About this file
This is a Request for Proposal issued by the City of Lakeland, Florida, soliciting qualified consulting firms to conduct a General Employee Wage Study. The study will evaluate the competitiveness of the City's compensation levels for non-bargaining employee classifications by comparing minimum, midpoint, and maximum salaries with peer public sector organizations. The scope encompasses approximately 1,663 budgeted positions across 493 job classifications within the City's workforce of approximately 2,453 total budgeted positions. The proposal submission deadline is February 13, 2026, with vendor selection planned for March 2, 2026. The project must be completed within five months of contract execution. Deliverables include a comprehensive wage study report with compensation data tables, market position analysis, observations and conclusions provided in both Excel and PDF formats, and a final presentation to City leadership.
The RFP does not specify a contract award value or budget range, indicating the City will evaluate pricing proposals competitively. Proposers must submit fixed-price proposals with a detailed milestone-based fee schedule and clearly itemized reimbursable expenses. Qualified respondents must demonstrate experience completing three similar public sector wage studies within the past five years and possess familiarity with the Florida labor market. Vendors must maintain commercial general liability insurance of $1,000,000 and professional liability insurance of $1,000,000 for three years following project completion. The RFP does not identify any specific set-aside designations, disadvantaged enterprise restrictions, or incumbent vendor information. Proposals remain valid for 60 days from opening, and the City reserves the right to reject any or all proposals or modify the project scope at its discretion.
