BRAND NAME SPECIFICATION

Spectrum Analyzer Procurement

DESCRIPTION OF REQUIREMENT:

of the Naval Undersea Warfare Center Division, Newport

(NUWCDIVNPT) is

A component of this system is an instrument called a spectrum analyzer. This spectrum analyzer is fielded on s and is an integral part of the system. The current spectrum analyzer is end-of-life (EOL) and can no longer be procured. In support of this replacement procurement due to EOL of the legacy unit, it is necessary to purchase the replacement for the spectrum analyzer which is referred to as a signal analyzer. One unit is required for the lab in order to support System Design Verification Testing (SDVT) efforts.

Another unit is necessary to fulfill Environmental Qualification Testing (EQT) requirement testing.

The signal analyzer has a lead-time of 15 weeks and a required delivery date of 31 January 2021.

BRAND NAME SPECIFICATION:

The current legacy spectrum analyzer, E4443A, is utilized in a larger system within the and is an integral part of the system. The legacy spectrum analyzer E4443A, manufactured by

Keysight Technologies, has since been discontinued and needs to be replaced with the direct replacement part, the N9030B PXA signal analyzer. The spectrum analyzer provides a communication circuit or Radio Frequency (RF) signal path for the to detect energy at prescribed frequencies at near zero energy fields. The N9030B PXA signal analyzer is a direct replacement based on form, fit and function from Keysight Technologies.

Keysight Technologies is the Original Equipment Manufacturer (OEM) of the N9030B PXA model of the Signal Analyzer. NUWC is not certified, nor authorized, to make any reconfigurations to the originally certified system, or substitute alternate parts. Only Keysight, or authorized resellers, can provide this specialized instrument with the physical dimensions and functional capabilities that the Government requires. Therefore, parts must be ordered through the OEM directly or an authorized reseller. The use of any brand other than Keysight would have an unplanned cost and a schedule impact. . The cost impact of purchasing a different brand would be approximately for the installation, logistics, and design efforts.

Additionally, modifying the system design interfaces to use another brand would also lead to at least a two-month delay, which creates unacceptable schedule delays.
