The pricing structure requires contractors to provide labor rates for apprentice and journeyman electricians across regular time, overtime, and weekend/holiday classifications, with all costs inclusive of labor, administrative expenses, and prevailing wages per RCW 39.12. The City currently maintains a pool of six contractors that generated $1,960,048 in electrical services spending during 2024, and these new contracts will replace the existing pool. No minimum order quantities are guaranteed, and the City reserves the right to award multiple contracts and select vendors based on competitive quotes for individual work orders. Qualified bidders must hold a Washington electrical contractor license, demonstrate five years of business experience, maintain a business order desk available 7:00 a.m. to 5:00 p.m. on business days with a five business day response time for most orders, and provide insurance coverage of $1,000,000 for both Commercial General Liability and Automobile Liability with the City named as additional insured. A 90-day trial period will apply to awarded contracts, with the City retaining the right to cancel immediately for performance issues.
