QUESTIONS AND ANSWERS
Q1. Please provide the following clarification:
Item 7.6.4 states that the government will provide 4 single halves from 2 existing double swing gates. Item 4.6.20 & 4.6.21 mention installing opening for single half of double swing gate. Sheet 485-218-3661 does not show the installation location for these two single half gates – it only shows the new locations of one double swing gate and one single swing gate.
Please provide the installation locations for the 2 single half gates.

Folsom Resource Building (Modular Building Removal, Modular Building Relocation, and Fence Installation)
Folsom Unit, American River Division, Central Valley Project, California
1. BACKGROUND/PROJECT CONDITIONS
1.1. Background: The Bureau of Reclamation, Central California Area Office (CCAO), has a modular office building to be removed, a modular office building to be relocated, security fence to be removed, security fence to be installed, ornamental fence to be installed, and a concrete block wall to be modified to meet Area Office facility utilization and security mission goals. The work is located at Folsom Dam on the American River approximately 2 miles north of Folsom, California, in Sacramento County.
1.2. Project Conditions: The work is located at Folsom Dam in three distinct security zones: an unsecured office complex, Security Zone 1 (Administration Area), and an adjacent part of Security Zone 2. The Contractor will work in each of the three Zones and employees will require Government issued security badges to conduct activities within security Zones 1 and 2. The modular office building to be removed is located on asphaltic concrete, while the modular office building to be relocated is located on compacted gravel surfacing.
1.2.1. Building 109 (Resource Building): The Modular Office Building to be removed is a 6 unit-wide office (72 feet W x 60 feet L) that is at the end of its useful life for Government activities and is located within Security Zone 1. The building has electric, telephone, data, water and sanitary sewer service. Utilities shall be disconnected to allow for reutilization when a newer 4 unit-wide modular office building (48 feet W x 60 feet L) is relocated to the site under this contract. The Government will remove the air-conditioning unit from each of the six building modules prior to demolition/removal. There are two concrete stair landings to be removed. Appurtenant features include two access ramps and three sets of stairs with landings. The Offeror shall remove the modules from the facility along with appurtenant components that cannot be reused on site for the new modular office building. The Offeror shall remove seismic anchor straps to pavement surface and grind any sharp edges smooth that are not to be reutilized to anchor the new modular office building. Federal facilities regulations require the Government to reuse, recycle, or dispose of facilities at an appropriate or certified facility. The Offeror shall provide written certifications that the Modular Office Building materials are recycled to the fullest extent possible and the remaining material is disposed of at certified facilities.
1.2.2. Building 012: The Modular Office Building to be relocated is a 4 unit-wide office (48 feet W x 60 feet L) with one set of access ramps with stairs and three sets of stairs. The building is located in an unsecure outside of Security Zone 1.
The building has electric, telephone, data, water and sanitary sewer service.
Utilities shall be disconnected and stubs sealed to protect from weather for potential reuse at a future time. The seismic anchor straps should be removed.
Installation should be done on Modular Office Building 012 at the former site of Modular Office Building 109 and reestablish utility service at the new location within Security Zone 1. Floors; ceiling; interior and exterior walls; roof;
skirting; and access stairs, ramps and landings should be reestablished. Stairs, ramps, and landings should be reutilized where possible. Install seismic anchoring in accordance with applicable codes and regulations.
1.2.3. Security Zone 1 Fence Removal: A portion of the security fence to be removed is located within Security Zone 2 and must be removed in phases to assure no secured areas will be left unsecured during non-work hours. Items to be removed in the first phase include a post and single wire barrier and sections of 6 foot high chain link fence with 3 strands of barbed wire. This work must be accomplished prior to the installation of the new Security Zone 2 fence, because these items are on the same alignment as the new fence installation. Items to be removed in the second phase include gates to be reused and 8 foot high chain-link fence with 3 strands of barbed wire and some razor wire that run between buildings and will no longer be required. This work can only be accomplished after the new Security Zone 2 fence has been installed.
1.2.4. Security Zone 2 Fence to Install: The security fence to install is 8 foot high chain-link fence with 3 strands of barbed wire. The fence will start at an existing vehicle fence and traverse to sides of a large parking area, reconnecting near the site of Building 109. Existing pedestrian and vehicle gates will be relocated to complete the fence perimeter.
1.2.5. Landscaping: Landscaping includes removal of existing bollards, installation of new ornamental fence with landscape chain, modification of a concrete block (CMU) wall, and placement of new decorative rock.
1.2.6. A pre-bid tour of the project sites shall be conducted to ensure that all prospective bidders have an opportunity to visit each site to properly gage the scope of work required. Two of the sites are in secured areas and are not available to prospective bidders without a Government escort. The pre-bid tour will be adequately announced and will only occur on the prescribed date. No separate or individual site visits will be allowed.
2. SCOPE OF WORK
2.1. This Statement of Work provides the framework for which the disassembly/demolition, removal, recycle/disposal, relocation, and installation of modular buildings, fences, and other features shall be accomplished. This Statement of Work provides for the restoration of the project site by removal of all accumulated trash and debris around the sites and repair of paved surfaces. Upon completion of the project the site will be left in a clean condition.
