About this file
This document is a justification and approval for using other than full and open competition to award a sole source contract modification. The Mid-Atlantic Regional Maintenance Center of the Naval Sea Systems Command requires replacing fire damaged cables onboard the USS IWO JIMA (LHD-7) by January 18, 2023. The repairs are estimated at $1,000,000 and will be conducted under an existing contract with General Dynamics NASSCO-Norfolk awarded on December 22, 2021. Due to the ship's operational schedule and urgency to restore mission capabilities affected by the fire damage, full and open competition procedures would result in an unacceptable delay beyond the required completion date.

General Dynamics NASSCO-Norfolk was awarded contract number: N00024-22-C-4490 on 22 December 2021 to provide for and accomplish the Chief of Naval Operations Maintenance Availability (CNO) TPPC-LHD7-MARMCN22-CN01 for USS IWO JIMA (LHD-7).
Fire damaged the starboard side of compartment 01-25-0-A. Ships force reported that the fire occurred before their deployment. A job was created requesting an assessment of the damage and recommended course of action. The MT just received the recommended course of action. There is extensive damage to 2 main cableways in space 01-25-0-A, involving dozens of cables. Some cables run aft, forward, and down to the main deck. Some cables have burnt outer insulation and several dozen are burned to the extent of having exposed conductor. Two, 333.1 overhead lights need to be replaced. Continued operation in this condition would cause extreme safety risk. There is also a large number of combat system alts being accomplished in the avail; many of the cables damaged are tagged with a C5 identifier, which may cause issues with combat systems rendering it inoperable effecting mission readiness.
