Combined Synopsis and Solicitation

This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 –Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation will be posted for less than fifteen (15) days in accordance with FAR 5.203(a)(2).

Request for Quote (RFQ) number is N66604-20-Q-8580. This requirement is being solicited as a 100% small business set-aside. This requirement is for Keysight Signal Analyzers; no substitutions will be allowed. The North American Industry Classification System (NAICS) code is 334515. The Small

Business Size Standard is 750 employees.

Naval Undersea Warfare Center, Division Newport (NUWCDIVNPT) intends to purchase on a Firm

Fixed Price basis, Keysight Spectrum Analyzers, as detailed below. Required delivery lead time for all items must be indicated in the submitted quote, F.O.B. Destination, Naval Station, Newport, RI.

In accordance with DFARS 252.211-7003 Item Identification and Valuation, the Contractor shall provide a Unique Item Identifier (UID) for all deliverables for which the Government’s unit acquisition cost is

$5,000.00 or more. If UID applies, payment will be via Procurement Integrity Enterprise Environment

(PIEE) (formerly known as Invoice, Receipt, Acceptance, and Property Transfer (IRAPT) and Wide Area

Workflow (WAWF)). If UID does not apply, and if there are no surcharges, the Government’s preferred payment method is via credit card. The Offeror shall confirm Government Purchase Card is an acceptable form of payment within the quotation.

This solicitation requires active registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov.

This requirement will be awarded to the Offeror with the lowest price technically acceptable (LPTA) quote. In order to be determined technically acceptable, the Offeror must (1) quote the Signal Analyzers which meet the requirements specified above, in the required quantities above, as well as be new; no used or refurbished items will be allowed; (2) offerors must be authorized resellers or authorized distributors of

Keysight and provide proof of authorized status; (3) the Government will consider past performance information in accordance with DFARS Provision 252.213-7000, where negative information within

Supplier Performance Risk System (SPRS) may render a quote being deemed technically unacceptable.

Quotes shall be submitted electronically via email to Dylan Griffis at Dylan.Griffis@navy.mil and must be received on or before Friday, September 25, 2020 at 2:00PM Eastern Standard Time (EST). Quotes must include signed representation in FAR 52.204-24. Quotes received after this date are late and may not be considered for award.
