B.1 PRICE SCHEDULES
(a) The contractor shall, except as otherwise noted, provide all necessary labor, equipment, materials, supplies, transportation, travel, and per diem necessary to perform the work specified in the attached Statement of Work.
(b) Offers will be considered for award on the following Price Schedule, but no offer will be considered for award on only a part of the Price Schedule.

(d) Quantities in the schedule are estimated quantities for comparison of offers only. STATEMENT OF WORK
Synthetic Sheet Pile Field Trial
Research & Development Office Science & Technology Program
PART 1 GENERAL
1.01 BACKGROUND AND PROJECT CONDITIONS
A. Background: The U.S. Bureau of Reclamation (Reclamation) requires approximately 1,000 linear feet of synthetic sheet pile wall to be installed at the Truckee Canal in Fernley, Nevada at three test locations (each about 330 feet long). Two sites shall be installed to a depth of 15 feet and one to 25 feet (total of about 18,150 square feet).
The Contractor will furnish all synthetic sheet piles to support the field trial project.
The actual quantity of synthetic sheet pile furnished and installed by the Contractor may vary depending on project funding. About 20 percent of the furnished sheet piling will be retained by the Government for its use and will not be installed by the Contractor. The Government plans to make available the retained sheet piles to the managing water district who will construct a portion of one of the field trial sites.
The field trial will provide information regarding the effectiveness of cutting off embankment flaws, reducing existing seepage losses, constructability, and suitability of synthetic sheet piles at other Reclamation canals.
B. Project Conditions: Three test sites have been selected to represent a range of subsurface conditions for a larger scale project; 1) loose silty/sandy soils (favorable installation), 2) medium dense to dense silty sand with gravel and cobbles (difficult installation), and 3) loose silty/sandy overburden soils with an underlying clayey impermeable layer (positive seepage cutoff).
1.02 MEASUREMENT AND PAYMENT
A. Furnished Synthetic Sheet Piles:
1. Measurement: Vertical area of synthetic sheet piles.
2. Payment: Square foot price offered in the Price Schedule.
a. Payment will include the costs of purchasing and delivering the sheet piles to site.
B. Installed Synthetic Sheet Piles:
1. Measurement: Projected vertical area of synthetic sheet piles.
a. Sheet piles pulled and re-driven as directed by Contracting Officer’s Representative (COR) for testing and inspection will be measured only once in final installation.

2. Payment: Square foot price offered in the Price Schedule.
a. Payment will cover all cost of handling, storing and installing piling including placing, driving, cutting holes and other materials and work incident thereto. Includes mobilization and demobilization.

1.04 SUBMITTALS
A. RSN 01, Project Schedule.
1. The Contractor shall provide a schedule showing the major elements of work and work breakdown structure that include submittals, preliminary site visits, fabrication and lead-time on materials, and the anticipated onsite work. Clearly show your approach regarding completion of all work. Utilize MS Project, Primavera, or other industry standard program in developing schedule, but provide schedule in PDF format.
B. RSN 02, Approval Data:
1. Manufacturer’s certification indicating that the synthetic sheet piles meet the specified requirements.
C. RSN 03, Contractor Qualifications
1. Demonstrated sheet pile construction on jobs of comparable scope.
2. Include as a minimum; at least 3 specific projects, number of years of actual field experience in synthetic sheet pile construction, and descriptions of work and construction methods.

D. RSN 04, Driving Equipment
1. Submit complete descriptions of sheet piling driving equipment, including hammers, power packs, driving helmets, cap blocks, pile cushions, leads, extractors, jetting equipment, pre-driving and pre-boring equipment at least 30 days prior to commencement of work.
E. RSN 05, Site Specific Safety Plan and JHA
1. The Contractor shall submit a written safety plan covering all aspects of the onsite activities associated with the proposed work/contract. See Section 3 and Appendix B of Reclamation Safety and Health Standards (RSHS), October 2009, http:://www.usbr.gov/ssle/safety /RSHS /rshs.html for detailed requirements.
In addition, the Contractor shall submit Job Hazard Analyses (JHAs), and the Contractor shall participate in joint JHA field meetings with Reclamation prior to the start of any onsite activities. See Sections 3 and 4 of the RSHS for specific requirements. No work shall proceed without an approved safety plan and JHA.

