Description of Changes:

Receipt of Proposals: The hour and date for receipt of proposals remains the same as stated in the Solicitation, Offer and Award Standard Form 1442, Block 13.

1) Please confirm that there is adequate raceway, conduit, or other pathways for fiber optic run inside the powerhouse.

Reclamation Response: Yes, there is adequate raceway, conduit, or other pathways

2) Is deposal of the equipment and other materials that are demo’d the responsibility of the contractor?

Reclamation Response: Yes, Contractor should reference Specification Section 01 74 00 for further details.

a. If not, is there a specified location on-site or off-site those items?

o Reclamation Response: Not applicable

3) Will you consider an alternative solution to the requirement to place utility poles for the fiber run from the power plant to Carter Lake shaft house?

Reclamation Response: No, Reclamation will not consider an alternative solution as part of the proposal. However, the successful proposer may submit a value engineering change proposal (VECP) for Reclamation’s review after contract award.

4) Please define the demarcation point in the drawings for all equipment that is demo’d in this project.

Reclamation Response: See attached drawings for demarcation points.

c. The attached revised drawing 245-600-4071 is to replace old drawing 245-600-4071

The Government will no longer accept questions after posting of this amendment to ensure offerors have time to submit proposals before due date and time.

• Cabinet CCC in the Flatiron Powerplant Control Room will no longer be required after the fiber to FIGH and FIGS is installed and control is transferred to PLC. CCC will be completely removed.

The main CCC drawings are 245-704-6334 and 245-D-9515. The following wires have been identified that enter/exit CCC from either ceiling conduit or access to the cable tray below.

o Cable P2A-CCC (dwg 245-704-4370). This cable connects to the old unused indoor fire alarm sirens. This cable will be removed between CCC and P2A.

o Cable 10CCC-CCA4F2 (dwg 245-704-6090). This cable connects to the old unused outdoor fire alarm sirens. This cable will be removed between CCC and CCA-4F.

o Cable 6CCA-11RY-CCC (dwg 245-704-6105). This cable is connected to terminal blocks in CCA11RY, but does not connect to anything else. This cable will be removed between CCC and CCA11R.

o Cable 69D1B-CCC (dwg 245-704-4362). This cable connects to the 460/115 VAC distribution pane D1B-9 to provide AC power for CCC. This cable will be removed between CCC and D1B. The D1B breaker label will be updated.

o Cable 5CCA11RZ-CCC (dwg 245-D-9440). This cable carries 125 VDC power for CCC. The cable will be removed between CCC and CCA11RZ.

o Cable from CCA11RZ-BN 35/36 to CCA12F-SK 48/49 (dwg 245-D-9442). This cable carries 125 VDC power signals CHP and CHN. This cable will be removed between CCA11 and CCA12.

o Cable from CCA12F-SK 48/49 to Annunciator CCB2Y (dwg 245-D-9395). This cable carries 125 VDC power signals CHP and CHN. This cable will be removed between CCA12 and CCB2Y.

o Cable 8BCE-CCA11RZ (dwg 245-D-9503). This cable connects to the 125 VDC distribution panel BCE-8 to provide DC power for CCC. This cable will be removed between CCC and BCE. The BCE breaker label will be updated.

o Cable 2CCC-CCEC (dwg 245-D-9412). This cable carried the old SCADA control signals to the PLC. This cable will be removed between CCC and CCEC.

o Cable 3CCC-CCEC (dwg 245-D-9412). This cable carried the old SCADA control signals to the PLC. This cable will be removed between CCC and CCEC.

o Cable 4CCC-CCEC (dwg 245-D-9412). This cable carried the old SCADA control signals to the PLC. This cable will be removed between CCC and CCEC.

o Cable 5CCC-CCEC (dwg 245-D-9413). This cable carried the old SCADA control signals to the PLC. This cable will be removed between CCC and CCEC.

o Cable “Door Switch 1 TP #16” and 6CCA11FZ-CCC (dwg 245-D-9438) carry a door switch indicator for plant door annunciation. It is unknown if “Door Switch 1 TP #16” connects to the front, back, or hatch door. This door switch signal does not connect to CCC, but connects through CCC to CCA11FZ using a terminal block. Instead of connecting “Door Switch 1 TP #16” to CCA11FZ in CCC, this connection will be moved to an existing junction box in the ceiling above CCC where “Door Switch 1 TP #16” is currently located.

o Cable 1FW4C-CCC (dwg 245-704-4365). This is a control cable to the FIGH and FIGS buildings that is replaced by fiber. This cable will be removed from CCC all the way to the FIGH and FIGS buildings.

o Cable 1FW5C-CCC (dwg 245-704-4365). This is a control cable to the FIGH and FIGS buildings that is replaced by fiber. This cable will be removed from CCC all the way to the FIGH and FIGS buildings.

o Other unlabeled cables connected to undocumented terminal blocks, signals INX10 and INX11. These are inverter power signals that were never connected to the inverter. The cables that exit CCC from these terminal blocks are pulled but not connected. These cables will be removed.

• The conduit from the top of CCC to the ceiling will be removed.

• The ceiling tile above CCC will be replaced so there are no holes in the ceiling.

• The hole in the floor under CCC that provided access to the lower cable tray will be covered with a steel plate fastened to the floor.
