Description of Changes - This amendment incorporates the following changes to the solicitation:

1. Remove Foreword in its entirety and substitute therefore the attached revised Foreword.

2. The Government is providing the Questions received from interested offerors and the associated Answers provided by the Government.

3. For informational purposes only, the Government is providing the Site Visit Attendance Records from the organized site visit that the Government held on August 19, 2016 at 11:00 AM Mountain Daylight Time.

For convenience, essential changes on the revised solicitation pages are indicated by a vertical line in the margin where lines or paragraphs changed from the previous version.

However, all portions of the revised solicitation pages shall apply whether changes thereon have or have not been indicated.

Acknowledgement - See Block 11 above regarding how to acknowledge this amendment.

The Government must receive the acknowledgement at the place designated for receipt of bids (See Block 10 of the Standard Form 1442).

Bid Opening Date - This hour and date for receipt of sealed bids remains unchanged at 2:00 PM (Mountain Daylight Time) on August 31, 2016.

Work is located approximately 8 miles west of Pueblo, Colorado in Pueblo County.

The principal components of work to be performed under these specifications include the following:

1. Locate embedded metal work and reinforcing steel then core reinforced concrete up to 18 inches in diameter:

1. Is the orientation of the 18” Diameter core hole fixed? Can the location be moved to accommodate the coring equipment?

Reclamation Response: The vertical orientation of the hole is relatively fixed, except for small adjustments made in the field to avoid reinforcement. Reclamation may accept a small adjustment to the horizontal orientation of the 18-inch hole, subject to an approved drilling plan.

2. To what extent is the contractor required to locate rebar embedded within the dam and to what degree of accuracy? Is there an acceptable amount of rebar that can be cut while coring the concrete?

Reclamation Response: Reclamation planned for and anticipates cutting reinforcement while drilling both the 18-inch and 8-inch diameter core holes. Locating reinforcement is required on the downstream face (entry and exit) and within the gallery around the areas where the holes are located. An acceptable degree of accuracy has been achieved on similar jobs using GPR or other similar penetrating radar methods. The objective is to locate and mark the reinforcement first, then field locate the core holes while making minor adjustments to avoid hitting as much reinforcement as feasibly possible (at the entry and exit locations).

3. To run pumps inside the galley chamber to divert water will require a generator to run outside with cables running inside. If it becomes necessary to run the pumps around the clock (24 hours) on this secure work site are standby personnel 1) Required and 2) Allowed.

Reclamation Response: The Contractor may obtain a Personal Identity Verification (PIV) clearance so the Pueblo Dam may be accessed outside of normal business hours and without a Reclamation escort. Another option is the Contractor may modify the access door to accommodate any equipment (pipes, hoses, cords, etc.) and be secured outside of normal business hours. However, the door would need to be replaced following completion of work, and the replacement door shall match the existing door.