3. ADMINISTRATIVE INFORMATION
3.1. This part covers the basics of day to day operations and normal hours of work.
3.2. Place of Performance: The work to be performed under this contract will be performed at 7794 Folsom Dam Road, Folsom, CA 95630.
3.3. Period of Performance: The performance period for this will shall be 180 days. Project duration includes submittal of necessary paper work, mobilization, demolition, removal, disposal, demobilization, and final cleanup.
3.4. Recognized Holidays: Contractor is not required to perform on holidays. Contractor shall notify Government 72 hours prior to holiday weekend or holiday if not on a weekend if the Contractor intends to perform on-site work on and holiday weekend or holiday.

3.5. Hours of Operations: The Contractor is responsible for conducting business, between the hours of 7:00 am-5:00 pm Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The Offeror shall, at all times, maintain an adequate workforce for the uninterrupted performance of all tasks defined within this Statement of Work when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.
3.6. Definitions: The follow acronyms, terms, and wording will be used throughout this Statement of work.
Building 012 – Modular Building, 4 unit-wide, still within useful life Building 109 – Folsom Resource Building – Modular Building, 6 unit-wide, to removed Caltrans – California Department of Transportation CCAO – Central California Area Office CE – Construction Engineer CO – Contracting Officer COR – Contracting Officers Representative New Modules – Building 012 when disassembled (may be used interchangeably) Offeror – Prime Contractor
OGR – Onsite Government Representative RSHS – Reclamation Safety and Health Standards Security Zone 1 – Administration Area Security Zone 1 Fence – Mostly six foot tall fence with three wire stringers in the area of work Security Zone 2 – Zone requiring higher security, guests must be escorted Security Zone 2 Fence – Eight foot tall fence with three wire stringers may or may not have razor wire
3.7. Interruption of Services Requests: The Central California Area Office requires 72 hours’ notice prior to any Contractor requested utility Interruption of Service (outage).
Schedule and coordinate all outage requests with the OGR.
3.7.1. No specific request for an outage will be considered unless COR has reasonable assurances that materials and equipment required for work will be on site and Contractor will be prepared to perform the work on the start date and during the period of time requested for the specific outage.
3.7.2. Government reserves right to schedule outages for any period during 24-hour day, any day of the week.
3.8. Post Award Conference: A post award conference will be held prior to commencement of work. The Contractor shall meet with the designated Bureau of Reclamation Field Engineer, Safety Manager, and Contracting Officer's Representative. The post award conference will provide the contractor an opportunity to discuss and outline both the safety and work plans, ask any questions relative to the project and to review the proposed time schedule.
3.9. Security: The Contractor shall be responsible for safeguarding all Government equipment, information, and property provided for contractor use. At the close of each work period, Government facilities, equipment, and materials shall be secured.
3.9.1. All vehicles entering the worksite may be subject to search by onsite security forces (Sacramento County Sheriff’s Department).
3.9.2. The Contractor shall maintain a current and updated list of authorized persons, including subcontractors, and provide a copy to the Onsite Government Representative.
3.9.2.1. Submit RSN-1: List of Staff
3.9.2.1.1. Country of birth.
3.9.2.1.2. Country of citizenship.
3.9.2.1.3. Duration and frequency on site.
3.9.2.1.4. Company affiliation.
3.9.3. The Government will issue a durable Zone 2 Escorted Access badge to a limited number of Contractor supervisory employees for the duration of the onsite work.
3.9.3.1. Return Escorted Access badges to OGR at completion of contract.
3.9.4. The Government will issue a temporary security badge daily to each person authorized to enter site.
3.9.5. A valid Photo ID is required from each employee for Government issued temporary security badge and Escorted Access badge.
4. REQUIREMENTS: The Contractor’s schedule and plan of work may differ from the order of items described below except where specified.
4.1. Permit To Work
4.1.1. Submit RSN-2: Central California Area Office (CCAO) Permit to Work form in accordance with Part 6 - Submittals, 28 days prior to any on-site work activities (excluding site visits). The Contractor shall apply for and must be issued a CCAO Permit to Work prior to mobilization. The Permit to Work process is the Area Offices methodology of ensuring work at the local site is communicated to impacted personnel and is in compliance with Reclamation policies and procedures.
4.1.2. Permit to work will not be issued until all of the following Contractor submittals, listed in Section 6, have been received and approved by the Government:
4.1.2.1. Safety Plan (RSN-9).
4.1.2.2. Project Schedule (RSN-8).
4.1.2.3. Use of Site Plan (RSN-7).
4.1.2.4. Traffic Control Plan (RSN-17).
4.1.2.5. Compliance with Security Procedures Clause 1452.237-80.
4.1.3. The Contractor shall coordinate with the OGR to identify availability and requirements for issuance of Government keys to Contractor personnel, for obtaining access to Building 109 and Building 012. The Contractor shall assure that only approved workers and Government personnel and construction vehicles and equipment will enter through gates and have access to the jobsite.