1.05 QUALIFICATIONS
A. Installer Qualifications: An experienced installer who has completed piling work similar in material, design, and extent to that indicated for this Project and whose work has resulted in construction with a record of successful in-service performance. The contractor shall submit the following information verifying installation qualifications:
1. Evidence that the installer is experienced and competent to construct a synthetic sheet pile wall as described on the contract plans.
2. At least 3 example projects which include the installation of synthetic or steel sheet piling totaling at least 1,000 LF.

1.06 QUALITY CONTROL
A. Employ Operator and Quality Control Representative(s) with five (5) years minimum experience in synthetic sheet piling work similar to requirements of this specification.
B. Have Quality Control Representative present at all times with each crew for the following work activities:
1. Setting sheet piling.
2. Driving sheet piling.
C. Quality Control Representative is responsible for measurements and preparing and submitting pile driving records upon completion of driving, and any other work activity associated with quality assurance.
D. The COR will select two sheet pile sections to be removed from the difficult installation test site for examination. The COR will obtain samples from the removed sections for testing at Reclamation’s laboratory.
1.07 DELIVERY, STORAGE, AND HANDLING
A. The contractor shall store sheeting in an area designated by the COR. In the absence of a specific location, material shall be stored in areas that will not impair the operations of the facility or harm the material. The contractor shall store the sheet piles to protect them from puncture, buildup of dirt on the surface, grease, mechanical abrasions, excessive heat or other damage. The contractor shall not drag the sheet piling on the ground.
B. Materials delivered to the site shall be new and undamaged. Provide the manufacturer's label with the logo and product work order number or other identifying mark on each sheet pile bundle. Store and handle sheet piling in the manner recommended by the manufacturer to prevent permanent deflection, distortion or damage to the interlocks; as a minimum, support on level blocks or racks spaced not more than 6 feet apart and not more than 2 feet from the ends.
Store materials in the original packaging with dunnage between bundles and on level ground until the product is to be used. Do not stack bundles more than 3 high at the job site. Storage of sheet piling should also facilitate required inspection activities and prevent damage to the product. Handle sheet piling using a minimum of two pickup points. Center the lifting equipment in the middle of bundles when unloading. Contact the manufacturer for specific handling instructions when the product exceeds 30 ft. in length.
C. The Contractor will deliver materials to the jobsite only after the COR accepts the required submittals in writing.
D. The Contractor shall supply a suitable number of sheet piles of the required lengths to the project site such that if a sheet is damaged or otherwise rejected, a backup sheet will be available. Damaged material shall be repaired or rejected at the discretion of the COR.

PART 2 PRODUCTS
2.01 SYNTHETIC SHEET PILES
A. Synthetic Sheet Piles: Sheet piling supplied for the project shall meet or exceed all required physical characteristics as defined below:
1. Sheet piling shall be manufactured entirely from a rigid, high impact, UV-inhibited, weatherable vinyl compound.
2. Impact Strength: Greater than 14,000 lbs/in2.
3. Minimum geometric properties of installed piles:
a. Sheet piling shall be full-length sections of the dimensions shown.
b. Section Width: 30 in.
c. Moment of Inertia: 120 in4/ft.
d. Section Modulus: 24 in3/ft.
4. Synthetic sheet piles cannot be previously used.
B. Acceptable Manufacturer:

C. Approved Equals: Alternate products or manufacturers may be used, provided they have products in service for applications similar in scope and function to this project that meet or exceed all the performance requirements of this specification.
Alternate manufacturers shall provide no less than five (5) references for projects similar in scope and function and which have been in service for no less than one (1) year, which shall include the following:
- Detailed project description & location
- Completion Date
- Name and address of owner
Alternate manufacturers must submit all documentation (references, spec sheets, etc.)
and one (1) physical sample for each product requested for approval.

PART 3 EXECUTION
3.01 GENERAL REQUIREMENTS
A. Location: The field trial locations are located on the Truckee Canal in Fernley, Nevada. Figures 1 through 3 provide a site map and access to each of the field trial locations. Limits of the sheet pile wall installation will be staked prior to the Contractor mobilizing to the site.
B. Access to Work: Access to work shall be coordinated with the COR. Work shall be performed during normal working hours of 7:00 am to 5:00 pm, Monday through Friday, except Federal Holidays.
1. Federal Holidays: Contractor shall notify Government 72 hours prior to a holiday weekend or a holiday if not on a weekend, if the Offeror intends to perform on-site work on a holiday weekend or holiday.

