To: Code 02 Simplified Acquisition Branch

Subj: SOLE SOURCE JUSTIFICATION

1. DESCRIPTION OF REQUIRED SUPPLIES/SERVICES, ESTIMATED VALUE,

AND DELIVERY REQUIREMENTS

This purchase is for the development of a converter from Leading Edge Architecture for Prototyping Systems (LEAPS) database structure to input files for Energy Finite Element Analysis (EFEA) software. The contractor shall: 1) Develop a code that can extract information from the LEAPS database and generate a 3D Energy Finite Element Analysis (EFEA) model; 2) Provide a user guide; 3) Provide the created EFEA input deck of the concept submarine; 4) Provide a PowerPoint to document all findings and future recommendations.

The owner of the EFEA software and sole provider for training and support is Michigan Engineering Services, LLC (MES), which is under assessment for its applicability to support future submarine design programs.

Manufacturer:

Michigan Engineering Services, LLC 2890 Carpenter Rd, Suite 1900, Ann Arbor, MI, 48108 POC: Nick Vlahopoulos, nv@miengsrv.com, 734-358-0792

2. SUPPORTING DOCUMENTATION FOR SOLE SOURCE BASED ON

CONTRACTOR’S UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION

Through a Phase II SBIR contract N00014-05-C-0146 Mic igan Engineering Services (MES) developed an Energy Finite Element Analysis (EFEA) code that allows the use of finite elements for conducting mid to high frequency structural-acoustic simulations. MES is the developer and owner of the EFEA code and has the experience working with LEAPS funded by NSWC- Carderock in the past. The project would require the knowledge and usage of the EFEA and LEAPS, which makes the MES to be the only company capable of providing this service.

EFEA is currently in usage at Carderock in support of ONR Integrated Structural Acoustics Tools and TSEP SSN (X) projects.

Michigan Engineering Services LLC developed EFEA and is the only company capable of properly supporting and maintaining the software. Their proprietary knowledge of the software they developed is not available on the commercial marketplace.

Therefore, in accordance with FAR 13.106-1(b)(1)(i) it has been determined that the circumstances of this contract action deem only one source reasonably available.

3. MARKET SURVEY

A market survey was conducted primarily through online research and communication with the vendor. Michigan Engineering Services LLC developed EFEA and is the only company capable of properly supporting and maintaining the software. Michigan Engineering Services LLC is a women-owned small business.

Commercially relatable codes are not available. Commercial Finite Element Analysis Codes, such as ABAQUS or NASTRAN, are limited to low to mid frequencies. The discretization needed for high frequency models make them too large to run efficiently. Energy Finite Element Analysis is intended for mid to high frequencies.
