SUBJECT: J&A – WEBMETHODS SOFTWARE LICENSES AND MAINTENANCE

RENEWAL

In FY11, the LCDS Portfolio expanded the use of webMethods to perform all data sharing including system-to-system for end users (FLIS Portfolio Data Warehouse, webFLIS, and Passthrough). The result of this implementation was the decommissioning of duplicative data sharing capabilities and cataloging applications. The continued focus of these projects is to consolidate several DLA Information Operations applications and the tool sets used to develop them.

These activities are supported by the DLA Information Operations J62 senior systems architect, senior systems engineers, senior software engineers, program managers, program analysts, logistics data managers and system developers. The current action provides necessary support and sustains existing capabilities. If the current brand name restriction is not maintained, the DLA Information Operation J62H LCDS Portfolio will have to undergo the redevelopment of all LCDS Portfolio systems that use webMethods due to the fact that the codebase is written in webMethods FLOW, which is a proprietary program language. The User Interfaces are written in Composite Application Framework (CAF), which is also a proprietary Application Programming Interface (API) and only runs on My webMethods Server. The brand name webMethods maintenance is proprietary and only offers updates and patches through the manufacturer. In order to use a different Software Suite for the LCDS Portfolio applications to run on, the FLIS PMO would have to re-develop all code to be compatible with a new framework, using a different programming language than currently in use. The existing webMethods perpetual licenses do not allow for use in a cloud operating environment. The procurement of cloud rights will support the rehosting of the webMethods based applications from the DISA Datacenter into the Microsoft Azure cloud.

Based on the foregoing information, only one source is capable of providing the necessary highly specialized webMethods software licenses and maintenance renewal needed to provide continuing support to the DLA FLIS System Program Management Office. Additionally, the brand name software license and maintenance is peculiar to one manufacturer and is essential to the Government's requirements, thereby precluding consideration of a product manufactured by another company.

6. A DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE

SOLICITED FROM AS MANY POTENTIAL SOURCES AS IS PRACTICABLE.

The requirement will be synopsized as Unrestricted through the Contract Opportunities website as a combined synopsis/solicitation, and all authorized resellers of webMethods will be eligible to submit a proposal.

7. DETERMINATION BY THE CONTRACTING OFFICER THAT THE

ANTICIPATED COST TO THE GOVERNMENT WILL BE FAIR AND

REASONABLE:

As the Contracting Officer, I hereby determine that the anticipated cost to the Government will be fair and reasonable. The Government will attempt to obtain offers from as many responsible authorized resellers as practicable. Proposals will be analyzed in accordance with