4.2. Survey for Regulated Materials: Conduct survey for regulated materials with qualified inspectors. Coordinate access and provide security requirements to OGR 72 hours prior to inspection.
4.2.1. Develop abatement plan to meet all applicable regulations as required.
4.2.2. Submit RSN-3:
4.2.2.1. Report detailing any finding of regulated materials or statement of non-detection.
4.2.2.2. Abatement Plan for each identified regulated material.
4.3. Building 109 (Resource Building): Disconnect utilities and prepare for reuse; conduct select demolition; store items to be reused on site; remove Building 109 and appurtenant features from site; and prepare utilities and site to receive new replacement building.
4.3.1. Submit Disposal Plan, RSN-4:
4.3.1.1. Provide list of recycling and disposal facilities and certifications.
4.3.2. Stairs, Ramps and Landings:
4.3.2.1. Disassemble stairs and landing on southwest and northeast sides of building when no longer required for access and deliver to Government.
4.3.2.2. Disassemble wooden ramp on northeast side of building when no longer required for access and deliver metal framing to Government. Dispose of wood framing and decking in accordance with Part 5.2, Recycle and Demolition.
4.3.2.3. Disassemble stairs, ramp, and landings that extend from southwest side of building to southeast side of building and reuse with Building 012 when installed. Ramp to meet ADA accessibility requirements; to extend to landing at door; to provided adequate clearance from electrical panel for access; stairs to extend from land toward electrical panel for maintenance access; remove unused portion of ramp; and install rails in accordance with life safety and accessibility codes. Contractor may reuse components of existing ramp or provide new.
4.3.2.4. Save components that will be reused on site and dispose of waste in accordance with Part 5.2, Recycle and Demolition. Deliver unused portions to Government.
4.3.3. Concrete Foundations for Stairs, Ramps and Landings:
4.3.3.1. Demolish and dispose of concrete foundations for stairs and landing on southwest side of building in accordance with Part 5.2, Recycle and Demolition.
4.3.3.2. Demolish and dispose of concrete foundation for stairs and landing on northeast side of building in accordance with Part 5.2, Recycle and Demolition.
4.3.3.2.1. Protect concrete foundation for ramp on northeast
side of building.
4.3.3.3. Demolish and dispose of concrete foundations for ramp and landings that extend from southwest side of building to southeast side of building in accordance with Part 5.2, Recycle and Demolition.
4.3.3.4. Backfill and compact to 95 percent compaction with aggregate road base to base of adjacent asphaltic concrete when compacted.
4.3.3.4.1. Caltrans Standard Specifications, Section 26, Aggregate Bases, Class 2 with 3/4-inch maximum grading.
4.3.3.5. Cover with hot mix asphaltic concrete to match adjacent asphaltic concrete.
4.3.3.5.1. Aggregate: Caltrans Standard Specifications, Section
39, Type A, 3/4-inch, medium grading.
4.3.3.5.2. Asphalt binder, Caltrans Standard Specifications, Section 92 Viscosity Grade AR 4000.
4.3.3.5.3. Hot Mix Asphalt Concrete: 5 to 7 percent of asphaltic concrete by weight of dry aggregate.
4.3.4. Disconnect modules from metal roof structure covering adjacent walkway.
4.3.4.1. Protect metal roof structure. Contractor responsible to repair at own cost any damage caused by Contractor operations. Coordinate repair work with OGR.
4.3.5. Disassemble and remove Building 109 from site.
4.3.5.1. Disconnect utilities (Power, water, and sanitary sewer) to facilitate removal of building 109 and installation of building 012.
Government to disconnect telephone and data, and coil wire back to closest stub.
4.3.5.1.1. Temporarily cap water and sewer lines. Secure
powerline to prevent electrical hazard.
4.3.5.2. Disconnect seismic anchors. Remove or grind flat any part of anchoring system that will not be reused.
4.3.5.3. Stack and reuse existing cribbing if needed for Building 012.
4.3.5.4. Prepare each module for transport.
4.3.5.5. Provide OGR 72 hours of notice prior to removing modules to arrange for security.
4.3.5.6. Remove buildings and appurtenant features that will not be reused onsite in accordance with Part 5.2, Recycle and Demolition.
4.3.5.7. Conduct preparatory work to receive Building 012.
4.4. Remove and Salvage Security Zone 1 Fence: Remove fence shown on drawing 485- 218-3660. Fence is approximately 600 linear feet long, 6 foot and 8 foot high, with three strands of barbed wire (see Drawing 40-D-2201 for existing fence details.
Confirm conditions in field during site walk with OGR).
4.4.1. Barbed and razor wire.
4.4.1.1. Dispose of barbed and razor wire in accordance with Part 5.2, Recycle and Demolition.
4.4.2. Fence hardware.
4.4.2.1. Remove fence hardware and barbed wire arms and deliver to
Government in wood crates with hinged lids sufficiently sized to hold weight of contents. Compartmentalize crates to keep components organized. Manufactured from ¾ inch thick exterior grade plywood with block-pallet base.)