C. Site Disturbance: The Contractor shall exercise care to minimize site disturbance and shall conduct the operation so as to prevent any unnecessary destruction, scarring, or defacing of the surroundings in the vicinity of the work site.
D. Temporary Utilities: There are no utilities at the three field trial sites. The Contractor shall provide generators, air compressors and water trucks as needed. Coordinate with COR and TCID for obtaining water for construction.
1. The Contractor will be responsible for locating all buried utilities before pile driving.
3.02 SAFETY REQUIREMENTS

D. The minimum work crew at any time on the construction site shall consist of no less than two people and shall be in accordance with other contractual obligations.
E. Develop Job Hazard Analysis for each distinct phase of work under the contract.
1. Work shall not begin on the phase of work until a JHA is acceptable to COR and shared with all construction employees.
F. When the Contractor fails or refuses to promptly correct a compliance directive, the Contracting Officer (CO) or the COR may issue an order to stop all or any part of the work.
1. When satisfactory corrective action is taken, an order to resume work will be issued.
2. The Contractor shall not be entitled to extension of time, or to claim for damage or to additional compensation by reason of either the directive or the stop order.
3. Failure of the CO, COR or the OGR to order discontinuance of any or all of the Contractor’s operations shall not relieve the Contractor of the responsibility for the safety of personnel and property.
G. First Aid and Communication:
1. Provide first-aid kits in accordance with Reclamation RSHS Section 5.
2. Provide a direct line of communication via telephone land line, cellular telephone, mobile telephone, or radio with local medical services.
3. Make first-aid and communication services available for providing emergency aid to employees and subcontractor employees.
3.03 EQUIPMENT
A. Crane
1. Capacity: Sufficient to maintain proper alignment of leads and piling.
2. Equip crane with rigid leads to support hammer and piling to within 2 feet of ground surface.
B. Pile Hammers
1. Sheet piles to be installed with a tracked, fixed-mast, vibratory hammer installation rig.
2. Energy rating: Sufficient to drive pile to depths shown on drawings.
3. Impact and drop hammer pile driving equipment shall not be permitted.
4. The Contractor shall provide driving heads and other devices for vinyl sheet pile driving that conform to the recommendations of the manufacturer.

5. The sheet piling shall be driven in such a manner as to ensure lock engagement and integrity throughout the entire length of each sheet pile.
6. The sheet piles shall be held in proper alignment during driving by means of assembling frames or other suitable temporary guide structures. Temporary guide structures shall be removed when they have served their purpose.
7. The Contractor shall not attempt to drive sheet piles beyond the point of refusal, as indicated by excessive bouncing of the hammer or kicking of the sheet pile as concurred by the COR.
C. Steel Mandrel
1. A steel mandrel shall be used for the installation of vinyl sheet piles and shall meet the following requirements:
a. The mandrel must provide toe protection to the tip of the vinyl sheet piles and stiffness to the sheet pile section.
b. The mandrel must include a fluid delivery system capable of providing air or water near the tip of the sheet pile to aid in the release of the tip of the pile.
c. The mandrel head shall provide holes on the driving head suitable for the attachment of safety cables and rigging. A bridal shall be supplied along with the mandrel suitable for loading the sheets onto the mandrel and re-driver shall be supplied to aid in the top of the sheet pile being released from the mandrel

e. Additional mandrel providers may be approved provided that they provide drawings showing the mandrel system and the required components, an installation guide for the contractor and a list of 5 similar projects utilizing the mandrel to the CO 10 calendar days in advance of the bid date.
2. Other installation equipment recommended by the Manufacturer and approved by the COR may be used for pile installation.
3.04 CONSTRUCTION
A. Earthwork: All earthwork will be completed by the Truckee-Carson Irrigation District (TCID) at no cost to the Contractor. TCID will provide all labor, equipment and materials required to complete the earthwork. Earthwork includes:
1. Site preparation, staging area, and access ramp construction.

