and basement respectively. Contractors shall request a site visit by requesting via email to the following Margarita.Castillo@va.gov, benjamin.bruno@va.gov with cc to raymond.tracey@va.gov. Reference the VBA Request for Quote Number you are requesting site visit for in the subject line of your email.
This contract shall not require access to a VA system or VA sensitive information (e.g., system administrator privileged access to a VA system, or contractor systems or processes that utilize VA sensitive information).
1.3. Performance Period: The Contractor shall coordinate delivery schedule and installation with Regional Office 355 San Juan PR, station Point of Contact.
2. Scope: Contractor shall provide all labor, supervision, materials, parts and equipment, tools and transportation to install this Paging System.
This project requires three (3) Paging Station: one (1) desktop networked paging Station model: Biamp Vocia DS-10 on the 2nd Floor, (Office 161, Ade) and two (2) wall-mounted networked paging Station model: Biamp Vocia WS-10, one in Conference Room 165 and the other on Conference Room 264 respectively. Service Provider will be responsible of materials disposal such as empty boxes and wooden pallets and leave area free of safety hazards, clean and ready for VA Staff to be operational during the day.
2.1. Tasks: The Contractor shall perform the following tasks:
2.1.1. The Contractor shall provide all labor, necessary equipment, material, and professional services to install, test Paging System and its components as described in this SOW and provide training.
2.1.2. The Contractor shall provide, one (1) desktop networked paging station model Biamp
Vocia DS-10 or equal in Office 260; and two (2) wall-mounted networked paging stations model Biamp Vocia WS-10 or equal for the Conference Rooms 165 and 264 respectively.

2.1.3. The Contractor shall install approximately 136 speaker model: JBL 8124, 4 inch, Full
Range Basement two (2), First Floor eighty-six (86) and Second Floor forty-eight (48).
2.1.4. As Subject Matter Expert, The Contractor shall install and distribute speakers throughout the facility: Four (4) Passive end of speaker line supervision model Biamp Vocia PLD-2 or equal, sixty-eight (68) Model JBL MTC-RAIL, Tile Rail for 8124 in-ceiling speakers or equal; one hundred thirty-six (136) Model JBL 8124, 4 inch, Full Range, in Ceiling Loudspeakers or equal.
2.1.5. Contractor shall install commercial grade conductor plenum cables, Amplifier model
Biamp VA-8150CV, 8 channel, 150W constant voltage or equal, Enhanced Networked Messaging Processor Model Biamp Vocia MS-1e or equal, screws for rack system in IT Room (If necessary).
2.1.6. Paging System should have the following features and be able to communicate by zone as follows: Paging to all floors, Paging to Basement Only (Control Room and Fitness Center), Paging to First Floor Only, Paging to 2nd Floor Only.
2.1.7. Paging System should have password or code to access system at each station.
2.1.8. Speakers shall be installed In-Ceiling Loudspeakers, except in basement that may be on the walls. This will be coordinated with Station POC to allow for contarctor’s feedback and recommendation before installation.
2.1.9. After completion of the installation, the Contractor shall test the integration and installation of the products to ensure the system is working and properly configured.
2.1.10. The Contractor shall provide system training for approximately seven (7) employees.
On-site training provided shall meet the minimum requirements as suggested by the software manufacturer and for RO System Administrators.
2.1.11. Under any circumstances, this project should not affect the daily operation of the
Regional Office.
3. Warranty:
3.1 Equipment: The contractor warranty shall include all necessary recommended manufacturers' instructions and accepted industry standards on all equipment identified in the Equipment Maintenance Plan.
3.2 Personnel: The Contractor is responsible to supervise their own employees while on the facilities. Contractor’s personnel shall follow ISSO Rules of Behaviors and regulations according to VA Regional Office and Federal Protective Service. Government shall neither supervise contractor employees nor control the method by which the contractor performs the required tasks. Under no circumstances shall the Government assign tasks to or prepare work schedules for individual contractor’s employee.
4. Place of Performance: (Set-up, Delivery and Installation costs shall be included in your price.). The building has a loading dock available (Coordinate with Station POC for exact location or configuration of loading dock to accommodate your vehicle(s).

5. Hours of Operation: The contractor is responsible for conducting business, between the hours of 7:00pm -12:00 midnight Monday thru Friday and Saturdays from 6:00am thru 3:30pm, except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. When necessary, to avoid interruptions and operations of VA Staff, and with prior coordination, the contractor will have to work after duty hours. At all time, the Contractor must maintain an adequate workforce for the uninterrupted performance of all tasks defined within this Statement of Work when the Government facility is not closed for the above reasons. To request access outside of normal hours of operation, please coordinate 48 hours prior during the work week and 72 hours prior on the weekends.

6. GENERAL REQUIREMENTS
6. 1. The Contractor shall complete all work within 45-60 calendar days after receipt of order.
6.2. The Contractor shall provide all manuals and documentation for the installed products including diagrams of the installation.
6.3. The Contractor shall provide all necessary equipment to complete this project.
6.4. Staging and Storage: Contractor shall not deliver any equipment or material to the facility.
VA Regional Office does not have the capability to store any equipment. Coordinate any deliveries with the station poc.
6.5. Daily, the contractor will remove from the government facility and dispose of all packing materials and debris. Dumpster is not available in the facility.
6.6. This contract shall not require access to a VA system or VA sensitive information (e.g., system administrator privileged access to a VA system, or contractor systems or processes that utilize VA sensitive information). This Physical Security System will not access, interfere, exchange, store, communicate or transmit any information regarding VA data. This system is a stand-alone and will not have internet capability, therefore cannot and will not be able to access remotely.
6.7. The Contractor shall reimburse the VBA for costs associated with repairs due to the installation effort. It is incumbent upon the Contractor to identify any existing building damage prior to the commencement of installation and submit a daily checklist to VBA.
6.8. There is a Loading Dock and Freight elevator available.
6.9. When project is completed, the Contractor shall provide a certification indicating that installation DOES NOT and WILL NOT interfere, access, communicate under any circumstances with VA Data.
7. SAFETY AND HEALTH
7.1. All work shall comply with the applicable requirements of 29 CFR 1910/1926 and 40 CFR 761.
All work shall comply with applicable state and municipal safety and health requirements.
7.2. The Contractor shall assume full responsibility and liability for compliance with all applicable regulations pertaining to the health and safety of personnel during the execution of work. The Contractor shall hold the Government harmless for any action on its part or that of its employees or subcontractors, which results in illness or death.
7.3. The Contractor shall provide all necessary safety equipment and ensure that such equipment and all relevant safety procedures are adequate for the job being performed and are utilized properly.
7.4. If necessary, the work area shall be barricaded or otherwise blocked off from the public or occupants to prevent unauthorized entry into the work area.
8. SECURITY REQUIREMENTS
8.1. Picture ID will be required for all persons entering the building.
8.2. The Contractor shall provide all supervision, transportation, labor, material, and professional services to install the access control solution, as described in this Statement of Work. Contractors are used, the Project Manager (PM) that is representing the contractor shall provide the names of personnel and companies that those personnel work for, to the POC listed on this SOW at least 72 hours in advance of the arrival of any personnel utilized by the awarded contractor.
8.3. All material, tools, and equipment will be subject to search and/or scanning upon entry to building.