4.4.2.2. Clearly label contents of box on a long side and adjacent short side.
4.4.3. Remove fence wire mesh fabric.
4.4.3.1. Roll fence and center on pallet for transport by forklift.
4.4.3.2. Secure to pallet with steel strapping.
4.4.4. Fence posts.
4.4.4.1. Remove post and footing and backfill with aggregate base and compact to 95% compaction.
4.4.4.1.1. Caltrans Standard Specifications, Section 26, Aggregate Bases, Class 2 with 3/4-inch maximum grading.
4.4.4.2. For posts in asphaltic concrete, remove post and footing and cap posthole with 2 inches minimum of hot mix asphalt concrete.
4.4.4.2.1. Transport, spread, and compact HMA in accordance
with Caltrans Standard Specifications Section 39- 1.11.
4.4.4.3. Dispose of cut posts in accordance with Part 5.2, Recycle and Demolition.
4.4.4.4. Center top posts and intermittent rails on pallet for transport by forklift.
4.4.4.5. Secure posts in bundles with steel strapping.
4.4.4.6. Secure to pallet with steel strapping.
4.4.4.7. Gates.

4.5.3. Backfill and compact post holes with suitable fill approved by OGR.
4.6. Install Security Zone 2 Fence: Install approximately 600 linear feet of 8 foot high wire mesh, topped with 3 strands of barbed wire, Security Zone 2 Fence in accordance with fence details on Drawing 859-208-2201 along alignment depicted on drawing 485-218- 3661.
4.6.1. Section Includes:
4.6.1.1. Fence framework, fabric, and accessories.
4.6.1.2. Excavation for post bases; concrete foundation for posts.
4.6.1.3. Manual gates and related hardware.
4.6.1.4. Barbed wire.
4.6.2. Overall Fence Height: 9 feet total.
4.6.2.1. Fabric height, 8 feet with 12 inches of three strands of barbed wire installed on a barb arm.
4.6.2.2. Barbed wire top: 3 strands of twisted 12.5 gauge galvanized steel for strand wire. 14 gauge galvanized steel for barbs. Barbs shall be 4 inch ± on centers.
4.6.3. Line Post-Spacing: At intervals not exceeding 10 feet.
4.6.4. Fence Post and Rail Strength: Posts will be Schedule 40 steel. Diameter as described further in these specifications and on drawings.
4.6.5. Post Footings: Depth and width as described further in these specifications and on drawings.
4.6.6. Qualifications:
4.6.6.1. Manufacturer: Company specializing in manufacturing products specified in this section with minimum three years’ experience.
4.6.6.2. Installer: Company specializing in performing work of this section with minimum three years’ experience.
4.6.7. Delivery, Storage And Handling:
4.6.7.1. Deliver fence fabric and accessories in packed cartons or firmly tied rolls.
4.6.7.2. Identify each package with manufacturer's name.
4.6.7.3. Store fence fabric and accessories in secure and dry place as recommended by the manufacturer.
4.6.8. Manufacturers:
4.6.8.1. Anchor Fence Inc. or approved equal, specializing in manufacturing the products with the minimum salient characteristics specified in the sections below.
4.6.8.2. Cyclone Inc. or approved equal, specializing in manufacturing the products with the minimum salient characteristics specified in the sections below.
4.6.9. Materials:
4.6.9.1. Submit RSN-5:
4.6.9.1.1. Product data for fabric, posts, accessories, fittings, and hardware in accordance with Section 6 – Submittals.
4.6.9.2. Framing (Steel): Schedule 40.
4.6.9.3. Fabric Wire (Steel): ASTM A392 zinc coated wire fabric.
4.6.9.4. Barbed Wire: ASTM A121 galvanized steel; 12.5 gauge, 0.80 oz./ft2 zinc coating for strand wires; 14 gauge, 0.65 oz./ft2 zinc coating for barbs; 3 strands; barbs shall be 4 points and spaced at 4 inch ± on centers.
4.6.9.5. Concrete: ASTM C94/C94M, Type II Portland Cement, minimum 5 sacks of cement per cubic yard of concrete yielding a minimum of 2,500 psi strength at 28 days, 3 inch slump ± one inch, minimum ½ inch nominal sized coarse aggregate.
4.6.10. Components:

4.6.10.2. Terminal Posts (Corner Posts, End Posts, and Pull Posts): 2.875 inches (73 min) O.D. Schedule 40, 12 feet long with hardware to attach barbed wire (3 strands).
4.6.10.2.1. For pull posts, install pull posts at the end of each run, at maximum intervals of 500 feet, and at horizontal and vertical changes in alignment greater than 30 degrees.
4.6.10.3. Gate Posts:

4.6.13.2. Accessories: Same finish as framing.
4.6.14. Installation:
4.6.14.1. Install framework, fabric, accessories and gates in accordance with
ASTM F567, as specified on drawings, and as specified by COR.
4.6.14.2. Set intermediate, terminal, and gate posts plumb, in concrete footings with top of footing 2 inches above finish grade. Slope top of concrete for water runoff.
