Who is to provide the workstations and Portable Operators Terminals? If the GSA decides they would like to provide them for the contractor, we request that you send a specification outlining software and hardware details.GSA will provide a new server, laptop and client workstation computers. Spec sheets have been posted for the server and OWS computers. Laptop spec is not known yet, but will be a standard Windows XP laptop.
The Scope of Work (Project 1 - 3.1.1) states: "The project incorporates removal of the entire Johnson Metasys control system (except zone level VAV boxes; see Section 3.5, Add Alternate 1 below) and replacement with a new fully BACnet compliant Direct Digital Control (DDC) system as detailed in the specifications. All Johnson Metasys controllers and front end shall be removed and replaced." Given that the Central Plant controls in the Basement were very recently upgraded to the newest Johnson Metasys controllers, are all contractors ordered to remove and replace these controls in the Base Scope of Work? Given that the Central Plant controls in the Basement were very recently upgraded to the newest Johnson Metasys controllers, are all contractors ordered to remove and replace these controls in the Base Scope of Work? Can you please clarify how this may be defined in all bidders' proposals,

so that contractors installing a non-Johnson or Johnson system would have

equal, comparable bids?Remove all Johnson components not necessary to operate VAVs not being replaced, protect such equipment and give to GSA. Properly dispose of equipment that GSA does not want to retain. The coax ethernet should be left in place. Unless all VAVs are replaced existing OWSs and software should be left in place to support the VAV network; if all VAVs are replaced remove the OWSs and software and give to GSA. The new central plant equipment was installed as an interim fix due to instability; it is to be removed like other Metasys equipment.
As part of the Lighting Controls project by Phillips, a “primary” Ethernet network will be installed in the building, from which our system will extend. Can you please document exact locations of these proposed Ethernet “hubs” in mechanical/electrical rooms?Existing coaxial cable shall be used during project. Ethernet will be run as part of lighting project. Ethernet network will be extended to all areas requiring global controller, i.e. main mechanical rooms. Contractor may utilize existing coaxial cable until Ethernet is complete.
BAS contractor is to install a new FFOP (Fireman’s Override Panel) in the fire control room. Please indicate the exact desired location for such a panel in the fire control room.Contractor shall assume space is available in the fire control room or in an adjacent room. Exact location to be determined during design phase.
BAS contractor is to provide design documents as part of this Design-Build contract. Some of those shall be floor-plan type drawings with accurate special layouts rather than schematic control drawings/submittals. Can you please indicate which components of the project scope (Base and Alternates) are to be specifically included in the floor-plan type drawings? In addition, will the contractor be provided with electronic background floorplan CAD drawings from which to base their design?GSA will provide background floor plans. Contractor shall provide design drawings and documentation for complete scope.
The Concept Design and Specifications Section 15958 refers to “Reference Drawing Number XX-X in Johnson Controls As-built document.” Additionally, it appears that these documents would need to be made available for reference at some point in the future. Due to the limited time to develop a proposal for this project, any relevant documentation would be extremely helpful for bidders to make an educated estimate for the desired scope of work.We have uploaded control as-builts and points list.
Are the Sequence of Operations referenced in the Specifications Section 15958 exactly the same as the building sequences currently in place? In other words, are we to pull the exact sequences from the existing controls/controllers? Or, are we to write a new, unique sequence per the Specifications? As part of design process contractor shall provide detailed sequences of operation for review. These sequences shall be based on sequences provided in the specification 15958.
BAS Points List document states “Based on the Mechanical drawings, there are 20 FC units.” Page 11 of the Concept Design ( Building Description) states “17 Fan Coil Units.” What is the proper count of FC Units? DDC Cooling Only: Qty 3 in North Tower, Qty 4 in South Tower, Qty 5 in Auditorium. DDC Heating & Cooling: Qty 6 in North Tower, Qty 8 in South Tower, Qty 8 in Auditorium. Pneumatic Control Heating Only: Qty 1 in the North Tower elevator room, Qty 1 in the South Tower elevator room.
Page 9 of the Concept Design ( Building Description) states “total of 9 chilled water Liebert Units.. serve computer rooms.” Page 11 states “10 computer room AC units with chilled water cooling coils.” What is the proper count of Leibert/Computer Room AC Units? Are we to replace any pneumatic cooling coils? There are 10 computer room AC units. There are no pneumatic actuators on the computer room AC units.
Can you please provide clarification as to the purpose and location of the JACE panel? a. The JACE is typically used as a translating device. In this case, is it designed to make the BAS available via BACnet/IP to the GEMnet? Or as some other communication protocol? b. If the front end of the BAS speaks true BACnet/IP, is a JACE panel necessary as an intermediate device between the BAS and the GEMnet WAN? c. The proposed Existing Network and Integration to GEMnet using JACE403 diagram shows the JACE residing only on one side of the Maintenance Office Server. If this is to serve as an interface between the entire BAS and the GEMnet WAN, please modify the Network and Integration diagram provided with the bid documents to make this clear.Per spec a JACE is required to interface with the government GEMnet network, GSA shall provide direction on exact location. This device is entirely for interface purposes with the external GEMnet network; it has no control functions internal to the building.
Where are the exact locations of the N2 LAN terminations for VAV boxes? How may are there? In other words, where exactly are we to tie into the existing VAV controls via N2 device? There is no available N2 as-built drawing showing the end of line device.
