3. A DESCRIPTION OF THE SUPPLIES, EQUIPMENT, OR SERVICES
REQUIRED TO MEET AGENCY NEEDS (INCLUDING THE ESTIMATED
VALUE OF THE ACQUISITION INCLUSIVE OF OPTIONS): The GN program currently has four highway compliant mobile steam generators, which have been in service since 2000, 2002, 2008, 2010 and are in poor working condition. During 2014, New York State and Federal GN Program employees conducted a total of 1,744 regulatory treatments on farm and construction equipment to prevent GN spread.
Stakeholder demand for heat treatment service has exceeded the capabilities of the current four steam generators. The addition of the fifth steam generator will help aid the GN program at this time to meet stakeholder requests for heat treatment services. Heat treatment services are often conducted in various remote farm locations for extended periods of time, and the unit must be a mobile trailer with a self-contained electrical generator to provide power to the unit, water tank to supply water in order to produce steam, and diesel fuel tank to feed the burner.
The following is a specific product description, which has been proven to meet GN program mission requirements regarding treatments as outlined in PPQ Treatment Manual; Treatment Schedule T406-d for the treatment of Golden Nematode contaminations of miscellaneous products;

4. IDENTIFICATION OF THE STATUATORY AUTHORITY PERMITTING
NONCOMPETITIVE ACQUISITIONS:
6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements.
5. A DEMONSTRATION THAT THE PROPOSED CONTRACTOR’S UNIQUE
QUALIFICATIONS OR THE NATURE OF THE ACQUISITION REQUIRES
USE OF THE AUTHORITY CITED:
In order to meet the heat treatment requirements as outlined in the PPQ Treatment manual the equipment used must meet specific specifications. The detailed specification of the equipment needed is outlined in section-header 3 of this document. The treatment of miscellaneous products contaminated with GN is always conducted at a field site location where electric power, fuel, and a water source are not always available.
Therefore the steam generator must be a self-contained mobile unit with a generator, diesel fuel tank, water supply tank, and the steam generator unit capable of carrying all necessary supplies to conduct treatments.
According to the PPQ treatment manual page 5-5-24 "Steam heat for 60 minutes after all temperature sensors reach 140°F (60°C)", and at a remote location the unit must be a self-sustaining steam generator for extended periods of time. The PPQ treatment manual recommends this treatment for air volumes up to 6000 ft3, and the mobile unit from Sioux Steamer Generator is able to accomplish treatments at the maximum recommended volume requirement. The treatment manual also outlines on page 5-5-26 that "The steam generator is placed approximately 20 feet from the front of the enclosure and connected to a steam introduction line (hose)." In order to get the steam generator within 20 feet of the enclosure the unit must be easily moved to accommodate the position of the article being treated, and the Sioux Steam Generator accomplishes this task. Also outlined in the treatment manual on page 5-5-24 "A flexible steam introduction hose, approximately 20 feet in length, connects the steam generator to a 10 foot U• shaped pipe capped at the ends, with 0.5 inch holes every 12 inches", and the Sioux Steam Generator has the output volume and the ability to connect the required hardware in order to perform the treatment as outlined by PPQ.
When the PPQ GN program was first implemented, Sioux Steamer Generators were designed specifically for the PCN and GN application. The USDA purchased the current steam generators from Sioux. They are the only company that manufactures this steam generator that meets all the requirements perform heat treatments as outlined in the regulations, program specific requirements, and meet the logistical needs of the stakeholders' isolated GN infested field locations.
6. A DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE
SOLICITED FROM AS MANY POTENTIAL SOURCES AS IS
PRACTICABLE, INCLUDING WHETHER A NOTICE WAS, OR WILL
BE, PUBLICIZED AS REQUIRED BY FEDERAL ACQUISITION
REGULATION (FAR) SUBPART 5.2, AND IF NOT, WHICH EXCEPTION

7. A DETERMINATION BY THE CONTRACTING OFFICER THAT THE
ANTICIPATED COST TO THE GOVERNMENT WILL BE FAIR AND
REASONABLE, AND THE BASIS FORTHAT DETERMINATION:
The price is deemed fair and reasonable in comparison to other units which do not meet the sanitizing criteria. The price of $35,510 is deemed fair and reasonable based on previous years purchase.
8. A DESCRIPTION OF THE MARKET RESEARCH CONDUCTED (FAR
PART 10) AND THE RESULTS, OR AN EXPLANATION OF THE REASON
MARKET RESEARCH WAS NOT PERFORMED:
See part 6.
9. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL
AND OPEN COMPETITION - FAR 6.303-2(a)(9):
The GN Program currently has four Sioux Steam Generators to complete the regulations outlined in the PPQ Treatment manual. Our GN supply division currently carries 25 different repair parts with a total inventory of 80 repair parts to support the current four steam generators in order to accomplish our program mission. If we order a different type of steam generator our supply cage will need to stock a separate supply of repair parts.
The GN program currently has operating training and procedures in place for the current Sioux Steam Generators, fleet mechanics are trained on repairing the Sioux Steam Generators, and the current GOV's are set up and capable of pulling the current steam generators. A new brand of steam generator would require the Regulatory and Fleet staff consisting of three officers, three technicians, and three seasonal employees to be trained on a new piece of equipment.