4.6.14.3. Line Post Footing Depth Below Finish Grade: as specified on drawings.
4.6.14.4. Corner, Gate and Terminal Post Footing Depth Below Finish Grade: as specified on drawings.
4.6.14.5. For fencing installed in soil, loose rock, or concrete, brace each gate, corner, end, and pull post to adjacent line post with horizontal brace rail and diagonal truss rods. Install brace rail and truss rod one bay from gate, corner, end, and pull posts as shown on drawing 859-208-2201.
4.6.14.6. Install top tension wire through line post top stretched taut between terminal posts.
4.6.14.7. Install brace rail on corner gate leaves, for fencing installed in soil, loose rock, or concrete.
4.6.14.8. Place fabric on outside of posts and rails as directed by COR.
4.6.14.9. Stretch fabric between terminal posts or at intervals of 100 feet maximum, whichever is less.
4.6.14.10. Position bottom of fabric 2 inches above finished grade.
4.6.14.11. Fasten fabric to top tension wire, line posts, braces, and bottom tension wire with tie wire at maximum 15 inches on centers.
4.6.14.12. Attach fabric to end, corner, gate, and pull posts with tension bars and tension bar clips.
4.6.14.13. Install bottom tension wire stretched taut between terminal posts.
4.6.14.14. Install barbed wire support arms and attach barbed wire.
4.6.14.15. Support gates from gate posts. Do not attach hinged side of gate from building wall.
4.6.14.16. Install gate with fabric and barbed wire overhang to match fence.
Install three hinges on each gate leaf, latch, catches, drop bolt, foot bolts and sockets, torsion spring retainer, and or retainer and locking clamp (to be specified by COR).
4.6.14.17. Provide concrete center drop to footing depth and drop rod retainers at center of double gate openings when called for by
COR.
4.6.14.18. Connect to existing fence at existing terminal post, new terminal post or existing line post converted to terminal post by installation of brace rails and brace rods.
4.6.14.19. Install posts with 4 inches maximum clear opening from end posts to buildings, fences and other structures.
4.6.14.20. Excavate holes for posts to diameter and spacing indicated on drawings without disturbing adjacent materials.
4.6.14.21. Center and align posts. Place concrete around posts, and vibrate or tamp for consolidation. Verify vertical and top alignment of posts and make necessary corrections.
4.6.14.22. Extend concrete footings 2 inches above grade, and trowel, forming crown to shed water.
4.6.14.23. Allow footings to cure minimum 7 days before installing fabric and other materials attached to posts.
4.6.15. Erection Tolerances:
4.6.15.1. Maximum Variation From Plumb: 1/8 inch.
4.6.15.2. Maximum Offset From Indicated Position: 1 inch.
4.6.16. In lieu of top rail shown on Standard Drawing 40-D-7017, Contractor shall furnish and install top tension wire instead, in accordance with the requirements of these specifications. Additionally, although not shown on Standard Drawing 40-D-7017, for fencing installed in concrete, Contractor shall brace each gate, corner, end, and pull post to adjacent line post with horizontal brace rail and diagonal truss rods, in accordance with drawing 859-208-2201.
4.6.17. Install posts in concrete per Standard Drawing 40-D-7017.
4.6.18. Reuse posts installed around motorized road gate and extend posts to accommodate new 8 foot chain link fabric and barbed wire arms.
4.6.19. Install opening for single pedestrian gate currently located near Building 110.
Location on drawing 485-218-3660 is approximate. Confirm gate and new location in field with OGR.
4.6.20. Install opening for single half of double swing gate currently located near Building 110 over in ground utility vault. Location on drawing 485-218-3660 is approximate. Confirm existing gate and new location in field with OGR. Intent is to be able to open gate when maintenance is required in utility box.
4.6.21. Install opening for single half of double swing gate currently located near Building 110 near drainage basin. Location on drawing 485-218-3660 is approximate. Confirm existing gate and new location in field with OGR. Intent is to be able to open gate when maintenance is required at drainage basin.
4.6.22. When fence is installed from road gate to tie in point at Building 206 and gate sites are ready to receive gates, notify OGR of request for inspection.
4.6.22.1. Provide OGR with 72 hour notice to coordinate Fence Acceptance Inspection with CCAO Security and to coordinate security for the relocations of the gates.
4.6.22.2. Make any corrective actions determined as required during Fence Acceptance Inspection before relocation of gates.
4.6.22.3. Have OGR inspect and accept changes.
4.6.23. Dispose of earth materials generated from construction work off site or at onsite location within 1 mile of fence work as approved by OGR.
4.6.24. Fence materials specified may be non-standard and may not be readily available in California. Additional time has been added to the contract duration to account for the fence material lead time. Fence material lead times shall not impact modular disassembly, removal and relocation, which is to be conducted promptly upon approval of required submittals.
4.7. Security Zone 2 Gate Relocations: Upon preliminary acceptance of the Security Zone 2 fence and after coordination with security, relocate the gates from existing Security Zone 2 fence to new Security Zone Fence 2 at locations described above.