2. Excavation of the sheet pile embedment trench.
3. Hauling and stockpiling earthwork materials for re-use.
4. Pre-trenching if necessary.
5. Backfilling and compacting the embedment trench.
6. Replacing crest surfacing materials.
7. Access ramp removal, grading, erosion control and seeding.
B. Sheet Pile Installation: The Contractor shall provide all labor, equipment and materials required for the necessary earthwork and sheet pile installation. Work includes:
1. Install synthetic sheet piles from the left canal embankment crest to the limits and elevations shown on the drawings.
a. Site 1 (favorable installation): Install 150 linear feet of synthetic sheet pile to a depth of 15 feet (2,250 sf).
The Contractor will furnish 180 linear feet (15-foot length, 2,700 sf) of synthetic sheet pile for the Government’s use at Site 1. The Government plans to make available the furnished sheet piles to the TCID who will construct the remaining portion of field trial Site 1. This is being done to evaluate the viability of installing synthetic sheet piles by TCID’s or other water districts maintenance staff.
b. Site 2 (difficult installation): Install 330 linear feet of synthetic sheet pile to a depth of 15 feet (4,950 sf). If the target tip elevation cannot be achieved at Site 2 use methods such as pre-driving (spudding) or pre-augering.. Pre-driving methods should initially be attempted. All methods shall be reviewed and approved by the COR.
c. Site 3 (positive seepage cutoff) Install 330 linear feet of synthetic sheet pile to a depth of 25 feet (8,250 sf).
d. The actual quantity of sheet piling to be installed at each site may vary depending on project funding. The furnished and installed quantities will be identified during the contract negotiations and prior to mobilizing to the site.
2. Obtaining additional sheet piling for the Government’s use.
a. As project funding allows, the Contractor will purchase and deliver additional synthetic sheet piling to the project site for the Government’s use. The quantity of additional synthetic sheet piling to be furnished by the Contractor will be identified during the contract negotiations.
b. Sheet pile materials furnished but not installed by the Contractor will be paid at the unit price in the in the Price Schedule.

C. Cutting off: Pilings driven to refusal or to the point where additional penetration cannot be attained and are extending above the required top elevation in excess of the specified tolerance shall be cut off to the required elevation. Pilings should not be driven below the required top elevation.
D. Disposal of Materials: Vegetation, unsuitable materials, construction waste, and debris shall be removed from site and legally disposed of.
E. Pulling and Redriving
1. Pull, as directed by the COR, select pilings after driving to determine the condition of the underground portions of pilings. Any piling so pulled and found to be damaged, to the extent that its usefulness in the structure is impaired, shall be removed and replaced at the Contractor's expense. Pilings pulled and found to be in satisfactory condition shall be redriven when directed.
3.05 SCHEDULE
A. The field trial is scheduled for November, 2017. Mobilization, earthwork, sheet pile installation, site cleanup and demobilization to be completed within 14 calendar days.

4.02 SUBSURFACE CONDITIONS
A. Standard penetration test (SPT) drill holes and cone penetration test (CPT) soundings have been performed at each of the field trial test sites. Plans maps and geologic profiles of the test site areas are included.
B. Additional subsurface investigations will be completed by the Government prior to the field trial construction. This information will be made available to the Contractor prior to mobilizing to the site.

