About this file

This document is a Statement of Requirement for the procurement of an Optical Table with Vibration Isolation. The National Institute of Standards and Technology (NIST) requires the optical table to support sensitive instrumentation used for gas detection research. The key specifications include a 4x8 foot stainless steel optical breadboard tabletop with 1/4"-20 threaded holes, supported by four active vibration isolation legs. The contractor must provide a one-year warranty and installation at the NIST facility in Gaithersburg, MD. Delivery is required within 12 weeks of award.

The related federal contract opportunity is a combined Synopsis/Solicitation for this requirement. It is a Request for Quotations (RFQ) under Simplified Acquisition Procedures, using NAICS code 334516 with a small business size standard of 1,000 employees. The evaluation criteria is lowest priced, technically acceptable quotation. Contractors must provide documentation demonstrating their product meets the technical requirements and submit a firm-fixed price quotation.

STATEMENT OF REQUIREMENT

TITLE: Procurement of One Optical Table with Vibration Isolation

LAB REQUESTING SERVICE: Material Measurement Laboratory, Chemical Sciences Division, Optical Measurements Group

I. BACKGROUND

NIST designs highly sensitive instrumentation for ultra-trace gas detection in the mid and near-infrared. Recently, the gas sensing metrology group has focused on spectroscopy using optical cavities and optical frequency combs.

To expand the optical capabilities of the growing laboratory, an additional optical table with vibration isolation is required.

II. SPECIFICATIONS

Contractor shall provide one (1) Optical Table with Vibration Isolation that meets the following minimum technical requirements.

System Requirements:

• Optical table with vibration isolation shall consist of one optical breadboard tabletop and four support legs with active vibrational isolation.

• To facilitate delivery and installation, optical breadboard tabletop may be shipped as either one or two sections. If shipped as two sections, the two sections must be joined at NIST to form a continuous single optical breadboard tabletop meeting all minimum specifications.

• The optical breadboard tabletop shall be 4 feet wide, 8 feet long, and 1 foot thick (48” x 96” x 12”).

• Optical breadboard tabletop shall have 1/4”-20 threaded holes spaced by a center-to-center distance of 1 inch.

• Optical breadboard tabletop shall have a hole-free boarder region around the edge of the optical breadboard tabletop with boarder width less than or equal to 2 inches.

• Optical breadboard tabletop shall have top and bottom plates constructed of stainless steel.

• Top and bottom plates shall be 5 mm thick with a tolerance of plus or minus 2 mm.

• Optical breadboard tabletop shall have top and bottom plates constructed of ferromagnetic metal material

(e.g., stainless steel).

• Optical breadboard tabletop shall be supported by four active vibration isolation legs.

• Active vibration isolation legs shall have a height no shorter than 18inches and no taller than 24 inches.

• Active vibration isolation of each leg shall be performed by pressurized air or pressurized nitrogen

(pressurized gas source not provided by contractor).

• The working height of the optical table with vibration isolation shall be no shorter than 30inches and no taller than 36 inches.

Warranty:

The Contractor shall provide, at a minimum, a one-year warranty for the equipment. The warranty shall cover all parts, labor and travel. The warranty shall commence upon Government acceptance.

Installation:

The Contractor shall install the instrument at NIST in Gaithersburg, MD. Installation shall include, at a minimum, uncrating/unpacking of all equipment, set-up and hook-up of all equipment, start-up, demonstration of specifications, and removal of all trash. Instrument shall operate to manufacturer’s specifications upon installation. Installation shall take place during normal business hours, between 8:30 am and 5:00 pm Eastern

Time, Monday through Friday except Federal Holidays, and will be coordinated with the NIST Contracting

Officer’s Representative (COR) or Subject Matter Expert (SME). Installation shall occur the same day as delivery.

III. DELIVERY

Delivery terms shall be FOB Destination and shall take place during normal duty hours which are Monday through Friday, 7 a.m. to 3:00 p.m. with the exception of Federal holidays. Delivery shall occur within 12 weeks after award.

IV. DELIVERABLE8

Description Quantity Due Date

Optical Table with Vibrational Isolation One (1) 12 weeks after award

Installation 12 weeks after award (coincident with delivery)

V. ACCEPTANCE CRITERIA

The NIST Contracting Officer’s Representative shall verify that all performance standards in this statement of requirement have been met for acceptance.