4.7.1. Plan work so all activities associated with gate relocation can be completed in one shift.
4.7.2. Openings in fence will require continuous monitoring until new fence installation is complete.
4.7.3. Government to provide locks to secure all gates.
4.7.4. Pedestrian Gate
4.7.4.1. Salvage and relocate approximately 35 linear feet of existing 1 inch conduit, including appurtenant fittings and mounting hardware, for electronic security gate lock system and reinstall along new Zone 2 security fencing at relocated pedestrian gate B as shown on Drawing 485-218-3661.
4.7.4.2. Provide and install approximately 85 linear feet of new 1 inch conduit, including junction boxes, fittings, and mounting hardware, to match existing and connect from end of relocated existing conduit to relocated pedestrian gate.
4.7.4.3. Bury approximately 35 linear feet of existing power cable currently mounted to security fence to be removed from relocated pedestrian gate B to new security Zone 2 fence tie-in point.
4.7.4.3.1. Provide and install approximately 35 linear feet of new ¾ inch conduit and fittings.
4.7.4.3.2. Minimum 24 inch cover.
4.7.4.3.3. Place 2 inches of sand bedding and 2 inches of sand cover over buried conduit. Backfill and compact with native material from trench excavation to base of adjacent asphaltic concrete when compacted. Cover with hot mix asphaltic concrete to match adjacent asphaltic concrete.
4.7.4.3.4. Install detectable underground warning tape 8 inches below top of asphaltic concrete, continuously imprinted with “CAUTION BURIED ELECTRIC LINE” in black letters on red background.
4.7.4.3.5. Install one open bottom traffic box at location of existing stub up. Model B1017BOX with traffic rated steel cover and extension model B1017x12 manufactured by Christy Concrete products, or equal.
4.7.4.3.6. Install one open-bottom pull box at location of new stub up along new security Zone 2 fence line. Model Christy N09R with composite cover with UV inhibitor and 12 inch reinforced concrete extension manufactured by Christy Concrete products, or equal.
4.7.4.3.7. Pull box covers marked “ELECTRIC” by
manufacturer.
4.7.4.4. Install pull line in all new and relocated runs of conduit.
4.7.4.5. Conduit: Rigid steel. ANSI C80.1 and UL listed.
4.7.4.6. Salvage keypad/card reader pedestal and coordinate reinstallation at new gate location.
4.7.4.7. Dispose of removed asphaltic concrete in accordance with Part 5.2, Recycle and Demolition.
4.7.4.8. Government shall remove and reinstall power wiring, control wiring, and keypad/card reader hardware.
4.7.5. Notify OGR upon completion for Acceptance Inspection.
4.7.6. Make any corrective actions determined as required during Acceptance
Inspection before end of shift to assure perimeter security of Security Zone 2 is maintained.
4.8. Remove and Salvage Zone 2 Fence: Repeat process described above in Part 4.4 above for fence identified Drawing 485-218-3660.
4.8.1. Be cognizant that buildings adjacent to fence removal work are occupied office buildings. Attempt to reduce noise when practical.
4.9. Modify CMU Block Wall: Demolish approximately 80 linear feet of 7 foot high CMU block wall with barbed wire after final acceptance of Security Zone 2 fence.
4.9.1. Protect bottom three rows of block wall for 40 foot length as shown on drawing
485-218-3660. Coordinate removal layout with OGR in field.
4.9.2. Demolish and dispose of wall in accordance with Part 5.2, Recycle and
Demolition.
4.9.3. Backfill and compact with aggregate road base to base of adjacent asphaltic concrete when compacted.
4.9.3.1. Caltrans Standard Specifications, Section 26, Aggregate Bases, Class 2 with 3/4-inch maximum grading.
4.9.4. Cover with hot mix asphaltic concrete to match adjacent asphaltic concrete.
4.9.4.1. Aggregate: Caltrans Standard Specifications, Section 39, Type A, 3/4-inch, medium grading.
4.9.4.2. Asphalt binder, Caltrans Standard Specifications, Section 92 Viscosity Grade AR 4000.
4.9.4.3. Hot Mix Asphalt Concrete: 5 to 7 percent of asphaltic concrete by weight of dry aggregate.
4.9.5. Construct new section of CMU block wall along alignment shown on drawing 485-218-3661. Coordinate installation layout with OGR in field.
4.9.5.1. Field fit and finish ends of wall with new CMU blocks.
4.9.5.2. Construct minimum 24 inch W x 18 inch D reinforced concrete footing for new section.
4.9.5.2.1. Concrete: ASTM C94/C94M, Type II Portland
Cement, minimum 5 sacks of cement per cubic yard of concrete yielding a minimum of 2,500 psi strength at 28 days, 3 inch slump ± one inch, minimum 1/2 inch nominal sized coarse aggregate.
4.9.5.2.2. Reinforcement: Two #4 reinforcing steel bar, centered x continuous with 3 inches clear, minimum.
4.9.5.2.3. Match height to existing wall remaining to create a level planter.
4.9.5.2.4. Solid grout the CMU wall and install #4 vertical
reinforcement at 24 inches on center with standard tails.
4.9.5.2.5. Solid grout existing CMU blocks that remain.
4.9.5.2.6. Contractor to provide and install new CMU blocks
and 10 inch decorative cap to close match existing block color.