1452.242-80 POSTAWARD CONFERENCE—BUREAU OF RECLAMATION JUL 1993
(a) Prior to the Contractor starting work, a post-award conference (as described in FAR Subpart 42.5), will be convened by the contracting activity or contract administration office. The Contractor's Project Manager shall attend the conference. If the contract involves subcontractors, a representative of each major subcontractor is also required to attend.
(b) The conference will be held at the Mid-Pacific Regional Office, 2800 Cottage Way, Sacramento, California 95825-1898.
(c) The Contracting Officer and the Contractor will agree to the date and time of the conference after award of the contract. In event of a conflict in schedules, the Contracting Officer shall establish the date for the conference.
(d) The Contractor shall include any associated costs for attendance at the conference, in its offer.
G.3 DIAR 1452.201-70 AUTHORITIES AND DELEGATIONS SEP 2011
(a) The Contracting Officer is the only individual authorized to enter into or terminate this contract, modify any term or condition of this contract, waive any requirement of this contract, or accept nonconforming work.
(b) The Contracting Officer will designate a Contracting Officer's Representative (COR) at time of award. The COR will be responsible for technical monitoring of the contractor's performance and deliveries. The COR will be appointed in writing, and a copy of the appointment will be furnished to the Contractor. Changes to this delegation will be made by written changes to the existing appointment or by issuance of a new appointment.
The COR will be named at time of award.
(c) The COR is not authorized to perform, formally or informally, any of the following actions:
(1) Promise, award, agree to award, or execute any contract, contract modification, or notice of intent that changes or may change this contract;
(2) Waive or agree to modification of the delivery schedule;
(3) Make any final decision on any contract matter subject to the Disputes Clause;
(4) Terminate, for any reason, the Contractor's right to proceed;
(5) Obligate in any way, the payment of money by the Government.
(d) The Contractor shall comply with the written or oral direction of the Contracting Officer or authorized representative(s) acting within the scope and authority of the appointment memorandum. The Contractor need not proceed with direction that it considers to have been issued without proper authority. The Contractor shall notify the Contracting Officer in writing, with as much detail as possible, when the COR has taken an action or has issued direction (written or oral) that the Contractor considers to exceed the COR's appointment, within 3 days of the occurrence. Unless otherwise provided in this contract, the Contractor assumes all costs, risks, liabilities, and consequences of performing any work it is directed to perform that falls within any of the categories defined in paragraph (c) prior to receipt of the Contracting Officer's response issued under paragraph (e) of this clause.
(e) The Contracting Officer shall respond in writing within 30 days to any notice made under paragraph (d) of this clause. A failure of the parties to agree upon the nature of a direction, or upon the contract action to be taken with respect thereto, shall be subject to the provisions of the Disputes clause of this contract.
(f) The Contractor shall provide copies of all correspondence to the Contracting Officer and the COR.

(g) Any action(s) taken by the Contractor, in response to any direction given by any person acting on behalf of the Government or any Government official other than the Contracting Officer or the COR acting within his or her appointment, shall be at the Contractor's risk.
G.4 DOI-AAAP 0028 ELECTRONIC INVOICING AND PAYMENT (APR 2013)
REQUIREMENTS - INVOICE PROCESSING PLATFORM
(IPP)
Payment requests must be submitted electronically through the U.S. Department of the Treasury’s Internet Payment Platform System (IPP). The IPP website address is: https://www.ipp.gov.
“Payment requests” means any request for contract financing payment or invoicing payment by the Contractor. To constitute a proper invoice, the payment request shall comply with the applicable Prompt Payment clause included in the contract, the clause 52.212-4 Contract Terms and Conditions – Commercial Items included in commercial item contracts, or the requirements identified in FAR 52.232-27, Prompt Payment for Construction Contracts, and include the items listed in paragraphs (a)(2)(i) through (a)(2)(xi) of the this clause.
The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of Boston (FRBB) within 3-5 business days of the contract award date. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email ippgroup@bos.frb.org or phone (866) 973-3131.
No attachments are required to be uploaded to IPP.gov.
Prior to submitting an invoice to IPP.gov, the contractor is strongly encouraged to coordinate with the designated Contracting Officer’s Representative (COR), for review and verification of any measured quantities for payment and for compliance with the applicable progress payment requirements of this contract. Failure to do so, may cause a delay in approval and/or rejection of submitted invoices.
Pursuant to the payment terms contained in this contract, the contractor shall prepare and submit requests for payments (invoices) by following the instructions as described below:
1. To ensure timely processing of invoices under the contract/agreement, the contractor must submit all invoices to the following e-mail address:

The Contractor shall not refer to contracts awarded by the Department of the Interior in commercial advertising, as defined in FAR 31.205-1, in a manner which states or implies that the product or service provided is approved or endorsed by the Government, or is considered by the Government to be superior to other products or services. (a) The Contractor shall procure and maintain during the term of this contract and any extension thereof liability insurance in form satisfactory to the Contracting Officer by an insurance company which is acceptable to the Contracting Officer. The named insured parties under the policy shall be the Contractor and the United States of America. The amounts of the insurance shall be not less than as follows:

(b) Each policy shall have a certificate evidencing the insurance coverage.
