Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C260-25-AP-2278

1. Contracting Activity: Department of Veterans Affairs, VISN 20, White City VA Southern Oregon

Rehabilitation Center and Clinics at 8495 Crater Lake Hwy, White City, OR 97503.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

MediaLab cloud-based document control software services for Base plus 4 Option Years. Estimated total cost for the B+4 is .

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

FEDRAMP is mandatory for all executive agency cloud depoloyments. Please refer to the FedRAMP policy memo at https://www.fedramp.gov/assets/resources/documents/FedRAMP Policy Memo.pdf. According to the market research, MediaLab’s software is the only document control system that is FEDRAMP authorized. Due to this unique nature of this government’s requirement, this procurement will be limited to only the brand name MediaLab’s software.

4. Description of market research conducted and results or statement why it was not conducted:

FEDRAMP website search was conducted by both the Program and Contracting for any alternative solutitons. Additionally, a notice of sources sought was published on SAM.gov looking for any other vendors and solutions but the government did not find any.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