4.9.5.2.7. Submit RSN-6:
4.9.5.2.7.1. Submit a minimum of two examples of
decorative CMU blocks and block wall cap manufacturer’s data with photograph or detailed drawing.
4.9.5.3. Construct minimum 8 inch continuous bond beam around entire planter and dowel into the CMU block with #4 reinforcing steel bars at 24 inches on center.
4.10. Ornamental Fence: Install approximately 350 linear feet of ornamental fence with posts on 6 foot centers as shown on drawing 485-218-3661. 72 inch Boston Garden Post with cap manufactured by Hoover Fence Company, www.hooverfence.com, or equal. Provide Government all materials required for an additional 50 linear feet of ornamental fence (10 each posts and caps), including landscape chain and all appurtenant mounting hardware. Deliver in an appropriately sized wooden crate.
4.10.1. Embed fence posts in concrete, in ground, in accordance with Note 4 for corner fence posts as shown on drawing 859-208-2201, and per manufacturer installation instructions.
4.10.1.1. Dispose of earth materials generated for digging post holes off site or at onsite location within 1 mile of fence work as approved by
OGR.
4.10.2. Install Landscape Chain.
4.10.2.1. 1/4" x 1.25" galvanized steel with black powder coat finish.
Provide all appurtenant mounting hardware.
4.10.3. Submit RSN-6:
4.10.3.1. Proposals for ornamental fence and chain.
4.10.3.1.1. Submit a minimum of two examples of ornamental
fence and chain manufacturer’s data with photograph or detailed drawing.
4.11. Building 012 (Resource Building Replacement): Disconnect utilities, remove electrical service to closest safe point of termination, cap water line, cap sewer line; disassemble modules and disconnect utilities between modules; store items to be reused on site;
relocate to former site of Building 109; reconnect utilities; install stairs, ramps and landings; connect building to walkway cover; install skirting; repair roof and exterior wall seems; repair interior floor, wall and ceiling; repair damage caused by move; test utilities; and dispose of excess materials and waste in accordance with Part 5.2, Recycle and Demolition.
4.11.1. Disassemble stairs, ramps, landings, and store items to be used at new location contractors use area for reuse, and deliver unused portions to Government.
Dispose of waste in accordance with Part 5.2, Recycle and Demolition.
4.11.2. Remove building skirting and fascia boards and store items to be used at new location at contractors use area for reuse, dispose of excess materials and waste in accordance with Part 5.2, Recycle and Demolition.
4.11.3. Disconnect utilities (power, water, and sanitary sewer) to facilitate relocation of Building 012. Government to disconnect telephone and data, and coil wire back to closest stub.
4.11.3.1. Cap water and sewer lines minimum 18 inches above ground and attach to new 4 inch x 4 inch wood post marker to allow for future connections.
4.11.3.2. Disconnect power at breakers in box adjacent to building and secure openings to box prevent electrical hazard.
4.11.3.3. Disconnect seismic anchors; salvage parts for reuse where practical; and dispose of excess materials and waste in accordance with Part 5.2, Recycle and Demolition.
4.11.4. Disassemble Building 012 modules. Attempt to preserve as much of each module intact as possible. All water and sewer are located in one module.
Drawings show power, telephone, and data connect between modules via plugs. Exercise care during disassembly until conditions are confirmed.
4.11.5. Protect interior of modules when disassembled from rain, dust, and other environmental factors.
4.11.6. Prepare each module for transport.
4.11.7. Provide OGR 72 hours of notice prior to moving modules.
4.11.8. Relocate modules and appurtenant features to be reused to new site. Remove items that will not be reused from site for final disposition.
4.11.9. Carefully move first module into place against electrical service box and covered walkway to the best extend possible.
4.11.10. Reconnect inner wall utility connections and perform continuity tests on all electric outlets, telephone outlets, and data ports while reconnecting remaining modules, and appurtenant features and supports.
4.11.10.1. Connect modules to metal roof structure covering adjacent walkway.
4.11.11. Install seismic anchoring.
4.11.12. Re-establish utilities.
4.11.13. Repair roof.
4.11.14. Place wall fascia. Replace if not reusable.
4.11.15. Repair interior walls, floors, and ceilings. Repair and tape sheetrock wall as required to repair damage from disassembly. Finish wall texture to match existing. Match existing floor and ceiling tiles. Repaint walls to match existing interior color or as approved by OGR.
4.11.16. Install skirting.
4.11.17. Install new underfloor access hatches.
4.11.17.1. Quantity, size, and spacing per International Building Code.
4.11.18. Install stairs, main ramp, and landing. Install reconfigured ramp and stairs adjacent to covered walkway. Provide new parts as needed for reconfiguration.
4.11.19. Notify OGR upon completion for Acceptance Inspection.
4.11.19.1. Make any corrective actions determined as required during
Acceptance Inspection.
4.11.19.2. Notify OGR upon completion of repairs for Acceptance
Inspection.
