Request for Information
SP4703-20-R-0003
Please provide a response ONLY if you are able to provide ALL the services outlined below.
1. DISCLAIMER: This Request for Information (RFI) is for planning purposes only and is not a Request for Proposal (RFP), Invitation for Bid (IFB), or an obligation on the part of the Government to acquire any services. Responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. The Government reserves the right to determine how it should proceed as a result of this notice. Furthermore, those who respond to this RFI should not anticipate feedback with regard to its submission. The Government will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party’s expense. The information provided in this RFI is subject to change and is not binding on the Government.
2. LOCATIONS:
Defense Logistics Agency Aviation, Richmond, Virginia Defense Logistics Agency Land and Maritime, Columbus, Ohio Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania
3. OBJECTIVE: The purpose of this request is to obtain information on potential sources that can provide access to an array of technical and procurement data through electronic media for the ENTIRE suite of software identified in Paragraph 4. The Government seeks sources that are able to immediately supply the same level of services/search capabilities as the suite of software described in Paragraph 4 below. The Government requires the ENTIRE suite (all or none), which includes the following brand names of which IHS Global, Inc., is the sole and exclusive owner.
4. SCOPE OF WORK: The vendor shall provide the ENTIRE suite of software shown below:

1. Haystack Provides comprehensive technical, pricing, and availability data on more than 190 million defense equipment parts
2. ILS (Inventory Locator Service)
Provides search capability for spare and excess material by using queries on National Stock Number (NSN) and/or CAGE / Vendor P/N
3. CAPS Universe Provides access to critical information on electronic components, electro-mechanical parts and fasteners from over 2,000 worldwide manufacturers. The tool assists in establishing the best Diminishing Manufacturing Sources and Material Shortages (DMSMS) practices
4. Catalog Xpress Provides a comprehensive collection of manufacturer’s catalogs, with search function to locate P/N, NSN, Mil-Spec., etc.
5. Standards Expert Provides a search from more than 370, IHS cataloged standards;
provides a single source for all standards information
5. DESCRIPTION OF INFORMATION REQUESTED: All interested vendors with an ability to provide ALL of the software shown above shall provide a capability statement to identify your business size (large or small) in relation to your NAICS code and business status. The capability statement shall include the following:
a. Company information:
Company name CAGE code DUNS number Size of business relative to NAICS code Mailing address e-mail address Telephone and fax numbers Name, telephone number, and e-mail address of a point of contact having the authority and knowledge to clarify responses with Government representatives and who can verify the demonstrated capabilities identified in the response
b. Any questions or clarification requests regarding the requirement
c. Brief description of any potential constraints or boundary that you anticipate regarding this requirement.
6. Any information provided by industry to the Government as a result of this RFI is strictly voluntary. Responses will not be returned. As a reminder, no entitlements to payment of direct or indirect costs or charges to the Government will arise as a result of contractor submission of responses, or the Government’s use of such information. The information obtained from industry’s responses to this notice may be used in the development of an acquisition strategy and a future RFP (if applicable). The limit for all responses is not to exceed ten (10) single-sided pages, in searchable PDF format.
7. All interested parties shall submit a response to this RFI via email to Thomas.J.Walsh@dla.mil with the subject line of the email “On-line Database Access”.
Responses shall be received no later than 4:00 p.m., Eastern Standard Time, April 20, 2020.