4.12. Landscaping:
4.12.1. Provide and install 3 inch minus decorative river rock, 12 inches thick in landscaped area of new CMU block wall.
4.12.1.1. Provide three different physical samples to COR for approval.
4.12.1.2. Provide and place approximately 12 inches of planter soil under decorative rock so that top of decorative rock is approximately 2 inches below the top of planter.
4.12.2. Provide and install 140N non-woven geotextile between decorative rock and planter soil, manufactured by Mirafi, www.tencate.com, or equal with the following essential characteristics:
4.12.2.1. Grab Tensile Strength (ASTM D 4632): 120 lbs.
4.12.2.2. Elongation (ASTM D 4632): 50%
4.12.2.3. Puncture Strength (ASTM D 6241): 328 lbs.
4.12.2.4. Apparent Opening Size (ASTM D 4751): 70 US Sieve size
4.13. Site Cleanup:
4.13.1. Vacuum sweep all Contractor Use Areas and haul roads and wash paved work areas with water truck.
4.14. Final Acceptance Inspection of All Items: Provide OGR 72 hours of notification upon completion of all activities for Final Acceptance Inspection.
4.14.1. Make any corrective actions determined as required during Final Acceptance
Inspection.
4.14.2. Final Inspection may uncover items not discovered during previous inspections.
Contractor shall make repairs to all pertinent items upon discovery.
4.14.3. Notify OGR upon completion of repairs for Punch List Acceptance Inspection.

5. GENERAL REQUIREMENTS
5.1. Work shall be performed within the authorities of the Reclamation Act of 1902 (32
Stat. 388, 43 USC 391), National Environment Policy Act of 1969 (PL91-90), as amended; and other applicable agency and Department of the Interior policies. Policies and regulations will be provided to the contractor by the Bureau of Reclamation upon request. The Contractor shall conduct work in accordance with all local, state and Federal regulations relative to this project.
5.2. Recycle and Demolition: The Contractor is strongly encouraged to recycle all metal, building materials, concrete and any other debris to the maximum extent practicable before disposal at a certified land fill.
5.3. Landscape Preservation: The Contractor shall exercise care to preserve the natural landscape and shall conduct the operation so as to prevent any unnecessary destruction, scarring, or defacing of the surroundings in the vicinity of the work site. Demolish and remove from the site all vegetation and any other enhancements or improvements associated with the buildings required for this work.
5.3.1. The Contractor is responsible for injuries to vegetation caused by Contractor operations, personnel, or equipment. Repair or treat injured vegetation as directed by the COR.
5.4. Cleanup and Disposal of Waste Material: The Contractor shall be responsible for all waste materials or rubbish generated by their work. Debris shall be removed from the work site and taken to an authorized disposal site. The disposal of waste materials and rubbish shall be in accordance with this paragraph and all applicable Federal, State, and local regulations, standards, codes and laws. Also, the requirements contained in the Reclamation Safety and Health Standards (RSHS) are applicable to clean up and to dispose of waste materials and rubbish. In the event that there is a conflict between the requirements contained in this paragraph, the RSHS, and other Federal, State, or local regulations, standards, codes, and laws, the more stringent requirements having jurisdiction shall prevail.
5.5. Use of Site:
5.5.1. Government land as shown on drawings may be used for required construction facilities.
5.5.2. Location, construction, operation, maintenance, and removal of construction facilities on Government land will be subject to approval of COR.
5.5.3. Do not interfere with work of other contractors or the Government in vicinity, or with reservations made by the Government for use of such land.
5.5.4. Housing for construction personnel will not be permitted on Government land.
5.6. Construction Program:
5.6.1. Develop, maintain, and use approved Construction Schedule to plan, monitor, and evaluate accomplishment of work.
5.6.2. Failure to include any element of the work will not release Contractor from completing all required work under the contract.
5.6.3. Construction Schedule shall include:
5.6.3.1. Progress chart of suitable scale to indicate percentage of work scheduled for completion by any date.
5.6.3.2. Prepare schedule based on required sequence and interdependence of activities.
5.6.3.3. Include work of subcontractors, Government interfaces, and contract milestones.
5.6.3.4. Include contract title, contract number, and Contractor's name on each sheet.
5.6.4. Baseline Schedule Requirement:
5.6.4.1. Represents Contractor’s as-planned approach to accomplishing the work.
5.6.4.2. Include planned start and completion dates for features of work.
5.6.5. Updated Schedule:
5.6.5.1. Use actual dates.
5.6.5.2. Enter actual progress.
5.6.6. If in the opinion of the CO, the Contractor falls behind the approved schedule, the Contractor shall take steps necessary to improve its progress, including those that may be required by the CO.
5.6.7. The CO may require the Contractor to increase the number of shifts, overtime operations, days of work, and/or the amount of construction plant, and to submit for approval any supplementary schedule or schedules in chart form as the Contacting Officer deems necessary to demonstrate how the approved rate of progress will be regained.
5.6.8. Costs for actions required to improve progress will the responsibility of the Contractor.
5.6.9. The Contractor shall be required to submit a time impact evaluation within 30 days of any change order or delay, showing effects of the change…
